Box 627 o Grapeview, WA 98546 RE: Grapeview Firehall/Community Center- Kitchen Remodel (COM 2005-00023) Dear Ms. Hiliesland: Per our phone discussion on this date, I think we have come to an agreeable solution to the outstanding issue relating to the sliding glass door that serves as an exit from the remodeled kitchen area at the Grapeview Firehall/Community Center. In your letter to me, dated 9/26/07, you referenced a code section from the International Building Code(IBC) regarding exceptions to side-hinged exit doors. As referenced,Section 1008.1.2, Exception No.9, states that,"In other than Group H occupancies, manually operated horizontal sliding doors are permitted as a means of egress from occupied spaces with an occupant load of 10 or less". While this code section does exist in the 2006 IBC, it was not in effect at the time the permit for the kitchen remodel was reviewed and issued. At that time, the 2003 IBC was the code adopted and utilized. The County did not adopt the 2006 IBC until July 1, 2007. In an effort to resolve this issue and close the permit file on this project, at your request, we will apply the 2006 IBC to this project, allowing the exemption for exit doors allowed as noted in order to utilize the existing sliding glass door. Please note that the room will need to be physically posted to limit the occupancy to 10 or less as required by the Code. Thank you for your assistance in resolving this matter. I think we were able to resolve the matter that results in code compliance necessary to protect the fire, life and safety of the public. However,from the beginning it was always our plan to convert the room identified as the"Meeting Room" to a kitchen. Larry Waters can attest to this. During the course of construction the"Meeting Room"was fitted with hot and cold water, waste lines, gas piping, lighting,fire alarm and all electrical circuits for the future kitchen. All of these systems were inspected and approved. Late last year, when funding was obtained, we submitted plans to convert the"Meeting Room"to a kitchen.Those plans were approved on 10/24/06 as a revision to COM 2005-00023. On 1/03/07 Robert Shaw conducted a final inspection of the entire building including the kitchen and signed off with the stipulation that Fire Marshall sign-off was required. Your e-mail states that we need to address two items in order to obtain our certificate of occupancy. First is the matter of an alarm activated service disconnect for: (1)the gas supply to the cook stoveloven and; (2)the electrical supply to the second oven. We will proceed with this work. Any information you can provide regarding design and specifications for these systems would be appreciated. 7/18/2007 rays 1-vi z The second item concerns what you refer to as the"non-approved sliding glass door(s)".These doors were shown on the original plans as approved in ® February 2005 and we therefore ask that this requirement be removed. Please note that even though this project involves modification to a MCFD#3 building, it is being entirely managed and mostly funded by the Grapeview Community Association whom I represent.Therefore, we ask that you communicate with us on these matters rather than the fire district staff. You may contact me or Kent Hillesland at 275-4542. We would like to be present at any future inspections. Speaking of inspections,our permit will expire on 7/03/07. If you deem that it is unnecessary to inspect the building at this time, we ask that you grant us a six month extension. Otherwise, our permit expires on 7/03/07. Please advise. Upon request for a final,the addition of a kitchen was observed in the West corridor that did not have the required alarm activated service disconnect of fixed cooking appliances as required by WAC 296-305-06503 (15) and the replacement of the double doors with a non-approved sliding glass door.The Fire Department staff was made aware of this anomaly and requirement. A final inspection will be entertained upon the compliance of WAC 296-305, replacement of the non-approved sliding glass door with an approved door, and required field inspections of the kitchen by the building department.
