Dear Applicant: Pursuant to your application,a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases,setbacks for development from shorelines, steep slopes,streams,and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner it Mason County Planning Department I K 2/21/2008 1 of 3 SP12007-00012 I Site Inspection 2/21/2008 Case No.: SP12007-00012 Comments: Pre-inspection for Danturty Hemachandra on Feb. 1, 2007: The purpose of the pre-inspection was to evaluate issues related to the construction of a new single family residence or remodel of existing cabin to garage on a moderate-sized parcel along the west side of Hood Canal [Longwood Beach Tracts tr. 13-14]. The parcel is vegetated with evergreen and deciduous trees and has a general 10 to 12 percent slope with landscaping and concrete bulkhead at the saltwater. The parcel has a home and boathouse & marine railway located close to this bulkhead, a garage with 2nd-floor apartment towards the road, and small garage closest to the road. These findings state regulations in effect at the time of inspection, unless noted otherwise. The property is within the Rural Residential 5 zone. Standard building setbacks for this zone are a 25-foot front yard setback from the road easement, and 20-foot side and rear yard setbacks. This two-lot property has existing buildings less than 20 feet from the outside property lines; typically existing building footprints can be replaced within that area, but expansions shall meet proper property line and shoreline setbacks. These setbacks are measured from structures above grade such as roof overhangs, decks, balconies, stairs, fuel tanks, storage buildings, or heat pumps. Slope or Landslide hazards: There is a general slope from west to east that does not exceed 15 percent associated with the low natural shoreline adjacent to Hood Canal. The applicant does not need a geologic study as part of development review. Shoreline setbacks: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. In this portion of Hood Canal, the shoreline setback is typically determined by drawing a line between the roofline of adjacent neighboring residences across the subject property, measuring the roof projection closest to the shoreline. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Shoreward of this line for 15 feet toward the shoreline is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward Hood Canal is considered to be a required vegetated buffer that must remain and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason 2/21/2008 2 of 3 SP12007-00012 Site Inspection 2/21/2008 Case No.: SP12007-00012 Environmental Permit; proposed tree limbing and limited cutting of trees in the buffer for view improvement are reviewed by the area permit planner prior to starting these type of activities. The applicant does not plan changes to the house at or within 35 feet from the ordinary high water mark (OHWM) of Hood Canal. The garage with 2nd-floor apartment behind the house and about 100 feet from the bulkhead [a structure now serving as an accessory dwelling unit on the property, constructed prior to needing shoreline permit review] is proposed to remain a garage but have the area above converted to storage space. The applicant discussed a proposed conversion of the small garage near the road to a new residence. Several points need to be considered in this second residence proposal: a) the existing apartment has a certain size of living area whose current dimensions could be relocated to a new small residence; b)the size of the new second residence cannot exceed 1,000 sq. ft. or 80 percent of the area of the primary residence [accessory dwelling unit size standard]; 3)the new structure should be et development setback standards noted above; 4 located to me , P Health Department standards for adequate water (two-party system) and available septic treatment (expanded or new system) should be followed. This setback determination may change if the adjacent property owners to the north or south submit applications and are granted permits for new or remodeled residences established at proper shoreline setbacks. General process: Future site development must include a site plan, showing all setbacks from property lines, shoreline, and existing improvements; this information will be needed for building permit application submittal.
