adverse impact on the environment. An Environmental Impact Statement (EIS) is not required
under RCW 43.21 C.030(2)(c). This decision was made after review of a completed
Environmental Checklist and other information on file with the Lead Agency. This information is
available to the public upon request. MITIGATED MEASURES ARE ATTACHED.

197-11-340(2). The Lead Agency will not act on this proposal for 14 days from the date shown

It has been determined that the above project will not have any negative
environmental impacts to the Skokomish Tribe or their resources. As long as work is
done in approved WDFW work windows,appropriate sediment retention devices are
used,&water quality will not be impacted the Tribe accepts your determination of non-
significance. However,the Skokomish Tribes Tribal Historic Preservation Officer will
be providing comment as to the potential cultural impacts of this SEPA and you should
not move forward with the above project until you receive those comments. Thank you
for including the Skokomish Tribe in the planning process,if you have any questions

Thank you for the opportunity to comment on the mitigated determination of nonsignificance for the
Alderbrook Creek Culvert Gravel Removal project(SEP2009-00065)located at 7101 East Route 106 in
Union as proposed by Brian McGinnis,North Forty Lodging. The Department of Ecology(Ecology)
reviewed the environmental checklist and has the following comment(s):
WATER QUALITY: Roberta Woods(360)407-6269
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48 RCW,Water Pollution Control,and WAC 173-201A,Water Quality Standards for
Surface Waters of the State of Washington,and is subject to enforcement action.
All temporary erosion control systems should be designed to contain the runoff from the developed
two year,24-hour design storm without eroding.
Provision should be made to minimize the tracking of sediment by construction vehicles onto paved
public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping.
Water cleaning should only be done after the area has been shoveled out or swept.
Ecology's comments are based upon information provided by the lead agency. As such,they may not
constitute an exhaustive list of the various authorizations that must be obtained or legal requirements
that must be fulfilled in order to carry out the proposed action.

11. Give a brief, complete description of your proposal, including the proposed
uses and the size of the project and site. There are several questions
later in this checklist that ask you to describe certain aspects of your
proposal. You do not need to repeat those answers on this page. (Lead
agencies may modify this form to include additional speck information on
project description.)
As per the Mesa i Alderbrook Creek
shall be dredged of alluvial sediments to alleviate flooding and
facilitate channel clearance for fish passage. Approx. 50 culyds of
alluvial sediments shall be removed and stored (off-site) for use in
future stream or beach restoration projects. Work shall be done
during dry weather in August, before fall chum or coho salmon
return to spawn. Work shall be done from the road by a vacuum
truck and with hand tools. The stream shall be dewatered by
diverting flow over SR Hwy 106, using a pump and a 6 inch line. The
stream shall be screened above the pump inlet to prevent the intake
of fish.
12. What is the location of the proposal? Give sufficient information for a
person to understand the precise location of your proposed project
including a street address, if any, and section, township, and range, if
known. If a proposal would occur over a range of area, provide the range
or boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate
maps or detailed plans submitted with any permit applications related to
this checklist The site is located off Hwy 106, south of Union on the
south shore of the Hood Canal. Section 33, Township 22N, Range
03W. The legal description is: SUNNY BEACHPCL 1 OF BLA#04-58.
B. ENVIRONMENTAL ELEMENTS:
1. EARTH:
a. General description of the site (circle one): Flat, rolling, hilly, steep
slopes, mountainous, other.
b. What is the steepest slope on the site (approx. percent slope)?Approx.
100% along the streambank.

gravel, peat, muck)? If you know classification of agricultural soils, specify
them and note any prime farmland. Sand and gravel.
d. Are there surface indications of history of unstable soils in the immediate
vicinity: If so, describe. No.
e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill. No filling or grading shall be
done.
f. Could erosion occur as a result of clearing, construction, or use: If so,
generally describe. The WSDE's Best Management Practices shall be
followed during construction to prevent water pollution or
sedimentation.
g. About what percentage of the site will be covered with impervious
surfaces after project constructions (for example, asphalt or buildings)?
The project will not add any new impervious surface to the site.
h. Proposed measures to reduce or control erosion, or other impacts to the
earth, if any: WDOE Best Management Practices shall be followed
during construction, and the WDFW's construction rules shall be
strictly adhered to.
2. AIR:
a. What types of emissions to the air would result from the proposal (i.e.
duct, automobile, odors, industrial wood smoke) during construction and
when the project is completed? If any, generally describe and give
approximate quantities, if known. Emissions from any heavy
equipment use shall be minor.
b. Are there any off-site sources of emissions or odors that may affect your
proposal? If so, generally describe. No.

if any: Work to be completed as quickly as possible.
3. WATER:
a. Surface:
1) Is there any surface water body on or in the immediate vicinity of
the site (including year-round and seasonal streams, saltwater,
lakes, ponds, wetlands)? If yes, describe type and provide names.
If appropriate, state what stream or river it flows into.
Alderbrook Creek and the Hood Canal.
2) Will the project require any work over, in, or adjacent to (within 200
feet) the described waters? If yes, please describe and attach
available plans.

3) Estimate the amount of fill and dredge material that would be
placed in or removed from surface water or wetlands and indicate
the area of the site that would be affected. Indicate the source of fill
material.
Approximately 60 cu/yds of alluvial sediments shall be
removed from the AlderbrookCreek/Hwy 106 culvert
4) Will the proposal require surface water withdrawals or diversions?
Give general description, purpose, and approximate quantities if
known. Yes, the stream shall be dewatered by diverting flow
over SR Hwy 106, using a pump and a 6 inch line.
5) Does the proposal lie within a 100-year floodplain? If so, note
location on the site plan. Yes, the proposed project site is on

Alderbrook Creek shall be dredged of alluvial sediments to
alleviate flooding and facilitate channel clearance for fish passage. Approx. 50 cu/yds of alluvial
sediments shall be removed and stored (off-site)for use in future stream or beach restoration projects.
Work shall be done during dry weather in August, before fall chum or coho salmon return to spawn.
Work shall be done from the road by a vacuum truck and with hand tools. The stream shall be
dewatered by diverting flow over SR Hwy 106, using a pump and a 6 inch line. The stream shall be
screened above the pump inlet to prevent the intake of fish.
All activities are within the 100-year flood plain. The nearest waterbody is Alderbrook Creek.
