Proceed to northerly dead end of Street and turn right, passing thru large gate and over bridge to east side of Lilliwaup Creek. Veer right to Hatchery Site. *Tax Parcel Nos.: 32330-51-47003 * Mason County: Sec. 19, Township 23 N, Range 03 W; * Proposal: Construct a new 6-foot high Chain-Link Security Fence around the perimeter of the existing developed Hatchery facilities (approximately 550-feet long with at least two gates) to prevent Poachers from stealing mature Wild Steelhead fish from Hatchery rearing ponds. * REQUESTED LETTER (follow-up to 10/9/07 Commissioners Mtg. presentation) Dear Mr. McCoy: This letter is in response to your request, made after your recent Hatchery site visit with Joy Waltermire. It follows the Martig Engineering presentation made to the Commissioners at their 10/9/07 Commissioners Meeting. 1 I, Kenneth W. Martig, Jr., PE, of Martig Engineering have completed my engineering investigations regarding the Geotechnical Review requirements associated with the above referenced property. As a result of our investigations, outlined within this Report, we can affirm that all potential Landslide Hazards can be overcome in such a manner as to prevent harm to property and no significant Environmental Impacts will result if this project is permitted as outlined within this Report and its attachments. PROPOSED PROJECT (Emergency) Construct a 550-foot long, 6-foot high Chain-Link Security Fence, with Razor Wire top, around the existing Hatchery facilities. All fence and gates will be placed upon the existing level, graded, gravel Hatchery Pad, constructed in 1992 -1993. No new clearing or grading is required. Poachers are sneaking onto Hatchery Property and stealing reared, endangered species, mature adult"Wild Steelhead"fish from the rearing ponds. The fence is re uired immediately. SUMMARY The proposed action being addressed here is the construction of a Security Fence. It will be placed upon level, gravel surfaced ground, prepared in 1992, with no new clearing or grading required to install the fence. The existing developed Hatchery Site is level, on well drained (Gh) Grove gravelly sandy loam with no slopes greater than 0%to 5%. All offsite runoff is currently safely diverted around the Site. Stable steep slopes are present within 55-feet of the easterly fence-line, on property not accessible or part of the Hatchery granted area (see Site Plan). These steep slopes are 50%to 64% and within 300-feet of the proposed Security Fence. These steep slopes are (Rc) Rough mountainous land, comprised of Hoodsport soil material. The dominant geologic structural stability of these steep mountainous soil slopes is due to the presence of the strongly cemented dense till (a dense cemented mixture of gravel, sand &cobbles), inherent within the Hoodsport soils series. 2 1 CONCLUSION Construction of the Security Fence upon the existing prepared Hatchery Pad ( a level graveled pad upon well drained Grove gravelly sandy loam soils)will not cause instability of the Stable steep slopes located 55-feet east of the east fence-line. The following discussion summarizes our: Site Investigations; Research of Site Conditions; Analyses; and Conclusions, allowing this Conclusion to be made for the above referenced site. This letter report addresses the proposed construction of a Security Fence to secure existing Hatchery facilities. GEOTECHNICAL REPORT 1. Important Elements: a. The actual "Proposed Action" being addressed here involves digging approximately 65 fence post-holes that will be filled with Portland cement concrete. This action will strengthen the adjacent soils, not weaken them. b. The spacing of the post-holes is 8-feet or greater, with the top of the filled holes level with the existing prepared pad. Therefore, no drainage diversion will result. c. No post-holes require new clearing or grading and none will be placed within wetlands or other habitat areas. d. A thorough review of slope stability, using Stereo Aerial Photographs showing the adjacent easterly steep slopes (both before and after the preparation of the level graveled Hatchery facilities Pad) was made. Copies of these Photos, 1992 &2003, are attached. This review showed that the adjacent steep slopes of concern remained stable and were unaffected by the clearing, grading & gravelling necessary to prepare the Pad upon which the Hatchery Facilities were constructed. It stands to reason that if the construction of the Hatchery did not create instability, the placement of the proposed Security Fence upon the same prepared Pad should not either. e. Induced instability to stable steep slopes is normally the result of a Proposed Action altering the slope conditions by: (i) somehow adding surface or ground water to the existing slope that the slope has never experienced before; (ii) somehow adding new weight to the slope that the slope has never had to support before; or(iii) excavating or undercutting the stable steep slope at its Toe, which steepens the slope at its base, thus creating a steeper slope angle than the one that was previously stable. The installation of the proposed Security Fence (the Proposed Action) dose not involve any of these three primary causes. 2. Geology, Soils, Groundwater, Landslides: The attached Mason County Soils Survey Map and an excerpt of the USGS Lilliwaup Quadrangle Map show the Site soils character and general topography. 3 The actual site of the proposed Security Fence is level, on an existing Pad constructed upon ground that slopes no greater than 5%. All natural onsite slopes were found to be stable, with no evidence of surface water erosion or groundwater emerging springs involving the existing prepared Hatchery Facilities Pad. No landslides were found on or near this site. The Mason County Soils Survey identifies the onsite soils as (Gh) Grove gravelly sandy loam, with slopes of 0%to 5%, and the easterly offsite steep slope soils as (Rc) Rough mountainous land made from Hoodsport Series soil material The Grove series soils have loose, well-drained, reddish-brown sandy soil to depths approaching 32-inches, before localized lenses of slightly cemented soil are encountered. Even these lenses do not retard the downward percolation of infiltrated precipitation or cause the formation of shallow perched groundwater formations. The easterly offsite steep slopes consist of Hoodsport Series soils. The very steep slopes consist of dense cemented Till, with little to no loose granular overburden. The immediately adjacent easterly slopes are flatter(measured 64% at the norther boundary of the existing Hatchery and 50% at the southerly boundary). These slopes, rising from the flatter Grove Series soil plane, are comprised of sluffed Hoodsport soils formed over a very long period of freeze-thaw weathering of the higher elevation exposed Till formation. These slopes have remained stable, even when logging of trees from the surface of the tributary runoff areas above them has occurred. This sluffed soil wedge allows runoff water to infiltrate it and travel as interflow thru it until it emerges safely along the Toe-of-Slope (where it contributes to the support of the wetland lying along its base). Since the proposed installation of the Security Fence does not disturb this existing stable Toe-of-Slope in any way and since it adds no water or weight to the slope, allowing the installation of the proposed Security Fence will not induce instability to this slope nor cause any adverse environmental impact. 3. Site Plan and Important Geologic Features: The attached Site Plan shows the location of the proposed Security Fence. Attached Aerial photographs show the Hatchery location and its surrounds. They show the nearby extensive ground cover vegetation and the manmade ground alterationstimprovements that were made without creating any visible landslide scars. 4 Between the existing developed Hatchery and the easterly steep slopes is a buffer area approximately 55-feet wide that contains a small wetland. The installation of the proposed fence will not disturb this wetland. A man dug ditch runs along the westerly edge of the existing Hatchery Pad. This ditch, and the wetland to the east, allow offsite runoff to safely bypass the developed Hatchery Pad. No other sensitive Geologic features were found onsite and no Geologic features were found close enough to the proposed Security Fence to be of concern. 4. Location of Soil Exploration Holes/Probes: Given the fact that the proposed Security Fence is being located upon an existing flat graveled pad,.no soils test borings or test pits were required. Since the easterly steep slopes are offsite, slightly up-gradient from the site, and not being disturbed in any way by the "Proposed Action", and since they are not accessible due to the wetland area between the Hatchery and Toe-of-Slope, no exploration holes were made. 5. Cross Sections Showing Slope Disturbances: An Elevation View, looking north, is shown on the attached Topography & Elevation View Map. This Section A-A was taken at the northerly end of the Hatchery. It shows the features and spatial layout of the Hatchery and its surrounds. Since the Proposed Action is on an existing level stable gravel pad, constructed in 1992-1993, no subsurface soils delineation was necessary. 6. Slope Stability Discussions: Stereo Aerial Photographs were analyzed for signs of slope instability. The photos studied were taken 7/30/92 &7/21/03. Copies of them are attached. No signs of instability were found. Four pages of 35mm photographs are attached. They show Photos numbered 11 thru 16. They where extracted from the document presented at the 10/9/07 Commissioners Meeting and show the conditions of the 55-foot wide buffer area between the Hatchery and the easterly steep slope and the steep slope itself. Photos#11, #13, &#14 look across the buffer between the Hatchery and the Toe of the nearby easterly steep slope. 5 Photos#12, #13, #15, &#16 show the lower portion of the nearby stable steep slope and the large trees (4-foot plus in diameter). Some of these large trees show the Bow or Pistol-Butt shape consistent with a slow creep of the slope face over a long period of time. However, since none of these very old trees have slipped (nor have old stumps from previous logging) down the slope in localized slides, the creep activity is associated with the continued addition of freeze-thaw erosion of the upper exposed Till soil, not from fluid high pore-pressure unstable soil sliding to a lesser slope angle. No mathematical analysis of the steep slope was performed. It is my professional opinion that such calculations would not yield information of higher analysis credibility than that derived by our other investigations and analyses presented within this letter report. 7. Drainage, Septics, Water, Placement: Water supplies, drainage systems and necessary Septic systems were all completed in 1993. They are all working properly. The "Proposed Action" is the installation of a Security Fence. If allowed, it will in no way impact any of these existing improvements or require modifications to them. 8. Clearing &Grading Plan: No new Clearing or Grading is necessary or proposed. Only minor pruning of encroaching buffer vegetation will be done.. In no case will any new clearing or grading occur on the offsite steep slopes of concern. 9. Erosion Control Plan: The existing erosion control measures are working fine. No change in them is necessary to install the proposed Security Fence. 10. On-Site &Off-Site Impacts: In summary, no adverse environmental impacts or landslide triggers will result if the proposed Security Fence is installed. 11. Final development Conditions: None required. This completes this Geotechnical letter Report associated with the installation of the necessary Security Fence.. 6 I, Kenneth W. Martig, Jr., PE, of Martig Engineering have completed this Geotechnical Analysis as documented within this Letter Report and its attachments. I am familiar with this site, having visited and inspected the site and its surrounds and evaluated pertinent maps, documents and reports associated with the site. THEREFORE, the Mason County Ordinances require that a full GEOTECHNICAL REPORT be prepared, addressing the issues of the proposed Security Fence. These steep slopes are (Rc) Rough mountainous land, comprised of Hoodsport soil material. The dominant structural stability of these mountainous soil slopes is due to the presence of the strongly cemented dense till (mixture of gravel, sand & cobbles). PURPOSE OF SECURITY FENCE (Long Live The Kings, Lilliwaup Hatchery) This Fish Hatchery rears Endangered Steelhead. The Brood Stock is developed by retrieving native eggs from in-stream gravel nests where Wild Steelhead fish have spawned in natural fashion. The Steelhead fish are raised (from the collected natural spawn eggs) to sexual maturity. Mature 2-year and 4-year old raised "Wild Steelhead" fish are released at the nest location in the stream where their eggs were extracted., thus enhancing the natural development of the Endangered Wild Steelhead population along Hood Canal. Currently, Poachers are sneaking into the Hatchery and stealing the developed, sexually mature Wild Steelhead fish (fish that are endangered and that have been painstakingly developed at a high-cost).
