Below you will find comments made regarding the proposed development and its critical values. In some cases,setbacks for development from shorelines,steep slopes,streams,and wetlands must be included in your specific proposal;these setbacks are included as part of the comments listed below. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 7/26/2007 1 of 3 SPI2007-00141 Site Inspection 7/26/2007 Case No.: SP12007-00141 Comments: Pre-inspection for Michael McGraw on June 13, 2007: The purpose of the pre-inspection was to evaluate issues related to constructing a new home on a lot measuring.68-foot wide at concrete bulkhead along the Hood Canal shoreline and 45-foot wide at base of slope at rear near an existing septic system drainfietd and rear access easement. The 7 to 8-foot high bulkhead runs along the length of the shoreline on the property which ties into bulkheads on the adjacent properties to the north and south. The property is located at the end of an access from U.S Highway 101, along with about ten other narrow lots in the • Lilliwaup Falls Tracts. The property is within the Rural Residential 5 zone. Standard building setbacks for this zone are a 25-foot front yard setback from the road easement, and 20-foot side and rear yard setbacks. The exception to this is for lots less than 100 feet in width, where side yard setbacks are equal to 10%of the lot width, but no less than 5 feet; for this property that side yard setback is 5 feet. These setbacks are measured from structures above grade such as roof overhangs, decks, balconies, stairs,fuel tanks, and.heat pumps. Front yard setbacks may be reduced to a minimum of 10 feet if necessary through an administrative variance process at the time of building permit submittal; further reductions will need a standard Development Regulations variance request. Shoreline standards: The Mason County Shoreline Master Program and the Resource Ordinance guide development proposed:within 200 feet of the ordinary high water mark along Hood Canal. The shoreline designation for this area is Urban Residential Environment. The residences to the north and south are 10 or 15 feet from their bulkheads and are considered existing non-conforming structures by both sets of regulations, since they do not meet current setback standards from Hood Canal. The applicant now proposes a new residential structure. In this situation, the Mason County Resource Ordinance does provide for such construction at a shoreline minimum setback of 35 feet from the bulkhead, composed of a 20-foot vegetation buffer starting at the bulkhead and 15-foot building setback immediately in front of a proposed structure. Based on this field review and the presence of the septic system, access easement, and slope at the rear, no area exists on the subject parcel that would not be unencumbered by the critical areas buffer and building setback. The review of a variance from the Fish and Wildlife Habitat Conservation Areas chapter would T/26/2007 2 of 3 SPI2007.00141 . A Habitat Management Plan (HMP), prepared by a qualified biologist, would be required as part of the variance request to support the proposed development. The HMP addresses impacts to the buffer and offers measures to preserve and protect the buffer or to mitigate impacts of the development proposal. ,A copy of the Fish and Wildlife Habitat Conservation Areas chapter, including details on the contents of an HMP and the variance public review procedure, was given_to the owner. Application for a variance to these standards does not guarantee approval.of the development as proposed. New construction could include a second story to the structure, but such development must meet all setbacks as noted in the tent above and be at least 15 feet from the bulkhead. Slope or landslide hazards: There is a general slope down from the upper southwest comer towards the northeast that is close to 30 percent, and review for a proposed structure on the Jot would merit the review of a geologic assessment to address slope stability and meet other requirements of the landslide hazard chapter 17.01.100 section E. 4. as required by the Mason. County Resource Ordinance. The study must Include needed information and state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and assure the proposed structure will cause no significant environmental impact. This study addressing a specific development footprint on the property, shall be prepared by a qualified engineering professional and submitted at the time of development permit submittal.
