DRAINAGE NARRATIVE PROJECT DESCRIPTION: The project proposes to construct perimeter parking for a future commercial pad. The overall project includes a boundary line adjustment by modifying three existing Assessor's tax parcels. Only grading, drainage, and paving work is currently proposed; however the drainage system is calculated for the inclusion of a future building. The proposed grading, which is mostly embankment work, is intended to make use of surplus excavation resulting from the Phase 1 project. Legal Description NW4, NE4, Section 32, T 23 N, R 1 W Project Parcel Area 1.52 acres Project Development Area 1.43 acres PROJECT LOCATION: The project is located on the east side of State Route 3 (SR-3) in Belfair; 0.3 miles south of the intersection with State Route 300. The project is at the northeast quadrant of the intersection with Canal Heights Drive. A vicinity map is included on the construction drawings. EXISTING DRAINAGE DESCRIPTION: An unnamed stream (Type V) flows on the south side of Canal Heights Drive, south of the project site. The stream turns north at SR-3, passing through the subject parcel in the ditchline of the highway; and continues as such for 700' to the north. The stream crosses under SR-3 in a 24" culvert and eventually discharges to Lynch Cove (of Hood Canal). All project drainage flows to the unnamed stream or to the SR-3 ditchline. EXISTING TOPOGRAPHY: Topography within the project parcel is relatively flat, with most slopes at 15% grade or flatter. The western portion of the site has been used for various commercial enterprises in the past, and has been a gravel frontage road to the SR-3 for over 20 years. Some of the cut slopes along the gravel frontage road are at 1:1. The north portion of the site contains an existing commercial building (Mason County Titile). SOILS: Soils consist entirely of glacial outwash (Everett gravelly sandy loam), and are considered to be Hydrological Soil Group "A" for hydrology calculations. No soil borings were performed on the site. The soil structure is obviously displayed in the excavated slopes of the borrow pit (Phase 1 project) and Canal Heights Drive. GROUNDWATER: No perched water tables exist in the gravelly soils. LAND USE: The existing condition of the project site is gravel in the western frontage road and access to the Title building; with the remainder considered lawn and landscaping. These conditions appear to have been in existence for over 15 years. i 1 CLlETOi lG :BUSINESS PA .boxw k%a ;:Jul' 29 :1999 :ns b . � PrnJec�235 DRAINAGE CONCEPT: The drainage concept calls for collecting the project 9 P 9 P J storm runoff in catch basins and piping it to the head of a bioswale for water quality improvement. After discharging from the bioswale the flow is directed to an infiltration trench. A control structure upstream of the infiltration trench releases allowable discharges (based on existing conditions) during peak flows. All upstream drainage is to be directed around the site. DRAINAGE CALCULATIONS: All calculations included in this report are based on hydrograph methodology (Santa Barbara Urban) outlined in the Washington State Department of Ecology's (DOE) Stormwater Management Manual for the Puget Sound Basin. The summary of allowable discharges, based on existing conditions, is as follows. The existing condition is considered lawn/landscape (CN=77, fair condition) and gravel (CN=76) for hydrograph calculations. The allowable discharges, based on current standards, are prescribed as 50% of the peak flow for the 2-year/24-hour event; and 100% of the 10-year and 100-year events. Since the allowable discharge for the 2-year event is negligible, no release is designed for this size of event. j i EVENT EXISTING CONDITION ALLOWABLE PEAK FLOW DISCHARGE 2-Year/ 24-hour 0.39 cfs 0.19 cfs 10-Year/24-hour 0.68 cfs 0. 68 cfs 100-Year/ 24-hour 1.21 cfs 1.21 cfs Although no specific building is proposed for the site at this time, allowances are provided in the hydrology calculations to include a reasonable amount of building impervious area, along with the currently proposed pavement area. The developed condition is considered lawn/landscaping (CN=68, good condition) and pavement/roof (CN=98) for hydrograph calculations. The time of concentration for the developed condition is not calculated due to the small, impervious drainage area; and is set at the recommended minimum of 6 minutes. The infiltration trench is designed to provide runoff quantity controls. The trench is designed to operate in the native gravel and coarse sandy soils. The design infiltration rate is based on Table III-3.1 of the Manual. A safety factor of 2 is applied to the rate for the trench design calculations, included on page 5. The trench fully infiltrates the 100-year event in 24.7 hours. Hydrology calculations are included on pages 6 through 9. A summary of actual peak discharges (release rates) follows. The majority of the volume of all design storms is infiltrated; the release volumes are small in comparison. This information is shown on the Hydrograph Summary, page 7. EVENT ALLOWABLE DESIGN DISCHARGE RELEASE RATES 2-Year/24-hour 0.19 cfs none 10-Year/24-hour 0. 68 cfs 0.18 cfs 100-Year/ 24-hour 1.21 cfs 0.77 cfs The biofiltration swale design criteria includes: checking for water quality criteria for the 6-month storm (67% of 2-year, 24-hour event: 0.67 X 3.6" = 2.4"), and stability parameters for the 100-year event. Water quality criteria: maximum flow depth of 3 inches (0.25 feet) and maximum velocity of 1.0 feet per second. Stability criteria: maximum velocity of 3.5 feet per second, 1 foot of freeboard above high water. For swale calculations, see pages 10 and 11. A swale of the recommended length of 200 feet was not practical for the site. For these 9 instances, the DOE Manual allows widening of the swale, proportional to the reduction in length. The minimum calculated swale width was 2-feet, therefore the design drawings use a swale width of 3-feet. I UPSTREAM DRAINAGE: All upstream runoff onto the project area will be diverted by cut-off ditches. No calculations are warranted. FUTURE CONSTRUCTION: The layout of the eventual commercial site is not known at this time. Allowances were factored into the hydrology calculations to provide a storm system adequate to handle a total impervious area of up to 0.80 acres; based on current design criteria. Future site design, with up to 0.80 acres of total site impervious area, should be permitted without requiring re-calculation of the storm system. Site designs with over 0.80 acres of impervious areas will require re-calculating the storm system, and possible modification of the storm structures.
