The intent of the proposed project is to allow better fire department and emergency facilities for the Grapeview area. In addition,the project is intended to allow better public usage of the Fire Department facilities.There will also be facilities for use as a Disaster Center to allow emergency sleeping, eating and sanitary facilities. The revised facilities will be beneficial to the health, safety and welfare of the community. 2) Will the proposed use be consistent and compatible with the intent of the Comprehensive Plan? Fire stations are allowed in the Comprehensive Plan, Land Use Designation as listed in the Mason County Development Regulations dated March 5,2002.The only mason that a Special Use Permit is needed is to allow a building of over 3,000 square feet. 3) Will the proposed use introduce hazardous conditions at the site that can not be mitigated through appropriate measures to protect adjacent properties and the community at large? The proposed project might slightly elevate vehicular traffic to the area. The site is already served by adequate County roads. Storm drainage will be collected, treated and disposed of on-site. A new septic system will be installed to handle domestic waste produced by the facility.There are no known hazardous conditions generated by this project that will effect the neighboring properties or the community at large. 4) Is the proposed use served by adequate public facilities which are in place,or planned as a condition of approval or as an identified item in the County's Capital Facilities Plan? Public facilities in the area are roads, fire protection and police (sheriff) protection. There could be a slight increase in road usage in the area of the facility occasionally(once per month).The existing roads are adequate to handle the slight increase in vehicular traffic.Fire protection should not be a problem because the Fire District's fire tracks are located adjacent to the facility and the fire fighters are located in the facility. No increase in police protection is probable because the increase in usage at this facility will mean an equal decrease in usage in other facilities in the County, such as School District meeting rooms. In addition, the facility under consideration is intended to provide emergency shelter for community members evacuated from their homes in a natural disaster. 5) Will the proposed use have a significant impact upon existing uses on adjacent lands? The proposed use should have no impact on adjacent properties. This site is already the location of the Fire District#3 Main Fire Station, so there is no change of use of the subject property. This project will enlarge the existing Fire District facilities. There may be minor, short term increases in the use of ground water, but the amount is not significant enough to impact adjacent property uses. No other activities should impact the existing uses of adjacent lands. 6. If located outside of an Urban Growth Area, will the proposal result in the need to extend urban services? There will be an increased use of power that will need to be provided by the local Public Utility District. The additional amount should be small and not require any power line extensions.Water is provided by a well on-site. There is a storage tank for non-potable water for fire fighting uses. Sewage will be handled on-site by a septic system. Storm water will be treated and percolated into the ground on-site.The road system is in place and will not be required to be improved because of this project. Therefor, there appears to be no need to extend urban services because of this project. 9. The Board meets to consider and take appropriate action on the amendments. 10. Any resulting amendments are transmitted to the State Office of Community Development and other state agencies, and public notice of adoption is published. 15.09.100 FINAL DECISION A. Time. ....... B. Effective Date. ......... C. Time Limit for Action. Where not otherwise provided by law,no permit or exemption authorizing construction shall extend for a term of more than five years. If actual construction of a development for which a permit has been granted has not begun within two years after the approval,the Hearing Examiner (or Review Authority, in the case of an exemption or Mason Environmental Permit) shall,review the permit and upon a showing of good cause,may extend the initial two-year period by permit for one year.
