The drainfield area may be compromised due to vehicular traffic (i.e. parking, driving) _There are indications of poor system maintenance. (i.e. lack of regular pumping, leaky plumbing, slow drains, excessive chemical dumping, high water usage) Construction was noted in the drainfield area. Our office has recently received several complaints regarding the on-site sewage system and drinking water well at the Longshore Drive-In. Has there been any progress on the recommendations made by Indian Health Services in their February 2003 letter? The Mason County Department of Health Services is very concerned about the threat to public health presented by this situation, as well as the impacts on water quality and shellfish growing area. Road Shelton, WA 98584 Re : Longshore Drive-Inn Wastewater System Investigation Dear Mr. Dublanica : Longshore Drive-Inn is a food service establishment located at 21391 N. U.S. Highwaly 101 on the Skokomish Reservation ; it is located on the west side of the highway between Shelton and Hoodsport, more specifically between Potlatch State Park and Tacoma City Power Plant. The property has been assigned a Mason County Parcel# of 42226-23-90080. The lend is classified as fee land but located within the Skokomish reservation. The parcel is owned by Ulrich Schluter of Olympia, WA and leased by Tom Longshore. The property has a drinking water well located in the northwest comer of the drive-in. The drinking water well is owned by the parcel owner plus two other property owners located to the west( Ruth Peterson and Margaret Duran). The drinking water well serves the individlual residences as well as the food establishment. The property also has an on-site septic system consisting of a 1000 gallon septic tank, an 800 gallon pump chamber which is connected to a drain field via a 100 foot transport line.The septic tank and pump chamber were replaced in 1999. The current drainfield was installed in 1990 and was a replacement for the previous drainfield believed to have been located behind the structure. The original system was installed circa 1960s. (See diagram). The drain field is less than 25 feet from a surface water stream which feeds into the Hood Canal about 300 feet away. This food establishment serves the public ; however, public bathroom facilities are provided via a portable toilet and not the on-site septic system. Providing no sanitary facilities to the public through the on-site septic system would indicate a minimal fecal colifoml load from the restaurant. However, in the past the business owner has had recreational vehicles connected to the on-site system. During the time of inspection no recreational vehicles were present. It should be understood that restaurants typically produce high strength waste that is unsuitable for on-site system disposal due to high BOD, grease, and oils. During the Inspection the business owner acknowledged use of degreasers to combat grease and oils. It should be noted that degreases are not recommended for use with on-site septic systems. On-site systems function on biological activity that can be destroyed by the use of these types of chemicals. Pagel of 4 Method The initial investigation resulted from numerous complaints from surrounding neighbots, foamy conditions in the creek, and the age of the drain field ; it was suspected that the drain(field might be failing. In late October 2002, the Skokomish Tribe requested that Mason County Department of Health Services perform a flourescein dye trace of the on-site septic system. Kim Lincoln, Environmental Health Specialist III and Amy Georgeson, Environmental Health Technician of the Mason County Water Resource Protection Program started a multi-reek procedure commonly known as a "dye trace'. The procedure includes the placement of charcoal packets in areas of probable contamination and introduction of flourescein dye into the on-site system via the sinks and toilets. Flourescein dye is approximately the same molecular size as bacteria and should be adsorbed by'contact with dry soil just as bacteria and viruses are. If dye is found to be present in any of the charcoal packets a hydraulic link between the site of the packet and the on-site septic system has been made . Four sets of charcoal packets are typically placed in one-week intervals during the test, not including the background packets. Charcoal packets are collected and taken to a,certified lab to be eluted. During this procedure the packets are eluted with potassium hydroxide, which will release the dye from the charcoal packet if it is present. Full permission and cooperation were obtained from Tom Longshore, neighbors, and the Skokomish tribe to proceed with the dye tests. A summary of events : October 23, 2002 The first set of charcoal packets were placed in 11 strategic locations surrounding the drain field. See Diagram. This first set is known as the control or background set. Control packets are needed to test if any background dye might be in the environment prior to introducing the dye. October 30, 2002 Control packets were picked up and a second new set of 11 charcoal packets were placed in the same locations. This time flourescein dye was placed in the wastewater system of the food establishment, the Longshore Drive-Inn. This was done by introducing the dye into all wastewater sources such as sinks and toilets. November 6, 2002 The second set of charcoal packets were picked up and a third set of new charcoal packets were again placed in the same 11 locations. November 13, 2002 The third set of charcoal packets were picked up, but not tested. A fourth set of packets was not needed. In addition to the dye testing, bacterial water samples from the stream locations that tested positive for dye were taken. Page 2 of 4 Results The charcoal packets from Series 1 were positive for flourescein dye. See chart at the end of the report. The chart will document results reported for Background and Series 1 only. Series 2 charcoal packets were placed in the water on 11/6/02, picked up on 11/13/02 ; however, Series 2 was never tested due to positive results for Series 1. Discussion Mason County policy and procedures require residential on-site septic systems to be Classified as failing if a dye test shows a positive result and a water sample shows greater than 550 fecal coliforms per 100 milliliters of water tested (>50 fc/100 ml). In this case, the dye test was positive, but the fecal coliform test results were 4 fc/100 ml. We hypothesized the reason for this is that no fecal coliform bacteria are being introduced into the on-site septic system. It is not a residential system with normal bathroom loads, it is a food establishment with no sanitary facilities open to the public. Since minimal human waste is flowing into the system, fecal coliforms should not be used to define a failure. Conclusions and Recommendations The Skokomish tribe should consider the drainfield as failing. A hydraulic link or "preferred pathway' has been identified and wastewater from the food establishment has been found in the creek. Short-term recommendations 1. Manually remove as much grease and oils from food equipment and utensils as possible with disposable towels. 2. Dispose of only gray water into the on-site septic system. 3. Close the bathroom connected to the on-site septic system. Employees and c4tomers should use only the current on-site portable toilet for all human waste. 4. Remove any and all other connections to the wastewater system including wastewater hoses from temporary trailers and RV's. Long-term recommendations 1. Install a grease interceptor or grease trap, and continue to use the on-site septic system for kitchen gray water only. 2. The current drainfield should be abandoned and a new one installed. Any design for this on-site system should address high-strength waste (for example, grease). The current property size may be inadequate for an on-site system repair. Additional property may have to be purchased for this option.
