Dear Applicant As part of this department's review of your permit application, a Shoreline Inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal;these setbacks are included as part of the comments fisted below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Grace Miller ` Land Use Planner Mason County Planning Department 5/1/2002 1 of 2 SP12002-00053 r 1 Shoreline Inspection 5/1/2002 Case No.: SP12002-00053 Comments: The property was inspected by Planner, Grace Miller, with applicant, John Riebli, on 4/15/02. There is an existing residence with attached garage. The applicant intends to rebuild the residence and garage and possibly add a detached garage that would have accessory living quarters on its second floor. The applicant may live in the accessory living quarters until the primary residence is rebuilt. The garage would be located on the southwest side of the parcel near Grapeview Loop Road where there is currently landscaping. In order to have an accesory living quarter on the site, an approved shoreline substantial development permit will be required. Staff has enclosed the shoreline permit application and the Residential Development Chapter of the Master Program that lists the requirements for accessory living quarters located within 200' of the shoreline. It appears that a complete application will need to be submitted prior to June 1, 2002 in order to allow the new structure at the proposed location. The rebuild of the existing residence and garage can be permitted after the June 1 date as proposed. The structures will be connected to the new sewer system. In order to find out more detail on re-locating the grinder that is already installed, please contact Gary Yando of the Utilities and Waste Management Department at (360)427-9670, ext 270. The re-construction of the residnce may be permitted as proposed on the submitted site plan. The addition on the east side of the house will be over an existing porch area and qualifies as existing footprint. The proposed deck and expansion proposed on the south side of the house may be permitted as expansion under the current regulations. The property is located within an urban residential shoreline environment. At this time, there would be a minimum 15' building setback from the OHWM because there are not neighbor's whose views would be impacted by the proposed development. As of June 1, 2002, this setback will increase to 90' from the OHWM with a vegetative buffer of 75' within the 90'. The yard is already maintained and these areas will not be affected by the buffer requirement. There are estaurine wetlands on the beach in front of the house and to its south side. The ordinary high water mark (OHWM) is that line where the upland grasses stop growing and the wetland vegetation begins.
