Sincerely, All Borden Land Use Planner Mason County Planning Department 6/19/2006 1 of 3 SP12006-00054 Site Inspection 6/19/2006 Case No.: SP12006-00054 Comments: Pre-inspection for Mark Smith on March 16, 2006: The purpose of the pre-inspection was to evaluate issues related to the remodel or replacement of a residence on a lot along North Bay Case Inlet and State Route 302. Property description: The property has the house, garage, and driveway back from the inlet, and landscaping on the remainder of the unbulkheaded property. An existing house is situated 69 feet from the ordinary high water mark (OHWM) of Case Inlet. The property is within the Rural Residential 5 zone designation. The height limit for structures is 35 feet. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side yard and rear yard setbacks. For properties that are 100 feet or less wide, a sideyard setback may be 10 percent of the lot width at the front yard setback. These setbacks are measured from 30-inch above grade structures, such as roof overhangs, balconies, stairs, decks, and heat pumps. Geotech Report/ Landslide hazards: Due to no steep slopes adjacent to or within 300 feet of the proposed building site, a geological study is not needed for any proposed construction on this property. Shoreline Setback: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. The shoreline setback is determined by measuring the distances from the ordinary high water mark (OHWM) on the shoreline to the adjacent neighbors' rooflines closest to the shoreline edge (the existing residence on each property has to be within 150 feet of the subject lot side property line); the average of the two distances is the setback of new development that is proposed on the subject lot. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this shore setback line. Landward of this line for 15 feet toward the shoreline is an area that may be used for lawns or patios or landscaping, etc. development at grade level. From that point toward the shoreline is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit. Staff measured a) the shore setback line from the OHWM of Case 6/19/2006 2 of 3 SP12006-00054 Site Inspection 6/19/2006 Case No.: SP12006-00054 Inlet: roof line of deck in front of this house has a setback of 69 feet; b) the shore setback line from the OHWM of the residence to the south two lots is 90 feet; and c) the shore setback line from the OHWM to the roof eave on the residence on the lot to the north is 103 feet. The proportional setback for a new residence is 96 feet from OHWM to projections of the new residence, as noted for setbacks as above. The applicant has the following two options for development: A) a NEW RESIDENCE on the subject lot with the setback 10 feet in from the side property line, the shore setback at 96 feet from the OHWM of Case Inlet; OR B) the applicant could choose to replace that portion of the existing residence within the existing footprint (area that is equal to beneath the roofline of the residence) that currently is within the buffer (at or in between 69 and 96 feet distances noted above); that footprint area with an area of 992 sq. ft. (27 ft. deep by 36 ft. wide) is shown on the attached sheet. The Resource Ordinance allows the replacement of structures in the buffer and setback, and can permit the 10 percent expansion of the existing footprint as long as the new footprint does not intrude further into the buffer and setback area. Beyond and outside of the buffer and setback, the proposed residence can be of any size as long as the other development setbacks are met. These dimensions should be clearly shown on the plans for a proposed development. General process: Future site development must include a site plan, showing all setbacks from property lines, slopes and shoreline, which will be needed for building permit application submittal. No other critical areas such as streams were identified on site that would have an impact on future development.
