A final monitoring report for a buffer mitigation planting at 2931 East Mason'Lake
Drive East, Mason County, WA(parcel 2223352000080) owned by Mr. Keith
Lessard follows. The report recommends replanting eight shrubs. Mr. Lessard
purchased eight 1-gallon snowbeny to perform this planting from Sound Native
Plants today. The paid receipt of that purchase follows the monitoring report.

RE: 2931 East Mason Lake Drive East Mitigation Final Report
This letter summarizes the findings of a site visit performed on May 18, 2009 to monitor a
lakeshore setback and buffer mitigation planting on a property owned by Mr. Keith Lessard(2931
East Mason Lakc Drive East, Mason County, WA, parcel 222335200080). The property is the site
of a single-family residence.
The required buffer-plus-setback was determined according to the Mason County Resource
Ordinance (17,01.011 d.2.a.1)to follow a common line froze,the shore-side roofline of the
adjacent home on the east to the shore-side roofline of the adjacent horse on the west. The planting
Plan was designed by Ben Alexander, Sound Native Plants on June 14, 2004. A final report
summarizing the status of the project is required by Mason County prior to release of a
performance bond(File # ENF2004-00228).
BackgEound
The original planting plan addressed impacts to 2,100 square feet of disturbed buffer exhibiting
little to no vegetation with the exception of one large Pacific madrone (Arbutus menziesi:). A newly-
installed level seating area that was approximately 15' x I S' was removed from the buffer and the
soil was reconfigured to match the original grade. An existing outdoor fireplace is located in the
southeast corner of the buffer that includes a level patio in front of it . The buffer replanting plan
included a shrub component concentrated to the west of the pacific rnadrone tree as well in the
southeast corner of the buffer behind the fireplace. Groundcovers were planted throughout the
disturbed portion of the buffer including north of the both the shrub planting and the existing
fireplace. Lady fern(Athyriumfilix fem'Ina) and slough sedge (Carex obnupta) were to be installed just
north of the wetland boundary close to the waters edge of Mason Lake.
Summ=of Findinas and Recommendations
In general the planting is establishing adequately well with the exception of the shrub component in
the southern most portion of the buffer. There is very little pressure from non-native species. A
walkway of pavers now encircles the southern edge of the fireplace area and that portion of the
planting is no longer present. Recommendations include removing a small amount of English ivy
(Kedera helix)present in the northwest corner of the planting along the western property boundary

and planting an additional eight shrubs in the southwestern portion of the buffer where the installed
shrub component is struggling to establish.
Monitoring Results (Lettered areas correspond to the photographs that follow.)
Area A- Seven lady fend,and 150 slough sedge were to be installed within the wetland_ While
neither species were observed, this area is establishing well due to additional native species
volunteering into the area. The most common emergent present in this area is daggerleaf rush
(fuucus ensifolius) and it is possible this species was substituted for the slough sedge when the
planting was installed. This species is establishing very well in this area despite pressure from the
non-native hairy cats-ear(Hypochaeris radicata). Douglas' spirea(Spiraea douglasii) is also spreading
into this area. Douglas' spirea, daggerleaf rush and a few other native ernergents comprise about
SO% of the cover present in this area with hairy cat's ear comprising the remaining 50%. It is
expected that this area will continue to fill in with native species. No maintenance is recommended
for this area.
Area,B. The area north of the existing fireplace was to be planted with coastal strawberry (,Fragaria
chiloensis). ,Both coastal strawberry and kinnikinnik(Aretostaphylos uva-ursi)are abundant in this area
exhibiting approx. 85%cover. There are three additional evergreen huckleberry (Vaccinium ovatum)
present in this area. There is a raised planting bed just north of the fireplace patio with five
evergreen huckleberry. Also present throughout this area of the planting is salal (Gaultheria shallop),
western bracken fern (Pteridium aquilinum)and Douglas' spirea. There is a bare area of ground
comprising approx. 50 sq. ft. that apparently is.being used as a path to a dock extending into Mason
Lake. This area of the planting is establishing well. No maintenance is recommended for this area.
Area C. The area north and northwest of the Pacific rnadrone tree is establishing adequately well.
Both snowherry(Symphoricarpos albus) and thirnbleberry(Rebus parviflorus) wvere observed in this
area and appeared to be spreading by runners. 17 of the 19 snowberry installed here and along the
western property boundary were observed. 1iu>ilanWk and coastal strawberry were installed
between the shrub component of the planting and the wetland boundary and are establishing well
and exhibiting 50%cover in this area. Volunteer native species present included trailing blackberry
(Rubes ursinus), salal, bracken fern, one Douglas-fir(Pseudotsuga menziesii) seedling, and one cascara
(Rhamnus purshiana) seedling. One out of five installed evergreen huckleberries was observed along
the western property boundary. However, lore Oregon grape (Mahonia nervosa), salal and red
huckleberry(Paccinium parvaflorus) are volunteering in this area and no replanting is necessary.
Area D: The shrub component of the arca to the west and southwest of the Pacific madrone
appeared to be struggling. Whale 14 out of 15 thimbleberry individuals were observed, the
majority of the individuals that appeared to be established and spreading were concentrated near
the toe of the slope. Some of the thimbleberry present were volunteers. Plants £roan runners were
counted separately if occurring 1 z"or greater distance away froxn the mother plant. Those
occurring further up the slope nearer to the shoulder were extremely small and were struggling to
establish.

,Areas C and D together comprise the western half of the planting. This area exhibited 55% cover
from native a oundcovers(coastal strawberry, kinnikinnik and bracken fern,), 15%cover from
native shrubs and 30%bare ground. The southern most edge of the buffer boundary exhibits
primarily bare ground on a sloped area that could be susceptible to erosion. This area comprises
approx. 100 sq. ft. —three additional 1-gallon snowberry plants are recommended for this area. An
additional three 1-gallon snowberry plants are recommended for the area of the buffer that is
directly west of the Pacific madrone.
Area a✓: The three red-flowering currant(Ribes sanguineum)located southeast of the Pacific madrone
were not observed. One snowberry is present in this area. Two additional 1-gallon shrubs are
recommended for this area and can be any of the following species: snowberry, oceanspray
(Holodiscus discolor), or thimbleberry_ The three tall Oregon grape (Mahonia aquifolirzm)and two
snowberry located just south of the fireplace were not present. This area is now occupied by a
pathway of pavers that encircles the southern edge of the fireplace area. The pathway of pavers
connects to the pathway leading from the fireplace area to the dock on Mason Lake mentioned
during the discussion of Area B.
Very few non-native species were present within the planting site with the exception of the hairy
cats ear that was concentrated along the wetland boundary. Other iron-native species observed
included creeping buttercup (Ranunculus repeus) and a few non-native pasture grasses. A very small
amount of English ivy was present in the northwest corner of the planting. It is recommended that
the English ivy be removed and the particular site be monitored for resprouts, In general, weeds
were not exerting significant pressure on the planting. It is possible the portions of the buffer
planting that are struggling to establish did not receive adequate soil moisture during the growing
season.
Newly planted individuals should be mulched(mulch should be kept pulled 12"away from plant
stems)with 3"of arbor ist wood chips or equivalent in a 3' wide circle surrounding each. Newly
Planted individuals as well as individuals that appear to be struggling to establish should continue to
receive irrigation until they become well established, which will probably take 2-3 years.
