Dear Mr. Jensen:
At your request, Planning staff conducted a site inspection to
determine the Ordinary High Water Mark (OHWM) on the sand spit
enclosing the cove in front of the above referenced site.
The main criteria utilized in the making of this determination is
vegetation type. Salt tolerant vegetation, including the species
Grindelia inte rifolia ( umweed) was evidenced near the inception

of the spit. Further out the species Salicornia virginica
(pickleweed) was found. Along with this vegetation were found
signs of hardshell remains and drift-debris. While much of this
larger debris has likely been entrenched for some time, it is
apparent that it could shift or re-locate with high water events.
Based on these criteria, it is our opinion that the OHWM for this
area is above the entirety of this sand spit. Sand spits are a
generally dynamic shoreline feature. They may grow, shift
position, wash away in storms, or rebuild under moderate
conditions. Due to the proliferation of bulkheads, it is likely
that the source of this particular spit is being reduced. This
could lead to a shrinking of the spit over time. The OHWM is
generally considered to be above such changeable areas.
