Case No.: SP12002-00192
Parcel No.: 223195000094
Project Description: To determine resource-related regulations affecting
development of lot bordering a salmon-bearing stream.
Dear Applicant:
As part of this departments review of your permit application,a Shoreline Inspection(SPI) was
performed on your property. Below you will find comments made regarding the proposed
development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.
Please contact me at(360)427-9670,ext 577 if you have questions.
Sincerely,
Rick Mraz

Shoreline Inspection
12/24/2002 Case No.: SP12002-00192
Comments: A field inspection of the subject property was conducted on
12/18/02 to assess critical areas issues relevant to the future
construction of a residence.
The parcel is heavily vegetated with mature, second growth trees
and dense salal and huckleberry understory. It contains frontage
on Wooten Lake and is intersected in part by an unnamed,
intermittent salmon-bearing stream that connects Wooten and
Haven Lakes. Several Coho salmon were observed in the stream
during the site visit. This stream meets the criteria for a Type III
stream per the Mason County Resource Ordinance. The
Resource Ordinance requires setbacks from streams. The size of
the setback depends on the stream type. A type III stream
requires a 165' setback, which is comprised of a 150' undisturbed
vegetative buffer+ a 15' building setback.
Field meuurements taken along Mountain View Drive indicate that
a significant portion of the subject parcel is outside the stream
buffer. The majority of this unencumbered area is closer to the
road but may extend for more than 150' into the parcel. The
dense vegetation made establishing a series of setback locations
impratical for this site visit. The stream trends perpendicular to
the road for about 100' but then trends toward and enters the
parcel closer to its mouth at Wooten Lake.
Other critical areas setback issues for this parcel include a
minimum shoreline setback, which would be calculated by
averaging the setbacks of the two adjacent residences, and
wetland setbacks from the nearshore marsh on the Lake. The
minimum shoreline setback was not calculated nor the wetland
category considererd since the stream setback requirement
overlays and exceeds all other setback requirements near the
lakeshore. If you wish to consider construction inside the stream
buffer and near the lakeshore, these issues will need to be
revisited. In addition, any construction inside the stream buffer
would require a variance from the Resource Ordinance. A Habitat
Management Plan (HMP), prepared by a qualified biologist, would
be required to support the variance request. The HMP addresses
impacts to the buffer and offers measures to preserve and protect
the buffer or mitigate impacts. The variance criteria includes a
requirement that the variance must be necessary for reasonable
use of the property. Thus, to meet the criteria no practical
alternatives to construction in the buffer should exist.
A copy of the Fish and Wildlife Habitat Conservation Areas
chapter is enclosed. It includes details on the contents of an
HMP. To expedite future development review, please include

measured setbacks on any site plans presented to accompany
building permit or other applications.
Other development-related setbacks are 20' from side lot lines
and 25' from the road Right-of-Way (ROW). If you have
questions or require clarification on these issues, please contact
me.
