A framing inspection was recently scheduled for the site identified above.
During the inspection, performed on January 28, 1998, 1 noticed that a slide has
occurred recently at the site. The home is now 8 feet from the top of the slope
because of the slide. After reviewing the two letters in our files from Associated
Earth Sciences, with the latter letter acknowledging 18 feet from the top of the
slope, our department has come to the conclusion that a slope stabilization study
will be required before the project can continue. On January 29, 1998 1 returned
to the site and posted the house with a stop work order.

We arrived on site at the request of our client to observe and evaluate existing surface conditions related
to recent landslide activity at the above-mentioned site. At the time of our arrival, We noted that
significant re-grading of the property had occurred since our last field visit in July of 1996,
The upper portion of the property consisted of a cut area to the east and a fill area to the west. Fill soils
in the area had been placed against makeshift log cribbing placed prior to filling. Fill soils in the area
appeared to loosely placed up-slope of the cribbing. Significant erosion of the loose fill through the logs
was evident at the time of our visit. Based on the loose nature of the soils and the inadequate retaining
capability of the log cribbing, we recommended to Mr. Clements that the western fill portion of the
parking area not be use for parking or the support of structures. Based on the loose nature of the
uncompacted fill soil in the area as reported by Mr. Clements, it is our opinion that the fill in this area is at
high risk for continued erosion and possible landslide activity.
The lower portion of the property was occupied by the exisiting, under-construction house to the south,
and a narrow, graded bench north of the house. The landslide north of the house appears to have
occurred within fill soils placed in a similar configuration to the upper parking area. Mr. Clements
indicated to us that uncompacted fill was placed behind makeshift log cribbing by the earthwork
contractor. These soils appeared to have become saturated from heavy rains and inadequately
controlled surface water from the downspouts of the house, and slid toward the beach area exposing the
dense, native glacial sediments.
The landslide appears to have occurred entirely within the 6 to 8 feet(horizontally) of loose fill soils
placed in the area during grading.
The southern flank of the landslide approaches to within 8 to 10 feet of the northwest corner of the
house. However, It appears that the house footings bear directly on the dense native sediments
exposed in the area which at the time of our visit appear to be uneffected by the current lansdslide. The
landslide does not appear to be effecting the bearing capacity of the native soils and in our opinion, the
house is not currently in danger of being undermined. In our opinion, based on surface conditions, the
native soils in the area of the house are at a relatively low risk of landsliding in their current slope
configuration of a 1 H:1 V slope extending the entire length of the slope to the beach. However based on
the proximity of the slide area to the house, we recommend that the area be closely monitored for signs
of future slope instability specifically within the current 10 foot setback area between the house
foundation and the top of the existing slope, We observed that Mr_ Clements had tightlined all the
downspout drains the entire height of the hill and appears to have adequately controlled surface water in
the area. In addition, efforts to revegetate the area of the slide were in progress, We recommended
that the slide area be closely monitored for signs of future instability. If signs of instability are observed,
we recommended that we be contacted immediately to review the current conditions,

Dear Mr. Clements:
As of May 11, 1993 the Department of Community Development has not received detailed plans.
'for the proposed bulkhead construction, which'were requested earlier. These plans are necessary� '
for the, review process and the SDP cannot be started without them: In an earlier phone
conversation with you we had discussed the submission of house plans as well. The department .
had;informed you of its policy in regard ,to submission of a bulkhead and residence permit:�
application simultaneously and that in these instances the department may not require a shoreline�:
permit for the bulkhead. You had stated that you wished to pursue this route. Also understand
that after a residence is constructed at the site any bulkhead which protects the house from. E
shoreline erosion is exempted from the shoreline permit process.
If the department does not receive detailed site and structural plans for the bulkhead within (15)
fifteen days from the date of this letter your check will be returned and your shoreline permit
will become inactive.

RE: James Clements new plans for logs on Hood Canal beach
Dear Ms . Small :
James Clements has faxed me a new version of his plan to use logs
and root wads that have come down onto the beach in last winter
landslide. His new side view shows that the logs will come from
the beach area and be placed at the toe of the new bankline on
his property. He may take some of the soil from above the beach
and place it higher above the beach to provide more weight at the
toe of the steeper slope face (make it more stable) .
With the relocating of logs and root wads, and no soil material
removal from the beach area, the project would be minor work done
and would be exempt from the SEPA review process. If soil is
moved on the slope, it will be above the beach, as discussed with
Mr. Clements . The project is not valued at $2500 value and would
not need a shoreline permit.
