Dear Applicant Pursuant to your application,a site pre4nspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases,setbacks for development from shorelines, steep slopes,streams,and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 3/12/2008 1 of 3 SP12008-00038 Site Inspection 3/12/2008 Case No.: SP12008-00038 Comments: Pre-inspection for Shawn Hill on Mar. 10, 2008: The purpose of the pre-inspection was to evaluate construction of a residence on a parcel [PN: 32226-76-00100] on Southridge Dr. in the vicinity of Belfair View Estates. The parcel is partly vegetated with evergreen and deciduous trees following recent logging. Staff observed an 8 to 12 percent slope to the east on the property above a nearly 50 percent slope above an existing Korpi Dr. at the center of the property. The neighboring parcels to the south and north have existing residences. This property has an access from the northwest. These findings state regulations in effect at the time of inspection, unless noted otherwise. The zone designation for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). These setbacks are measured from structures or projections above grade, such as roof overhangs or gutters, ! balconies, stairs, decks, fuel tanks, or heat pumps. Resource Ordinance - Streams or Wetlands: Wetland or stream critical areas were not observed during the inspection. An observed seasonal drainage crosses the property from southwest to northeast below the Korpi Dr. alignment, but no development standards apply in regard to vegetation management or structure setbacks. i Resource Ordinance - Slope or Landslide hazards: With slopes over 40 percent within 300 feet of a proposed project, a Geotechnical Report would be needed to address slope stability and the other requirements of the landslide hazard chapter 17.01.100 section E. 5. as required by the Mason County Resource Ordinance. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must j also assure the project will cause no significant environmental impact. The applicant shall have a qualified geologist or engineer visit the subject parcel and prepare a site analysis and Geotechnical Report specific to your proposed site development, based upon the ordinance criteria, addressing clearing, grading or filling and building construction, and stormwater control. This study and analysis would be submitted and evaluated at the time of building permit submittal. 3/12/2008 2 of 3 SP12008-00038 I s Site Inspection 3/12/2008 Case No.: SP12008-00038 The applicant and the seller discussed ways to resolve issues that came up during past logging of this parcel. The applicant wishes to retire the equipment pathways on the slopes below the potential building site that were established by an operator during harvest cleanup. The applicant and owner will recontour these areas to eliminate the pathways that are not desired by the applicant, and the timber harvest slash could be spread over these areas (instead of burnt on site)to provide surface protection and mulch to reduce potential erosion. The east portion of the parcel below Korpi Dr. will be replanted in small Douglas Fir trees where no development will take place. In the geotechnical report, the geologist/ engineer will address these remediation steps on the property, any site filling and grading for structure locations, and Glendon septic system placement above the 50 percent slope (where erosion problems have begun). Each of these aspects (drainfield and site preparation) could be proposed and addressed in the geotechnical report for site development noted above, due to potential changes to the existing site such as additional water content from the proposed drainfield in the soil profile and weight of additional soils present and their impacts to site stability. General process: Future site development must include a site plan, showing all setbacks from property lines, existing structures, and other improvements; this information will be needed for building permit application submittal.
