There was a third person on the vessel taking photographs of my home and according to the Sheriffs office, this third person was from the building permit office. Not only was their unscheduled appearance disrupting, it appears to me tremendous taxpayers resources { are being wasted on yet more frivolous building permit violation complaints. Any photos being taken from the water will be far inferior to just arranging an in person visit which I offered last week to inspector Terry Ryan, or just using Google to obtain a satellite photo. I can only assume the approach used this morning by Mason County was designed to surprise, disrupt and intimidate as it is not very common to have the Sheriffs vessel and two deputies arrive un announced. The Mason County building permit office has building permit records. If someone files a building permit violation complaint, the investigating officer should be able to pull the file on the address complained of to determine if proper permits have been obtained. If the investigation officer needs to further investigate, I have placed Debra Coker, Mark Kerr, and inspectors Larry Waters and Terry Ryan, as well as past a investigators Pawlawski and Crater, on notice to feel free to call me and arrange an on sight inspection when ever needed. Emergencies require no notice. I am extremely disturbed someone would decide to spend a small fortune to investigate by water, a permit violation complaint that can only be investigated by land, for which was already resolved as invalid last week! I have been told Mason County has no money and is having trouble balancing it's budget.This silly use of resources which detract from public safety in these already lean times must stop. It is because of today's episode that I am compelled to make yet another public records request in order to investigate just who is behind this pattern of disruption and harassment. My records request unfortunately has and will tie up valuable County resources as the records I am requesting are gathered. Shannon, most of what has been said above is to give you background information for what I am about to ask for and is directed to Commissioner Tim Sheldon once again to have a positive impact in how the County functions. Here is my Public Records Request... PRR 20090206-1 I am requesting all pubic records and writings related to today's building permit violation inspection conducted by watercraft at about 10:15am. My request is to include, but not limited to... I 1)any record that identifies who was on the vessel, 2) records showing who requested use of the vessel, 3)all preparational, implementation, and cleanup time spent related to the inspection for all parties involved except me, 4) all maintenance records for the watercraft, 5)all records showing start and stop times for both the vessel and the towing vehicle-like mileage logs and hour logs, (2/9/2009)Shelly Bellisle-Public Records Request Page 2 6)any records that would show the approximate hourly rate for the use of such craft and the County personnel involved -time sheets, 7)all receipts for usage of said vessel in this violation inspection, launching fees, fuel consumption,fuel receipts, towing vehicle receipts related to the inspection, 8)all notes, memos, and correspondence to or from or between anyone within or working for or subcontracting for Mason County related to this inspection. To sum it up, I am requesting any and all records relating to this invalid violation inspection that occurred today via watercraft. I want to use the records to investigate and determine who is using your agency to harass my family and me and who is behind what we view is an attempt to disparage, slander, and liable our name and reputation. I spoke to the Sheriff's Office Chief Burd today and at first he denied me any information or records concerning the investigation, if I understood him correctly. I advised him that if any records are denied on the basis of exemption, I fully expected a itemized list of the documents so that I could challenged their exempted status. I also expect records that I have asked for in this request,for which your agency feels are exempted, to at least be provided to me with redactions.What I have learned in the past is when records that are truly exempt, become un exempt, I will have proof the record existed in the event the agency knowingly or unknowingly decides to purge the record. An example of this can be seen for those agencies that use an auto delete program for their electronic records. Chief Burd asked that I send my PRR directly to Tammy-the Sheriffs department Public Records Officer. I trust you will forward my request to her as he did not have her email address handy. Specifically, last week Terry Ryan informed me that someone recently had filed a building violations complaint against Brad Carey located at my residence of 20811 Northshore Rd. Tahuya,WA. 98588. Terry informed me the report claimed I was constructing a large shop with out a permit.Terry informed me while out here that he quickly determined the complaint was invalid. I am especially interested in the author of the complaint as it appears once again the County is having to spend valuable resources to respond to a complaint that has no merit. In 2006, the invalid reports became so frequent that I complained to Mason County they were being used to disrupt and harass my family and me. In addition,for similar complaints made during the same time frame to State agencies, they finally informed me they were not going to respond to anymore complaints as it became evident to them they too were being used by the complainer(s)to disrupt and harass. The last time this pattern occurred, I spent tremendous time, energy, and money to gain copies of the violation reports. In fact, my investigation lasted over two years resulting in a lawsuit being filed and in the end, I ended up deposing Jean Gall and Cynthia Olsen (two local residents apposed to my government transparency views) in the matter. If I remember right, both of them testified under oath they had never j filed a permit violations complaint against me. Even after I presented them with copies of Mason County permit violation reports filed against me containing their names on them as the complainer,they still denied reporting the complaint. i So this is why I am very anxious to see just who authored the complaint. The use of Email is preferred, but if their is a cost for the records and I need to pay this cost before I can receive the records,then I will do so. I have also carbon copied my request to my County Commissioner Tim Sheldon for only the purpose of being aware that our County agency might once again be being used by certain citizens as a means to disrupt and harass-all at an expense to the taxpayers. If this is true, then some thought in to how to handle these types of complaints may be prudent.
