The grading plan prepared for the proposed Greg Nelson"yard leveling"to be performed at 50
NE Tima Road, Belfair,has been received and reviewed by Public Works.
The 400 cubic yards of grading appears to be a reasonable estimate. Review of the site plan and
Land Modification Permit Application lead to the following areas of concern:
1) Fill receiving areas need to be cleared of vegetation and deleterious materials before any
fill material may be placed. The finished fill slope needs to comply with building department
grading standards(maximum 2:1 (H:V)fill slope), including setbacks from neighboring
properties.
2) Stormwater runoff from the developed property should be dispersed into naturally
vegetated areas wherever possible. Erosion and sediment are required to be controlled onsite
during construction.Neighboring properties are required to be protected from potential adverse
stormwater runoff impacts associated with construction activities.
3) The site plan submitted for review indicates an area with an"Erosion Control"label, and a
dimension which appears to be a distance to a property boundary. Installing a silt fence or other
barrier along the"Erosion Control" line on the drawing may not be needed if the distance
between the property boundary is 100-feet, and has vegetation covering the area. Such a
vegetated distance could be employed as a natural vegetated buffer that may eliminate the need
for addition protection of neighboring properties.
4) The site plan indicates that the fill area is intended to receive"Will Reseed"treatment.
This is supported,but during the period between grass seeding and growth,the bare soil needs to
be protected from rain impact and runoff. In addition to applying seed to the newly filled area,
the bare area should be covered with a layer of mulch,plastic, straw or hay, or other temporary
cover which will protect the bare soil from rain impact, hold moisture to help the sprouting grass
grow, and provide shade to help the new grass establish itself.
I feel these concerns can be addressed as conditions on the grading permit. Please feel free to
