I am writing in regards to your letter concerning grading activity alongside a pond located
on our farm that we call Pond 8.
Pond 8 is actually a multipurpose facility. It is an irrigation reservoir, storm water
detention facility and an infiltration pond.
In 1968 Pond 8 was constructed to be an irrigation reservoir to irrigate our farm fields and
garden. We requested and received water rights from the Washington State Department
of Ecology to irrigate 90 acre feet per year. A copy of the Certificate of Water Right is
enclosed.
We originally irrigated out of the pond with a 7.5 horsepower gasoline pump. Several
years later we upgraded our pump station to a 15 horsepower electric pump. Mason
County PUD#3 installed power poles to the pump station site and from that point on until
today we are irrigating with this pump. The grading/fill deposition the inspector observed
was an improvement to our pump station site bringing our pump station up to road grade.
In 1992 in conjunction with the development of LakeLand Village Division 12, our
engineer, Pat McCullough of ESA, developed a Storm Water Management and Erosion
Control Plan as part of the approval process for Mason County. Documentation from this

plan is enclosed. Pond 8 was incorporated into this plan as a storm water detention
facility. At that time we constructed a dam on the north end of the pond and installed an
outflow structure per plan specifications. Pond 8 also serves as an infiltration pond for the
portion of Division 12 that is located in the Lake Devereaux drainage basin.
As part of the mitigating conditions for Final Plat Approval for Division 12, the Mason
County Board of Commissioners required water quality testing from Pond 8 at the
outflow for the months of October through April. This is to ensure the storm water
quality flowing into the Lake Devereaux drainage basin. These tests are performed by
Twiss Analytical Laboratories with the most recent analysis attached.
