It is our understanding that the proposed development is a single family residence with an onsite septic system already installed. This investigation was conducted in accordance with our contract agreement dated August 15,2007. The Mason County Resource Ordinance 17.01.100 for Landslide Hazard Areas was reviewed in preparation of this report. This geologic assessment has been performed in general compliance with Mason County Resource Ordinance 17.01.100. This geologic assessment is based on observed conditions during Spring Creek Consulting Corporation's site reconnaissance of the parcel on August 7,2007 and a review of readily available reference resources. The readily available resources listed below were reviewed. • The Washington Division of Geology and Earth Resource(WDGER),Geologic Map of Washington-Northwest Quadrant. • Online"Soil Survey of Mason County Washington",United States Department of j Agriculture. • Mason County Online Parcel Maps • U.S.G.S.7.5 minute series topographic map"Lake Wooten,Washington Quadrangle"- The Washington Division of Natural Resources,Division of Ecology and Earth Resources, Folio of the Southern Hood Canal Area,Washington dated 1977. Soil and slope conditions of the subject property were visually examined and evaluated by observing shallow cuts from previous grading on the property and performing a slope reconnaissance. The subject parcel is currently mostly cleared and graded with primitive roads. A water well and onsite septic system are currently in place and an existing building is in the process of demolition. The parcel is bound to the southeast by NE Haven Lake Drive with forested parcels beyond and to the northwest by Haven Lake. The parcel is bound to the northeast and southwest by single family residences. The site slopes downward to the northwest. Natural slopes do not exceed 40 percent for more than 10 vertical feet. Some minor grading has resulted in a steeper temporary soil stockpile slope in the area of the demolished building. The site is mostly cleared with remaining vegetation consisting of Douglas fir,pine,madrona, and cedar trees. Understory vegetation consists of sword fern,bracken fern,salal,and huckleberry and grass. Based on these site characteristics,it is our opinion that the hill slopes on the subject property are not a "Landslide Hazard Area"based on the following: • Slopes impacting the subject property are less than 40 percent except for steeper slopes less than 10 vertical feet. • Slopes are greater than 15 percent,but without groundwater springs or seeps and without permeable materials overlying impermeable materials(except for topsoil overlying glacial till). Site Surface and Subsurface Conditions The subject site lies within the central Puget Lowland. The lowland is part of a regional north-south trending trough that extends from southwestern British Columbia to near Eugene,Oregon. North of Olympia,Washington,this lowland is glacially carved with a depositional and erosional history including at least four separate glacial advance/retreats. The Puget Lowland is bounded on the west by the Olympic Mountains and on the east by the Cascade Range. The lowland is filled with glacial and nonglacial sediments consisting of interbedded gravel,sand,silt,till,and peat lenses. The Washington Division of Geology and Earth Resource(WDGER),Geologic Map of Washington- Northwest Quadrant,dated 2002,indicates that the site lies on glacial till. In general,glacial till consists of an unsorted,unstratified,highly compacted mixture of clay,silt,sand,gravel,cobbles,and boulders deposited by glacial ice and may contain interbedded stratified sand,silt,and gravel. The United States Department of Agriculture(USDA) Soil Survey of Mason County Area, Washington, indicates that Alderwood soil with 5 to 15 percent slopes underlie the site. Alderwood soil originated in glacial till. The area is mapped by the Folio of the Southern Hood Canal Area map as Class 1 slopes. Class 1 slopes are generally less than 15 percent,but may be steeper in localized areas and are believed to be stable. Site soils appear to be generally consistent with the mapped soils. The surficial soils appear consistent with glacial till. The soils were dense and partially cemented at approximately 2 to 3 feet below original ground surface. Neither surface nor groundwater seepage was observed on the subject site except surface `1 water associated with Haven Lake. Native slopes are between 15 and 40 percent (with steeper slopes less than 10 vertical feet)with no signs of springs or seepage or significantly permeable deposits overlying impermeable deposits. No upland water bodies were observed in the vicinity. The liquefaction potential appears low due to the dense nature of the till deposits. Based on our observations and research of well logs in the vicinity,groundwater may be present more than 30 feet below the elevation of the proposed building site site. Grading is expected to be minimal and dense soils will likely be encountered at 2 to 3 feet below original ground surface. Features such as hummocky topography,tension cracks,or other indications of instability were not observed. The impacts of the proposed development are expected to be minor and the glacial till is expected to be stable. Spring Creek Consulting Corporation recommends that vegetation may be removed as needed during construction,but disturbed areas in the construction area should be vegetated with a minimum of a grass lawn as soon as possible once construction activities are complete. The Washington Division of Geology and Earth Resource(WDGER),Geologic Map of Washington- Northwest Quadrant,dated 2002, indicates that there is a concealed fault within 5 miles to the west of the subject site. For seismic design consideration,the site class C from Table 1615.1.1 of the 2003 International Building Code should be applied(very dense soil and soft rock). Based on our understanding of site conditions and the intended use of the property, Spring Creek Consulting Corporation does not recommend that a more detailed investigation be prepared to further evaluate site conditions. REPORT LIMITATIONS Spring Creek Consulting Corporation's geologic assessment has been prepared for the exclusive use of Mr.Bryan Tangen and his agents for use in obtaining a building permit for the subject parcel. The conclusions and recommendations in this assessment are based on our interpretation of site conditions as they presently exist,anticipated future construction activities,and the expectation that the evaluation adequately defines the subsurface conditions across the site. The soil conditions described in this assessment and the conclusions and recommendations contained in this assessment are provided for this specific site only and should not be expanded for use on adjacent properties without additional exploration and review of those sites by Spring Creek Consulting Corporation. The assessment should be provided to prospective contractors for their bidding or estimating purposes,but the conclusions and interpretations should not be construed as a warranty of the subsurface conditions. There are possible variations in subsurface conditions. In the event that the subsurface conditions different from those encountered during this study be observed or suspected, Spring Creek Consulting Corporation should be advised. At that time a review of the changed conditions will be made,and alternative or remedial recommendations given as required. Spring Creek Consulting Corporation has examined subsurface conditions to a limited extent as part of this study,but we have not evaluated the site for the potential presence of contaminated soil,nor have we evaluated or addressed groundwater conditions or concerns except as noted in this assessment. The evaluation of possible environmental or geo-environmental considerations is beyond the scope of this assessment. The owner and any contractor should make themselves aware of and become familiar with applicable local,state,and federal safety regulations, including current WISHA excavation and trench safety standards. The Department of Community Development requested the review for the purpose assisting the Department in determining the amount of potential for landslide activity and the proposed development would not cause significant adverse impacts or there is adequate geological information available on the area to determine the impacts of the proposed development and appropriate mitigating measures. The Department of Community Development reviews all development applications to determine if they are likely to be in or near a landslide hazard area per Mason County Resource Ordinance (MCRO), Geologically Hazardous Areas, Landslide Hazard Areas 17.01.100, Seismic Hazard Areas 17.01.102, and Erosion Hazard Areas 17.01.104 approved.December 27,2006. The Geological Assessment states the proposed development will be in an area of residential development. A site plan with locations of the existing drainfield and proposed residence was provided with the assessment. Findings 1. Areas identified on the Mason County Soil Survey Map as having slopes greater than 15%is one guide used by the County to indicate areas t hMCRO 1ve a higher likelihood 100 ood f meeting the classification criteria for landslide hazard 2. Development proposed within 300 feet of areas with slopes between 15 percent and 40 percent will require a Geological Assessment.MCRO 17.01.100 E.l.d. • The site has areas with slopes up to 25 percent. 3. The preparer of the geological assessment is required to be either a licensed civil ialized knowledge of geotechnical/geological engineering or a licensed geologist or engineering geologist with special knowled engineer with spec ge of the local conditions. MCRO 17.01.100 E.4.(1). • The assessment states the site is overlain with Alderwood gravelly sandy loam above glacial till. The assessment also mentions a concealed fault 5 miles to the west. 5. The assessment includes a discussion of the ground water conditions at the site. MCRO 17.01.100 E.4.(2). • The assessment states no surface nor groundwater seepage was observed at the site except surface water associated with Haven Lake.The depth to water in the well is 168 feet but a water-bearing layer was encountered during drilling between 138 and 155 feet. 6. The assessment includes the depth to hard or dense competent soil. MCRO 17.01.100 E.4.(3). • The assessment states the depth to dense and partially cemented soil is between 2 and 3 feet. 7. The assessment includes a discussion of any geomorphic expression of past slope instability.MCRO 17.01.100 E.4.(4). • The reviewer went to the site as part of the assessment. Features such as hummocky topography, tension cracks, or other signs of instability were not observed. No photos were in the assessment. 8. The assessment includes a discussion of the history of landslide activity. MCRO 17.01.100 E.4.(5). • No mention of the discussion of the history of landslide activity was in the assessment. • The addendum letter states that no indications of landslide activity were observed during the reconnaissance and the Class I slopes are believed to be stable. The response is adequate.It is suggested in future assessments,a paragraph is included if landslide activity and/or surface movement has been reported in the vicinity. 9. The assessment includes an opinion on whether the proposed development is within the landslide hazard area or its setback.MCRO 17.01.100 E.4.(6). • The assessment states the subject properly does not appear to meet the requirements of the Mason County Resource Ordinance as a Landslide Hazard Area. 10. The assessment includes a recommendation by the preparer whether a Geotechnical Report should be required to further evaluate site conditions. MCRO 17.01.100 E.4.(7). The response is adequate. It is suggested in future assessments,the recommendation is specifically written to include a more detailed investigation,including a geotechnical report. 11. If the presence of a hazard is determined within 300 feet of the proposed development, then the area of the proposed development, the boundaries of the hazard, and associated buffers and setbacks shall be delineated on a geologic map/ site map. MCRO 17.01.100 E.4.(8). • No hazards were identified in the assessment. A map showing the area of the proposed development. 12. It is recommended that the Geological Assessment be accepted. No further review by Vector Engineering is necessary. Adequate erosion and sediment control features need to be implemented during land disturbing activities to protect neighboring properties and State waters from adverse stormwater runoff impacts. The migration or release of silty water or mud from the applicant's property will be considered a violation of County and State water quality protection regulations. The conclusions presented in this assessment are based on Vector Engineering, Inc.' understanding of the project requirements. Vector Engineering, Inc. warrants that its services were performed with the level of care and skill ordinarily exercised by members of the same profession currently practicing in the same locality under similar conditions. The project is located in the Puget Lowland with sedimentary rocks dominated by glacial drift.No water bodies or wetlands are located upslope. The soil types are a moist,brown silty sand or sand with silt. The NRCS soil type is Indianola loamy sand. No mention was made of any history of landslide activity. 5. The report is to include the locations and logs of exploratory holes or probes. MCRO 17.01.100 E.S.(3). • The locations of the 5 exploratory holes are shown on the site plans. One log of Test Pit Number 3 was provided in the report.The other test pit logs need to be included. 6. The landslide hazard area,buffer, site-or project-specific soil and rock units were not shown on the site plan. 7. The report is to include a cross-section at a scale adequately depicting the subsurface profile.MCRO 17.01.100 E.S.(5). • The cross-section in the report is at a scale adequately depicting the subsurface profile. A building was shown. The retention facility was not shown. The location of the cross-section was not identified on the site plan. 8. The report is to include a description and results of the slope stability analysis. The analysis used the Simplified Bishop's Method of Circles. The minimum static factor of safety is 1.5. The minimum seismic safety factor is 1.1. The quasi-static analysis coefficient should be 0.15.MCRO 17.01.100E.5. (6). • The report states slope stability was modeled using the Simplified Bishop's Method of Circles and ASCE stability charts. The summary did not state the minimum factors of safety. The analysis appears to have been done without the proposed retention pond. The cohesion values of the soil types SPM of 600 psf and SM of 200 psf appear to be high. The unit weight of 140 pcf appears to be also high. Justification is needed for the soil parameters. The summary needs to state the minimum factors of safety. • It is recommended the slope stability analysis be revised to include calculations using the 2003 International Building Code criteria. 9. The report is to include recommendations for the preparation of a detailed clearing and grading plan which specifically identifies vegetation to be removed, a schedule for vegetation and replanting, and the method of vegetation removal. The only recommendations found in the report were that the removal of natural vegetation is minimized,temporary and permanent erosion control measures should be implemented and maintained, conventional construction equipment may be utilized and that earthwork is undertaken during favorable weather conditions. No general erosion control notes were included in the site plan. 11. The report is to include specifications of final development conditions, such as,vegetative management,drainage control,and buffer widths.MCRO 17.01.100 E.S.(10). • The report includes recommendations for vegetation management and drainage control.
