Dear Applicant: As part of this department's review of your permit application, a Shoreline Inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, aq4ID Rick Mraz Land Use Planner Mason County Planning Department 2/21/02 1 of 3 SP12002-00013 Shoreline Inspection 2/21/02 Case No.: SP12002-00013 Comments: A field inspection of the subject property was conducted on 2/19/02 to evaluate resource-related issues pertinent to a proposed renovation/addition of an existing structure. The land use designation of the parcel is Rural per the Mason County Comprehensive Plan. The shoreline designation is also Rural per the Mason County Shoreline Master Program. The parcel is adjacent to a steep slope. A steep slope trends downward away from the building site at an angle in excess of 21.8 degrees. This area meets the criteria for a Landslide Hazard Area per the provisions of the Mason County Resource Ordinance No. 77-93. Applications for development within 200 feet of a Landslide Hazard Area require a geotechnical report to assess slope stability and address specific efforts to remediate the hazard. Enclosed is a copy of the Landslide Hazard Areas chapter of the Resource Ordinance. Please note the distinction between a geologic assessment and a geotechnical report. This project will require a geotechnical report. The existing structure is roughly 80-100' from the Ordinary High Water Mark of Hood Canal. The minimum setback for structures on Rural shorelines is 25'. However, when adjacent residences exist a common line method is used. The structure currently meets the common line setback and all proposed addition is landward of the existing building. Any construction waterward of the existing structure should receive additional inspection by the Planning Dept. An important issue not related to resource protection also affects this proposal. The existing structure is not served by water or septic facilities. It is therefore not primary residential construction but a non-residential or appurtenant building. Mason County is currently under an Order of Invalidity from the Washington State Growth Management Hearings Board regarding non-residential construction in Rural areas. The County is unable to issue building permits on Rural lands for non-residential construction when no residence is present. The County is actively moving toward compliance but actual lifting of the Order of Invalidity may yet take several months. Another option for this project would be 19 to install septic and well facilities and obtain a building permit for !i a residence. The site was investigated to determine the stability requirements for the proper siting of a proposed garage and to recommend a foundation design. We founfhe sloping lot with some fairly level terraces. The area is well timbered on slope with a tree cover of evergreens and an understory of bushy plants. Generally, the land stability of this property is good. The soil is a glacial till; mostly a sandy loam. We noted some nearby exposed soil best described as a cemented-congomerate which was standing nearly vertical. Photographs were taken for our file and record. The siting of the garage will require special foundations for anchoring into the hillside location. A review of the literature for a background on geology and slope stability revealed no previous landslides in the near vicinity of the lot. A field survey should be made of the staked structural outline of the proposed building and area elevations of the ground established prior to the design of the building and any special foundations needed. Roof drains should be carried in a closed conduit to discharge into an energy dissipator near the beach. In my professional opinion the construction of the proposed structure is feasible.
