Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Scott Lonclanecker Land Use Planner Mason County Planning Department 4/23/2004 1 of 3 SP12004-00090 ` Site Inspection 4/23/2004 Case No.: SP12004-00090 Comments: Pre-inspection for Foster and Williams / Lessard site: Note: While on-site it was observed by staff that recent clearing / grading had occurred within the shoreline buffer of Mason Lake a violation of the Mason County Resource Ordinance, section 17.01.110). No further site preparation work shall be done prior to this violation being resolved. The owner should contact Kristin French, Planning Code Enforcement (360) 427-9670 ext. 593, regarding how to resolve this matter. Rural Residential 5 zoning designation. Standard building setbacks for this zoning are a 25 foot front yard setback, and 20 foot side and rear yard setback. The exception to this is for lots less than one acre and under 100 feet in width. In this case side yard setbacks are equal to 10% of the lot width, but no less than 5 feet. These setbacks are measured from portions of structures above grade such as roof overhangs, and any structure, including heat pumps etc. Other setbacks can apply when critical areas are present such as streams, wetlands, steep slopes etc. The shoreline designation for the area is Urban. The purposed of the pre-inspection was to evaluate issues related to the residential development of a vacant lot on the Mason Lake shoreline. The subject lot has been cleared of nearly all vegetation and trees and consists primarily of bare ground up the shore line. Under current requirements a minimum 20-foot vegetated shoreline buffer is require, plus 15-foot building setback, although in this case a slightly larger buffer may be required (see below). The shoreline on-site should be re-vegetated / replanted as soon as possible in order to ensure that silt laden storm water does not reach waters of the state. Silt screen fencing has been installed near the shoreline. Shorelines: In this situation there are other shoreline residences on both sides, so the shoreline setback is determined by the shore common line, as long as a minimum 20-foot buffer, plus 15-foot building setback is maintained. Per the Mason County Resource Ordinance section 17.01.110 (enclosed) the shoreline setback / buffer would be determined by an imaginary line drawn from the most waterward projection of the roofline of the home to the north to most waterward projection of the roofline of the home to the south. The first 15-feet of this shoreline setback is regulated as a building setback, and the remainder a natural shoreline buffer, as long as there is a minimum 20-foot buffer and 15-foot building setback at any point along the shoreline. Slopes / geological hazards: The slopes on site and near the shoreline appear to be between 15 - 18%. Due to slopes greater than 15% adjacent to or within 300 feet of the project a Geological Assessment will need to be done to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 4. The report must state that hazards related to landslide hazard areas can be overcome in such a manner as to prevent harm to property p p p y and public health and safety, and must also assure the project will cause no significant environmental impact. See Mason County Code 17.01.100, E7. If any grading / excavation is proposed in or near slopes a grading plan will be needed to show any proposed topographical changes, cuts, retaining walls etc. The Geological Assessment should also address storm water, erosion control and vegetation management on-site. Wetlands: A wetland edge associated with Mason Lake was observed on-site. A wetland delineation will be needed to determine the regulatory status of this wetland area and required buffers / setbacks. Examination of undisturbed nearby areas indicates that the removed vegetation most likely consisted of shrubs and groundcovers including salal,evergreen huckleberry, snowberry and sword fern.The plan calls for replanting snowberry and evergreen huckleberry. Sword fern and salal were not included in the replanting plan because they require shade to become reestablished on a disturbed site, and the existing conditions are too sunny. I'll give a shot at providing clarification: Create an imaginary line that runs FROM the watermost eave of the existing residence on the left of your parcel TO the watermost eave of the existing residence on the right of your parcel. This creates LINE 1. Once you have a clear idea of where LINE 1 runs, pick some points along the line and measure WATERWARD 15'. Those new points create a separate line(LINE 2)that is the boundary line for the regulated"buffer." All of the land from this line to the water is subject to"buffer"regulations. The difference between line 1 and line 2 is as follows: Line 1 represents the"building setback"line. No improvements (except for a slab at grade)can project waterward of this"building setback"line. Improvements such as a slab at grade or lawn can exist forward (waterward)of Line 1, but must stop at Line 2. Line 2 represents the edge of the regulated shoreline buffer,and the concept is that native, undisturbed vegetation should exist in the regulated buffer.
