CEDAR STa RE: Wold — Shelton Property THESE PLANS MUST BE ON THE JOB SIT- Dear Bob: FOR INSPECTION I have examined the building on Highway 3 just south of Shelton. The building is a two level wood framed structure about 65 years old. I had also been at the building with you and the County Building Personnel and The County Fire Marshall about two years ago. We examined the building and found items that required repairs (leaking roof and deteriorating exterior walls near the leak). These had been repaired to the strength of the onglnal construction. At1 no time during the earlier visit was the condemnation of the building discussed by any one present. BUILDING FRAMING DESCRIPTION The building is framed with 2X8. rafters at 24 inches on center. They are supported by the exterior walls and interior beam lines. The beams lines use 4X6 beams spanning a maximum of 16'. The building is a two level wood framed structure about 65 years old. The building is framed with 2X8 rafters at 24 inches on center. They are supported by the exterior walls and interior beam lines. The beams lines use 4X6 beams spanning a maximum of 16'. The floor is framed with 2X8 joists spanning between the exterior walls and interior beam lines. The maximum floor span is approximately 9'. The floor beams are 6X8 with a maximum span of about 10'. The original walls of the building used 2X4 studs with balloon framing to the roof level. The siding was horizontal boards, typical for the time. These exterior walls resist the lateral loading of the building. Sew cored The roof joists are adequate for the snow loads of the area with a maximum span of _+uc4-vr 16'. The current roof beams.maximum span is limited to about 7'. The existing obsev� framing will require either additional posts or knee braces to minimize the span lengths. Sistered framing to the original beams can leave the posts at their current location. The column just outside the office area is bowed and has numerous blocks on the top of the post. This will need to be repaired or improved. STRUCTURAL • FOUNDATION • CIVIL ENGINEERS See C The floor joists are adequate for a live load of 100 pound per square foot. The floor R' �I I� girders can support the same loading with a maximum span of about 9'. There are G some spans that have 10' spans. 0 P51 �o h� The foundation appears to be adequate, except for some removal of the soil around Ern f new✓ the support posts in the crawl space area. ✓e4,1'f( / REQUIRED REPAIRS c�ori6L&feh The building requires repairs/improvements to return the building to its original load carry capabilities. These are listed below. • Limit the roof beams to spans of 7'or add supplemental framing to the existing beams. Repair the bowed and blocked post with a new post, or additional framing members. • Limit the floor girder spans to S' for a live loading of 100 psf through knee braces or additional posts and footings. • Remove the soil from around the crawl space support posts. • Provide positive support for the wall separating the lower level from the crawl space area. A building permit application was received on March 27, 2006 specifying the use of the structure`as commercial/industrial and that the purpose of the building permit is to request authorization to repair the structure so that it can be occupied by an unknown tenant. Referencing enforcement case number ENF2005-00226, the structure has been posted for non-occupancy on 7/26/2005 and again on 12/19/2005. Staff commented that 100%of the lower area is considered crawlspace and an approved building permit is reourred in order to change the use of the crawlspace to another use. Storage, other than a few motors,as discussed with L Waters on 2/25/2003, is not approved in crawl spaces. The parcel where the structure is located is zoned rural industrial,and is limited to the uses specified in Section 1.04.400 in the Mason County Development Regulations.A copy of the Mason County Development Regulatior s, dated February 28,2006,is enclosed. Other uses would not be allowed when a structure has been abandoned as specified Section 1.05.016 of the development regulations, which state the following: 1.05.016 Abandonment:reconstruction A.If any nonconforming use of land and/or building is abandoned,or ceases for any reason whatsoever (including destruction of the building) for a period of two years or more,then any future use of such land and/or building shall conform to the provisions of this Ordinance. Upon written request of the property owner, the Administrator shall grant one,one-year extension to the aforementioned o-year period. B. Any nonconforming building or structure which has been damaged or destroyed by fire, earthquake,flood,wind or other disaster may be rebuilt for the same nonconforming use only,subject to the following restrictions: 1.The restoration or repair of such nonconforming building shall not serve to extend or increase the nonconformance of the original building or use;and 2.A building permit allowing for such restoration or repair must be issued within two years of the disaster.Upon written request of the property owner,the Administrator shall grant one, one-year extension to the aforementioned two-year period In order to process the permit as proposed for commercial use,without identifying a specific use the following will be required: • Planning Department: Will require that all tenants apply for tenant review permit to confirm that the proposed use conforms with development regulations, rural industrial. Permitted uses include warehousing,truck yards, and contractor yards. Retail space is considered accessory use and shall not exceed 10%of the floor area. • Environmental Health: Requires an as built of the existing septic system be provided(drawn by a licensed designer or engineer).This includes tanks, laterals,D-box,depth of trenches and tank from original grade.All buildings on site and the original gallons per day the system was to accommodate.A licensed desi6er or engineer must address projected flows and waste strength for the proposed business. Additionally,satisfactory maintenance report is required(within the last three years). • Building Department: Will require that the structure be reviewed for lateral and gravity loads by the engineer of record, MC Squared as evidenced by structural calculations. Once the repairs are completed the structure shall also be inspected and approved by the engineer of record, MC Squared to confirm that wood members can support the loads for intended uses. The 2003 International Building Code(IBC)specifies that the live load used for a storage warehouse shall be designed for at least 125 psf and up to 250 psf,depending upon the materials stored. Our office has received a lateral analysis and design for retail space restoration. The calculations include a lateral design but we did not find an evaluation of the floor and roof framing. A site inspection performed on February 25,2003 requested that the foundation,roof and floor framing members be evaluated for gravity and lateral loads by a Washington State licensed professional. The design criteria listed in the calculation package used a floor load value of 100 psf which is adequate for retail space only. An evaluation of the post and pier foundation system and the existing foundation system was not included with the information submitted. In addition I did not find an evaluation of the roof-and floor-framing members, and as stated above, will be required. Our department will also require an evaluation of the foundation system including an as-built and repair details prepared and stamped by the engineer of record. Once the permit is issued the department will require that the engineer of record inspect the recommended repairs specified in the engineers report and confirm that all other structural members are adequate to support the intended use. A separate tenant review permit shall be submitted,approved, and a final inspection for occupancy before the structure can be occupied for non-residential use. • Due to the lack of fire flow to the site the fire marshal shall require at the very minimum, a monitored fire alarm system, fire extinguishing devices,and fire apparatus access to all portions of the structure,etc. As an Option,staff discussed changing the scope of the building permit for repairs and alterations only. This permit would allow you to proceed with the repairs, necessaryto secure the structure. To proceed with this option the following will be required: Environmental Health: • Requires an as built of the existing septic system be provided(drawn by a licensed designer or engineer).This includes tanks,laterals,D-box,depth of trenches and tank from original grade.All buildings on site and the original gallons per day the system was to accommodate. (Same as above) • A satisfactory, maintenance report is required(within the last three years). (same as above) • Permit to be conditioned that the structure can not be occupied for any other use then residential.Building permits for change of use will be required in order to occupy commercially. The permits must issued&inspected by Mason County Community Development and Mason County Health Department. Building Department will require that structural members be evaluated for gravity and lateral loads as specified above. Once the permit is issued the department will require that the engineer of record inspect the recommended repairs specified in the engineers report and confirm that all other structural members are adequate to support the intended use. After you have completed the repair work and the engineer has issued a final inspection report a final inspection of the building permit must be performed by a Mason County building inspector. After you have received a final occupancy inspection by Mason County, when you are ready to have a tenant of cupy the structure, a separate building permit shall be submitted,approved,and a final inspection for occupancy before die structure can be occupied for non-residential use. Compliance to all the issues identified above along with additional code reginrements required by codes in effect at the time the permit is submitted will be required. In addition,documents must contain a floor plan showing the intended use of all rooms, compliance to all life-safety requirements including egress,and accessibility to persons with disabilities. To complete an engineered analysis, your engineer or architect will need the following information: Snow load: 25 psf Wind load: 85 mph,exp`B" Seismic zone: DI Revisions required as a result of the engineered analysis must be transferred onto building plans. Return two sets of revised building plans and lateral calculations with the requested information. For reference a copy of Table R301.2(1)�indicating Mason County climatic and geographic design criteria is enclosed. Please let me know if you would like to proceed with the option specified above. If you choose to proceed wnh the original building permit staff will continue to hold the building permit pending receipt of information requested. If you choose to follow the option we will make arrangements to process the permit when the requested information is received with applicable conditions.
