Re: Proposed Septic System Design for the site occupying
lots 1-7 plus 20 feet of lot 8, blocks 4 & 5, Plat of
Allyn
Following our preliminary hearing on May 20, 1991 , the
Environmental Health Department staff carefully reviewed and
evaluated the various points offered by your designer. It is
our consensus opinion that the concerns discussed in our
letter of May 6, 1991 continue to preclude approval of your
proposed design.
You are advised that you may, at this time, appeal our denial
to the Mason County Board of Health for a formal hearing. The
procedure for appeal was given in the aforementioned letter
dated May 20, 1991. Your designer could submit the required
application if you elect to do so.

RE: Proposed septic system design for your property
located at Lots 1-7 plus 20 feet of Lot 8
Blocks 4 & 5r Plat of Allyn
This letter is to serve notice that the design submitted for the subject
property on February 26, 1991 has been denied.
Denial is based on a design review and an extensive evaluation of the site,
including nine on-site inspections conducted over the period of February 26
through April 30, 1991. Negative finding include the following:
1) Based on a total of thirteen testholes, it was found that the entire
area proposed for drainfield and reserved is covered with an average of 2.3
feet of a poor quality fill. The fill overlays a variably loose to compact
sand and gravel which tends to be dominated by the coarse sand fractions
(i.e. Type 1 soil). WAC 248 96-100(6) does not allow installation in fill;
moreover, WAC 248 96-M(1)(b)(ii) requires that the minimum land area per
unit volume of sewage (450 gpd) in Type 1 soils shall be one acre. Using
the designer's gross land area value of 2.111 acres, the allowable volume
of sewage would be reduced from the calculated 3,314.4 gpd to only 949.95
gpd-
2) Very shallow groundwater dominates the te northern one-third
of the property. Unless this area is completly dedicated to building
construction and parking, it is questionable that is should properly be
included in the determination of the overall gross land area.
3) Groundwater migrates through the entire site breaking out along the
shoreline frontage below the mean high tide level. Moreover, as of the
time of this notification, the shoreline breakout is occurring
predominately seaward of the proposed drainfield site at an approximate
distance of 115 feet. Currently, the vertical separation from groundwater
in the drainfield site is five feet; however, it has been observed as
shallow as 26 inches on March 4, 1991.

4) WAC 248-96-090(1)(b)(i)(C & I) requires that the development of a site
address land use impact on ground and surface voter quality. At this
location, a major commercial shellfish industry is situated immediately
offshore. In order to harvest shellfish, the receiving voter quality is
required to meet a Class AA or A standard. Than standards include the
very restrictive bacterial criteria of a geometric mean fecal coliform
count not exceeding 14 colonies per 100 al. of eater. It is felt that the
proposed design would not prevent a contribution to the degradation of
receiving Water quality in this sensitive shoreline area.
You are advised that WAC 248-96•-150 gives you the right to appeal this decision.
The appeal prosess is descirbed in Article I, section 13.2 of the Mason County
Board of Health regulations (a copy is enclosed). It is my understanding, based
on a May 3rd meeting with your designer (Arnold Tahja), that he will be filing
the required petition on or about May 6, 1991.
