In the course of that inspection, we reviewed intake structu es collecting surface water from small streams above the resort. We also inspected a well utilizing a pitless adapter and pressure tank. Water systems providing water for public consumption such as the insta lation at Sandy's Resort must receive the approval of this Department in acc4 dance with RCW 43.20.050 and WAC 248-54. Before this approval can be given; it will be necessary for this Department to be provided with "as built" plans if the water system indicating distribution lines, sources of supply, and 9to age facilities. I have enclosed a copy of the Rules and Regulations admin stered by this Department as well as a pamphlet entitled "Securing Approval o Small Public Water Supplies" to assist you in preparing a submittal to this lepartment for approval,.' l The initial review of the water system raised concerns with regard to he existing surface water source. It is the understanding of County Heal h Dis- trict personnel that the existing well was drilled because high turbid ty in the surface water created problems during high runoff periods. If thi is the case, then the surface water supply would definately not comply with t is Department'sirequirements for water quality. Therefore, it is recommended that the surface water supply be abandoned in lieu of a deep well system: If the existing well Is of adequate capacity, then this source should be used to serve the entire development. If the well is not of adequate capacity, then it is recommended that an additional well be drilled in order to provide an adequate source of water. State law requires that plans and specifications reviewed by this Department fora public water supply be submitted to this office by a registered engineer. It is recommended that you contact an engineer who has had experience in the development of , 11 public water supplies to assist you in preparing our submittal to this office. We have noticed a change in the sea 1'fe on the beaches over the last several years.and are concerned that hese changes in sea life are the result effluence from the increased se tic tank use at Sandy's Resort. One of our neighbors mentioned that they had seen the Mason County Health Department taking sea water samples and we are interested ii any water quality test results, therefore, would you please forward to us the information concerning any sea water quality tests you have rui as well as sea water quality guidelines established by Mason County o Washington State. As we understand it, the capacity will be over doubl d from i 18 to 40. Our objections are based on the following reasons: 1 - The expansion of moorage facilities without consideration of the impact on the already strained capacity of the facilities on the land area. The preseo sanitary system from units is, as we understand it, a sump system allowed by the Grandfather clause. As an example there are over 10 trailer units, a building with 4 apt- typo a000modationa, a commercial building by the dock with r3stroom / faoilitieop located between the County road and the water* rhid area is aboSt 1OOft, deep end 250 ft. wido. Expansion of moorage facilities will undoubtedly add further strain on the facilities such as the restrooma. It would appear that the Mason Co. Health Depto should be involved in the planning. 2 - Sandy'a Resort has developed land areas on either aide of the County Rd. `whioh is the only access to the residents West of Sandy0s. The present situation of traffic congestion during the Spring and Summer months requires extreme caution by thru traffiog. 9ar, boat trailer parking, laundromgt facilities all contribute to he rds on the County Rd. and Pedestrian traffic. Added moorage without upgrading and enlargement of parking areas woul appear contrary to the requirements of Planning. Did the Planning Dept, take this into consideration? 17o do not object to the concept of providing moorage{ but we do object to expansion without consideration of the impact on veeent faoilities. These systems have more trailers on them than they were designed for, such that no increase in sewage system use should be all wed on the existing system. The Park currently ''has 21 RV spaces (20 filled) , and two 2 bedroom mobile homes. In addition, there are restrooms for the boaters, a resort, apartment bLilding, trig plex and laundromat. This office-has records indicating approved systems for 14 RV's, 2 cabins , (no longer existing) , the restrooms and laundromat. There is also two approved permits for a total of four bedrooms, but their location anc use is unknown. Mr. Don Jhalin (working for the park owner) is currently attempting to locate the systems. Mr. Jhalin and the park manager indicate that the . apartment and tri-plex are on their own systems. , Past inspections of the park indicate: 1976 permitted spaces 24 occupied spaces 22 . 1972 permitted spaces 23 occupied spaces 22 1964 permitted spaces 21 occupied spaces 11 Three new RV sewage hookups have been installed behind and above the park and 'plumbed to one of the systems. This office will require the three new connect- ions to be removed. i In summary, the existing 21 RV spaces and two mobile home spaces will be allowed j to be used, due to the length of their existing use. NO expansion o the RV or mobile home spaces will be permitted on the present sewage systems. . No expans- ion of use for the laundromat or restrooms will be allowed on the existing . sewage systems. If the owners wish to pursue expansion of the Marina, it would necessitate review and approval of new or enlarged systems for the laundromat and restrooms. Box 85 Tahuya, Washington 98588 REGIONAL PLANNING Dear Don: Site Review, Unnamed tributary to Hood Canal SW 1/4 Section 21/NW 1/4 Section 28, Township 22 North, Range 3 West, in Mason County - Septic OYB-1-007654 Drainfield Enlargement associated with -PN-071_ This letter documents the site review we jointly made on January I , 1982, of the unnamed stream and adjacent environs within the Howard 11olb ook property ("Sandy' s Resort") about one mile west of Tahuya , Washing on. Using a "Type VII Electrofisher" , portions of the stream between t e 'North- shore Road and the water intake structure upstream were sampled to determine the extent of fish life. The equipment was operated for 86 second; in likely looking pools. No fish were observed or captured. Sampling in the manner done provides useful information, however i should not be used as a basis for concluding that fish do not exist in the stream. Fish could utilize these waters at other times , and could be found upstream. In general , we prefer that drainfields be located or designed in such a manner that would safeguard not only the quality of the stream but also provide for a natural open channel . Alternative means to accomplish this would seem to exist through Engineering. designs adapted to the physical conditions of the site. In addit.on to alternatives we discussed is one other - rechanneling the stream. If the stream was placed in a new channel , designed to freely pass fish pstream, and contain desired habitat for spawning and rearing, it could belpossible to actually improve the fish quality over that which presently exi I sts. However, redirecting the flow down a prepared channel near the edge, of the property should not be. considered as an inexpensive or simple project, Two other people I suggest contacting relative to the drainfield �roblem are Dan Collins (Washington Dept. of Game - 427-0190) , and Jim Krull Dept. of Ecology - 753-0145) . An alternative was to justify the present facility sewage system as acceptable. Mr. Ghylin has proposed to limit the laundry use to resort residents alone by keeping the door locked with only resort residents having a key f r it. Off-site use by the public now using the facility would be prohibited. De-\ ' mand on the laundromat would be the same or less, even with the expansion of the Marina. Therefore, this proposal should be accepted, with no require- ment for resizing the laundromat sewage system. This office also required that the public restrooms sewage system be expanded. The only area that may be acceptable is near the laundromat. A sewage system application as well as additional information, soil type, system sizing, etc. has not yet been received. However, as Mr. Ghylin indicates in his proposal, the water side restrooms should be used by resort employees alone. The rest- rooms on the upland side of the road are useable if an acceptable area for a sewage system is found. The water system must.be approved by the Department of Social and Health Ser- vices. NEALTFl ryi Please bring this statement of facts to. the . attention of t Board of Commissioners at the November 150 1982 hearing on he proposed expansion -of. "Sandys Resort and Marina" on the North Shore of Hood Canal; Rt,. 1, Box 125, Tahuya, Washington, 98 88. .We, the undersigned were tenants of said resort for approxi�ately six years and six months (June of 1974 through August of 19P0) ._., Due to the bad conditions, we sold our trailer and rented all beach house at Rt. 1, Box 120, Tahuya, Washington, 98588. The trailer space that we occupied was space #2, upper leve north of road. Listed below are complaints: 1. Water was loaded with silt due to poor water maintenance of j water system. 2. Electric service was inadequate due to,, insufficient po r. Power pole is rotted off at base. Pole is held up by conduits and cable applied by me, John Dolligan, in order to prevent said pole from falling on our trailer. This condition was brought to the attention of resort manager, with no response. 3. Sewage spills at space #1 caused by overloading tanks. Raw, sewage would flow under trailer in space #1 and next to our patio. We placed .an 18 inch fan on our patio to blow stench `away- "I complained repeatedly to --manager' Robert (Woody")—Re ee:- His answer was "I will shut down the laundry for a time, and we. will get to it." (Meaning to correct the problem) He finally brought a bag of lime to cover the spill. The tanks were pumped two time the last part of June 1980 by ! Evergreen Septic Tank Service. One tank located next to laundry, the other in front of our trailer. On the 4th of July 1980, it was again necessary Co have tanks pumped. i I Mason County Health Dept. Page 2 November 5, 1982 The owner brought out a back hoe and dump truck (as shown In pictures taken by my wife, Leona) and manager Reese began digging to find the problem. (This was done without a permit. ) As the digging began, pipes were broken between tank next to laundry and the one directly in front of our patio (No. IIy, along with a small pot type tank seen. in picture (small ho'1yI�e) . It was discovered that the tank had no drain field, only aI ,, connection to. small tank at side. Raw sewage spilled into: the . trench as the digging continued. The dirt was hauled up pefet` parking lot, and dumped next to creek. An "S" shaped trench was dug towards laundry room .and back. to our trailer, thenlback to .laundry. This ditch ,was: open ,for. a period of over three. weeks: There were. numerous: complaints. from other tenants—" to the unsafe. situation, as no form of barrier was put up. The ditch was partly filled with beach gravel, taken from alonj boat ramp. Drainpipe was. then connected, to tank and trenches covered over. This was completed the third week of July, 900.. I placed phone calls to Mason County Health Department (fi d copy of phone bills .attached) stating my complaints and was assured that a representative from said department would be out• .to. investigate. A man finally appeared in a Mason County car, talked to manager Reese for a few minutes but made no attempt to inspect area, or to contact any of the tenants. Fresh dirt was in evidence as to where the digging occurred. Not only was the sewage problem deplorable in the area north of the road, but also gives constant problem on the lower side on the water, We are sincerely hoping that the proper attention will be given to this situation as we love the canal and are very concerned about pollution of the water.
