The field review was completed during one site visit,in September of 2002. The purpose of this wetland review was to determine if any wetlands are present on or within 150 feet of the project site which would be regulated by the Mason County Critical Areas Ordinance. This review%vas requested in conjunction with the possible future development of the project site into a single family residence. Wetland determinations were made using observable vegetation,hydrolo& and soils in accordance with the Corps of Engineers 1987 Weiland Delineation Manual,and the 1997 Washingion Siale lVellandr Delineation Manual The project site is located in Section 17.To%%mship 22 Forth,Range I Alest. W.M. The project area is made tip of two parcels,Mason Count•parcel 9122171200010 and parcel #1 22 1 71 2000.13..The project site is an irregularly shaped area which--abuts North Bad' Road along the.western boundary. North Bay.an aim of Puget Sound.is located to the -east. Undeveloped properties border the projecf area on both the tioril and south. General land use in the vicinity of the project site is mostly undeveloped land with scattered single family residential development. Topography of the site is mostly flat across the entire parcel,but slopes downward gently toward the north and elst. Soils on the project site are mapped in the Soil Conservation Service(SCS)Soil try of Mason County Area.VN'eshitW n as Norma sandy loam,0-3%slopes,and Alderwood gravelly sandy loam,5-15%slopes. The Norma series is mapped across the eastern half of the site,and Alderwood series is mapped across the western half. The Norma series is described as poorly drained,very dark soils that developed from coarse sandy drift under the influence of excessive moisture. In a typical profile,the surface layer,from 4-12 inches,is a 10YR 3/2 fine sandy loam. Below this layer is the subsoil,which is a massive frable,slightly compact 1 OYR 3/3 loamy sand with 7.5YR 4/6 mottles. The substratum, consisting of compact,light gray gravelly sandy drift,is at depths of 24-32 inches. The Alderwood soil is considered well drained,and developed from mixed gravelly glacial till dominated by acid igneous rock. In a typical profile,the surface layer is a friable 1 OYR 4/3 gravelly sandy loam that is 8-13 inches thick. The subsoil,to 18-24 inches,is 10YR 5/3 gravelly sandy loam. Cemented till occurs below the subsoil,and is at a depth of 24- 32 inches. Of these two soil series,the Norma soil is classified as a hydric soil by the Natural Resources Conservation Service(MRCS). Soils across the project site are mostly consistent with the Norma series description. No soils were observed on the project site which were consistent with the Alderwood series description. A typical profile across much of the site is a IOYR 2/1 sandy loam with organic lenses approximately 8 inches thick Between 8 and 18 inches soils are l OYR 3/2 sandy loam.Redoximorphic features,including common distinct 7.5YR 4/6 mottles,as well as oxidized rhizospheres were observed within 12 inches of the soil surface. This general profile was observed across most of the site,with the exception being the north central portion of the property. Soils observed in this area were mainly 10YR 3/3 sandy loam to a depth of 8 inches. The"B"horizon,from 8-20 inches,was 10YR 3/3 sandy loam, with faint mottling below 14 inches. Vegetation across much of the site is dominated by tree and shrub vegetation,although part of the central portion of the site has been cleared,and is dominated by herbaceous species. Species observed across most of the site include:red alder,salmonbeny,red elderberry,field horsetail,creeping buttercup,small fruited bulrush,and water parsley. Most of these species are indicative of moist or wet soil conditions. Along the eastern end of the site,vegetation is influenced by North Bay,and species observed are indicative of high salt marsh conditions. Species observed along the eastern vegetated edge of the site include:common aster,pickleweed,silverveed,and saltgrass. The extreme eastern portion of the site is unvegetated tidelands Which are part of forth Bay. Hydrology or indicators of hydrology within 12 inches of the soil surface was observed across much of the project site. Across the southwestern portion of the site,ground%vater seepage,and drainage from offsite to the west(west of North Bay Road)supports hydrology observed. Along the northern boundary of the project area.a small stream `� Mr.luHano $apiember 25,2002 Page 3 flaws into North Bay. The eastern`portion of the site is high salt marsh and tideflats associated with the Bay. Indicators of saturation or inundation within 12 inches of the soil surface was observed in all of thew areas. Other indicators of hydrology were observed which included:water stained leaves,drainage patterns,and oxidized root zaW5 or mottling in the upper portion of the soil profile. Hydrology on the site appears to be the result of groundwater seepage,offsite drainage,and tidal influences from North Bar. The north central portion of the site was the only area observed which did not display indicators of seasonal hydrology. This area appears to be moderately well drained,and indicators of hydrology were not observed within 12 inches of the soil surface. As a result of site evaluation,there appears to be a single wetland area on the property that would be regulated by Mason County. This area dominates most of the project site, and extends both;north and south of the site. This wetland would likely have a dual classification,with the eastern portion of the property(high salt marsh)classified as a Category I wetland using the Department of Ecology Wetlands Rating System,and Mason County Critical Areas Ordinance. Category I wetlands in Mason County require a 125 foot no disturbance buffer from the edge of the wetland. The forested portion of the wetland(west of the salt marsh)would be classified as a Category 11 w-etland using the Department of Ecology Wetlands Rating System,and Mason County Critical Areas Ordinance. Category II wetlands in Mason County require an 85 foot no disturbance buffer from the edge of the wetland. Based on field observations(some of the property boundaries were not clearly defined)I estimate the,wetland and buffer to encumber nearly the entire site. To utilize the property,the county will require the applicant to complete wetland review. This could be completed by delineating(marking)the wetland boundary,and determining the extent of wetlands and wetland buffers on the property. Following the delineation and mapping,a wetland analysis report would need to be submitted to Mason County for review. This process would work to define a building and development"footprint"which could be used on the property. Based on the field evaluation,it appears that a building site may be developed which does not impact the wetland,or only impacts a small portion of the wetland. However,wetland buffer impacts will likely be unavoidable. In cases where a wetland wid/or wetland buffer encumber most or all of a site,the regulating agency cannot deny the property owner"reasonable use"of the property. In this situation,a variance from Mason County would likely be needed to develop a single family residence on the site. The variance process xvould likely require a public hearing, and mitigation for impacts to the greatest extent possible. Mitigation in this case could include the establishment of native plantings within the wetland or wetland buffer,or some other form of restoration work. In addition to the Mason Count}variance process. a Army Corps of Engineers permit may be required if any wetlands are proposed to be filled on the site. This could be determined following delineation of the site,and a building site has been proposed.
