Dear Mr. Yando:
Thank you for the opportunity to comment on the determination of nonsignificance
for the development of 85 campsites on 23.7 acres proposed by Mr. Richard Wiley.
We reviewed the environmental checklist and have the following comments.
1. Erosion control measures should be in place prior to any clearing, grading,
or construction. These control measures should be effective to prevent soil from
being carried into surface water by stormwater runoff. Sand, silt, and soil will
damage aquatic habitat and are considered pollutants. Causing or allowing
pollutants to enter state waters carries a maximum penalty of $10,000 per day.
2. After completion of this project, stormwater runoff will likely contain
increased levels of grease, oils, sediment, and other debris. Appropriate source
controls, such as good housekeeping, should be used to prevent these substances
from entering stormwater. Treatment devices should also be used to further
reduce polluted runoff.

UNIFORM BUILDING CODE
1. The Building Code Compliance call outs on sheet one(1) do not include the
Washington State Administrative Codes; these will need to be included in the code
compliance listings.
2. The occupant load for the proposed multi purpose room on sheet one is indicated as
131 persons using an occupant load factor of 15. This correct occupant load factor
used for this area should be seven (7) due to the possibility of multiple uses. Please
revise plans to reflect. See section 1003.2.2.2.2 paragraph #3 /WAC Table 10-A.
3. On plan sheets one, code compliance section the lower floor recreation area and the
dining area are identified as an accessory to the R-1. This is an incorrect assumption
and these areas will be classified as A-3 occupancies. Please revise the plans to
reflect. Section 302.1. exception 2.1 /3 03.1
4. The existing lower floor (A-3) area will required separation from the upper(R-1) area
by a one-hour fire resistive occupancy separation. Since this portion of the structure
is existing and the outer wall coverings are not removed one-hour fire resistive
occupancy separation will be allowed to be provided on the walls and ceiling of the
interior of this area. A complete assembly listing will be required on the construction
plans. It is understood that the gwb wall covering has been removed from the interior
of the existing structure excluding the storage, utility, rest room area. This area will
need to have a listed one-hour fire resistive door assembly installed since this area
will not be changed from its original wall covering. An approved one-hour fire
resistive door assembly will also need to be added to the stairway to separate the
upper and lower floor areas. Section 302/Table 3-B.
5. Indicate what you are considering the upper level R-1 occupancy to be. (Hotel,
motel, congregate residence). Also indicate how many beds will be placed in each
room of the upper floor R-1 sleeping area. Section 310.
6. Walls and floors separating R-1 guestrooms in an R-1 occupancy shall not be less that
one hour fire resistive construction throughout. The plans indicate that the interior
gwb wall covering has been removed and will be re-installed, this will require that the
interior walls and ceiling comply with the code section. Since the exterior siding has
not been removed only the inside will need to meet the one-hour fire resistive
assembly. Please revise plans to reflect compliance. Section WAC 310.2.2
7. Please indicate who will have access to the lower floor utility room. Section 310.2.2
8. Indicate the location of all smoke detectors. Section 310.9.1.2/310.9.1.3310.9.1.5
9. Provide information on the upper floor R-1 heating system. Section 310.11.
10. Provide list of items to be stored in the lower floor existing storage area. Section
WAC 310.2.2/310.12.
11. A fire alarm system is required to be installed in the existing structure. Contact Dave
Salzer at (360) 427-9670 extension 273. Section 310.10.
12. The plans do not include the means of egress identification. Please revise the plans to
reflect compliance with this requirement, this will need to include floor level exit
signs. Sections 1003.2.8 —1003.2.9.2 and section 1007.6.2.
13, The 3/0 — 6/8 exit door at the rear of the multi purpose room will reduce the required
landing width by greater that 50%this is not permitted when the occupant loads are
greater than 50 persons. Please revise the plans. Section 1003.3.1.7.
14. The plans do not provide door hardware or mounting height information. Please
provide this information on the building plans for review, also include door signage if
there is to be a lock/latch assembly used. Include door hardware that will be
replaced on the upper R-1 floor area. Section 1003.3.1.8/ 1003.3.1.9 / 1106.3.
15. Details are needed to be provided on the 2-hour area separation door and hardware;
this shall include the closing device and indicate the smoke seal plan. Section 713.2/
713.6/ 1005.3.5.3.
16. Plans do not contain a stair construction detail demonstrating compliance. Please
modify plans. WAC Section 1003.3.3.
17. The horizontal exit that penetrates the 2-hour area separation wall shall extend
continuous from exterior wall to exterior wall and terminate at the underside of the
floor or roof above. The plans indicate that the wall will terminate short of the front
exterior wall. Doors and openings in the area separation/horizontal exit wall will
require a listed one and one half-hour fire resistive door and opening assembly.
Modify plans to reflect compliance. Section 1005.3.5.
18. The outer 3/0 6/8 door and window that will be included in the 2-hour area
separation wall do not appear to have a rating. Modify plans to reflect compliance with
this code section. Section 1005.3.5.2/ 1005.3.5.3 / 504.6.
19 Indicate area where the occupant load signs will be located in the assembly areas.
Section 1007.2.6.
20. R-1 occupancies that serve an occupant load of 10 or more persons shall comply with
the requirements of Section 1004.3.4 for corridors. (Upper floor area) Please revise
plans to reflect compliance. Section 1007.6.1.
21. Provide the roofing classification for the material used. Section 504.6.4 exception
2.4.
22. The 2-hour area separation wall between the new and existing structure requires that
the ceiling covering be a one hour fire resistive assembly to a point measured
horizontally 10 foot out into the multi purpose room. Due to the fact that this room
has a lower roof level, of 15 inches lower than the existing structure(section 504.6.6)
and there shall be no openings in this area. (Vents or exhaust outlets). The existing
structure will be required to be one-hour fire resistive construction to a point 5-foot
from the wall. This will already be accomplished due to the fact that the existing
section is already required to be of one-hour fire resistive construction throughout.
The information on the plans is called out incorrectly and will need to be revised.
23. The plans indicate that the upper roof level of the existing structure is constructed
with a 24-inch roof overhang. The area separation wall is considered a property line
and the overhang will not be allowed to encroach into this area. Please modify the
plans to reflect. Section 503.3
24. Fire blocking will be required in walls over 10 foot in height. Please detail this on the
plans. Section 708.
25. The plans do not indicate floor ceiling penetrations of the existing A-3 /R-1. These
need to be identified for compliance review. Section 710.2/710.2.3 /711.13 /714.
26. Fire dampers that penetrate a horizontal exit wall require a smoke rating. The damper
information submitted indicate"fire damper" and do not include smoke damper in the
listing. The damper information submitted also gives three different model numbers,
please indicate which will be used in this project. Provide revised Smoke/fire damper
information. Section 713.10/713.11.
27. Is there a hvac system in the existing structure? If so please provide details.
28. The fire damper information submitted indicates the damper as not rated as a dynamic-
damper. The fire damper is located in the hvac ducting system, if the ventilation
system is intended to operate with fans during a fire then it is required to be a
dynamic damper. Please modify plans to reflect. Section 713.12.
29. Indicate where the fire damper access door will be located and provide sign
information. Section 713.13
30. The main and back entrances to the multi purpose room appears to have an elevation
change greater than allowed for the ADA specifications and do not include edge
protection or elevation details on the transition area. Provide plan information/detail
on how the accessible route requirements will be met. Section 1103.2.2 / 1103.2.3 /
1106.8.7.

32. Provide ADA sign information for the required signs, location, mounting height and
style to be used. Section 1103.2.4/ 1106.16
33. The multi purpose room does not contain a water fountain Indicate on the revised
plans and provide a detail showing mounting heights. WAC section 1105.4.1 /
1106.13 /2903.
34. Provide information to demonstrate compliance addressing mounting heights for
controls, operating mechanisms, and hardware. Section 1105.4.8/ 1106.3.
35. The site plans show 47 parking stalls for the facility, this will require two ADA
parking stalls. Please revise the site map and provide details on the size and layout of
these parking areas. Section 1107/ 1107.5 / 1107.1.6.
36. Restroom facilities are within the requirements of WAC Table 29-A but the plans do
not indicate if the existing lower floor restrooms in the existing facility are ADA
compliant. These will be the only restrooms to be used by persons with disabilities
on the ground floor and will need to be modified if they are not accessible at this
time. Provide ADA details to demonstrate compliance. Section 1106.11.
MECHANICAL
37. The mechanical plans submitted are required to be drafted by a licensed Washington
State Mechanical Design Professional and shall include their seal. Please provide
revised plans.
38. The furnace located in the attic does not have the dimensions indicated on the plans
and I am unable to verify compliance for the work platform. Please provide this
information for review to determine if the requirements will be met. Section 307.3
39. Provide a detail on how the furnace will be supported in the attic area. I also do not
see any indication in the truss specs that the additional weight has been taken into
consideration. Please provide truss engineering documentation. Section 308.
40. Provide information on where the condensate waste from the furnace will be
delivered. Section 309.
41. Where will the outside air for the hvac system originate? Section 403 /UBC section
1202.2.1
42. There are no proposed environmental exhaust ducts shown in the upper restrooms.
Provide information on material, cfm rating, and route for ducts and termination
points. Section 504 / 504.6.
43. The mechanical plans do not indicate material proposed for the hvac duct system, and
support methods for the duct runs. Plans will need to be modified to reflect. Section
WAC 601.1 /601.3.
44. The LPG furnace in the attic will require combustion air, provide calculations and
details showing how this will be accomplished. Section 702 / 703 /Table 7-A.
45. Provide information on venting of the attic mounted furnace and materials to be used.
Will this be a direct vent unit? Also indicate termination location for the vent.

46. Are there any other LPG appliances located in any other portion of the building
existing and new?
47. Provide information on the gas piping system. Include materials to be used, pipe
sizes, route of piping, and location and size of storage tank. Chapter 13.
Please make the requested corrections and submit two sets of plans showing the
revisions. If only specific pages are affected in the revisions, only those pages need
to be re-submitted. Voided sheets shall be removed from the collated sets. Be sure to
include additional changes that have been made since the plans were originally
submitted. All corrections and changes must be detailed in a transmittal letter and
clearly marked on the plans (clouded). The re-submittal letter and the plan revision
numbers must follow the same order as the plan review letter. Re-submittal will not
be reviewed if these items are not in the called out order.
Prior to re-submittal you must call the Plans Examining Department to make
arrangements for re-submittal. If a meeting is needed or if you have any questions

notify the department that the re-submittal is being sent by mail. This will aid in a
timely review. Meetings and the intake of re-submittal documents without making
prior arrangements may not be granted.
The issuance or granting of a building permit or approval of plans, specifications
and computations shall not be construed to be a permit for, or an approval of any
violation of any of the provisions or ordinances of this jurisdiction, per Uniform
Building Code, Section 106.4.3
Re-submitted plans are normally reviewed within five working days after the
revisions are received in our office. During the review of the re-submitted plans
additional information may be required.

Dear Mr. Wiley:
It has been brought to the attention of .the Department of
Community Development (DCD) Planning Division, the fact that
several signs advertising Camp Grace/RV Park have been posted
along the neighborhood of Webb Hill Road. DCD has conducted a
file search in our archives and has found that there are no
permits submitted for an RV Park under the name of Camp Grace.
This department found records indicating that in August 24, 1992,
a SEPA Determination of Nonsignificance was issued by DCD for a
85 campsite proposal to be placed. on 23 .7 acres (see attached
copy) . The SEPA Determination does not constitute a permit to
overate an RV Park/Campsite facility, it is only one of the
several steps required to obtain the necessary permits for the
development of a proposal of such magnitude.
Please contact this department as soon as possible to clarify
this situation. Meanwhile, you can not operate as a RV
Park/Campsite area due to the fact that this development has not
been approved by Mason County.

Thank you for the opportunity to comment on the determination of nonsignificance
for the development of 85 campsites on 23.7 acres proposed by Mr. Richard Wiley.
We reviewed the environmental checklist and have the following comments.
1. Erosion control measures should be in place prior to any clearing, grading,
or construction. These control measures should be effective to prevent soil from
being carried into surface water by stormwater runoff. Sand, silt, and soil will
damage aquatic habitat and are considered pollutants. Causing or allowing
pollutants to enter state waters carries a maximum penalty of $10,000 per day.
2. After completion of this project, stormwater runoff will likely contain
increased levels of grease, oils, sediment, and other debris. Appropriate source
controls, such as good housekeeping, should be used to prevent these substances
from entering stormwater. Treatment devices should also be used to further
reduce polluted runoff.

4.2 Flexible Thresholds for Categorical Exemptions
(1) Mason County establishes the following exempt levels for minor new
construction under WAC 197-11-800(1)(b) based on local conditions:
(a) For residential dwelling, units in WAC 197-11-800(1)(b)(i): Up to 20
dwelling units.
(b) For agricultural structures in WAC 197-11-800(1)(b)(ii): Up to 30,000
square feet.
(c) For office, school, commercial, recreational, service or storage
buildings in WAC 197-11-800(1)(b)(iii): Up to 12,000 feet and up to
40 parking spaces.
(d) For parking lots in WAC 197-11-800(1)(b)(iv): .Up to 40 parking
spaces.
(e) For landfills and excavations in WAC 197-11-800(1)(b)(v): Up to 500
cubic yards.
(2) Whenever the county establishes new.-exempt levels under this section, it
. shall send them to the Department of Ecology, Headquarters Office,
Olympia, Washington 98504 under WAC 197-11-800(1)(c). [Statutory

4.3 Use of Exemptions
(1) Each department within the county that receives an application for a license
or, in the case of governmental proposals, the department initiates the
proposal, shall determine whether the license and/or the proposal is exempt.
The department's determination that a proposal is exempt shall be final and
not subject to administrative review. If a proposal is exempt, none of the
procedural requirements of this ordinance apply to the proposal. The county
shall not require completion of an environmental checklist for an exempt
proposal.
(2) In determining whether or not a proposal is exempt, the department shall
make certain the proposal is properly defined and shall identify the
governmental licenses required (WAC.197-11-060). If a proposal includes
exempt and nonexempt actions, the department shall determine the lead

Dear Mr. Yando:
Thank you for the opportunity to comment on the determination of nonsignificance
for the development of 85 campsites on 23.7 acres proposed by Mr. Richard Wiley.
We reviewed the environmental checklist and have the following comments.
1. Erosion control measures should be in place prior to any clearing, grading,
or construction. These control measures should be effective to prevent soil from
being carried into surface water by stormwater runoff. Sand, silt, and soil will
damage aquatic habitat and are considered pollutants. Causing or allowing
pollutants to enter state waters carries a maximum penalty of $10,000 per day.
2. After completion of this project, stormwater runoff will likely contain
increased levels of grease, oils, sediment, and other debris. Appropriate source
controls, such as good housekeeping, should be used to prevent these substances
from entering stormwater. Treatment devices should also be used to further
reduce polluted runoff.
