NOTICE OF ISSUANCE - DETERMINATION OF NONSIGNIFICANCE (DNS)
Belfair Assembly of God Addition
NOTICE IS HEREBY GIVEN: That Mason County Department of General
Services, as lead agency, issued a Determination of Nonsignificance to
the Belfair Assembly of God church on May 24, 1988, for construction of
a chuch addition. The proposal consists of a 22,632 square feet, 2
story addition to the existing church building; 75 associated parking
spaces; total acreage of site is 7 . 66 acres .
The proposal would be connected to the existing Assembly of God church
located at NE 23001 Highway 3, Belfair, Wa.
After reviewing the proposals environmental checklist and other
information on file, Mason County determined that this project would not
have a probable significant adverse impact upon the environment. These
documents are available for public review at the Department of General
Services, 4th and Cedar, Shelton.
This DNS is issued under WAC 197-11-340(2) ; the lead agency will not
act on this proposal for 15 days following the date of issuance.
Comments must be received by June 9, 1988 . Please direct all written

probable significant adverse impact on the enviroment. An Envirommental
Impact Statement (EIS) is not required under RCK 43.21C.030(2)(c). This
decision was made after review of a completed Environmental Checklist and
other information on file with the lead agency. This information is
available to the public on request.
There is no comment period for this DNS.

Dear Mr. Byrne:
We have received your request for review of the above proposal and offer
the following comments:
The Department desires to provide safe access to the State highway
system for this proposal along with operating conditions that adequately
serve the needs of the general traveling public. There is currently an
existing access serving the church. With the addition of another access
to SR 3, there would be three accesses within 300 feet of each other,
the third access serving the adjacent library.
We suggest that the proponent make arrangements with the library to
utilize their approach as a joint approach. As the hours of operation of
the church and library would not coincide, we feel this would be an
acceptable alternative to a new approach. The existing approach could
also serve the new addition with minor changes in the internal road
configuration.
We were unable to locate a current permit on file for the existing road
approach. Road approach permit No. M88-102 is currently in process
for this approach.
Existing surface water runoff from the State highway right-of-way must
not be impeded by development of the proposal.
The Department will not be responsible for noise attenuation if the
subject property experiences noise levels in excess of the maximum
allowed for the proposed land use.
Advertising signs visible from an adjacent State highway must comply
with the State Scenic Vistas Act of 1971, which is administered by the
Department. For information regarding the signing regulations,
contact the District 3 Traffic Operations office at 753-7221.
