RE: Site plan for Belfair Plaza.
Dear Mr. Tollefson:
This is a follow-up of our meeting on June 27, 1991 to summarize the
conditions discussed during review of the current site plan
proposal. The site plan which was reviewed by myself and Randy Neff
is acceptable for approval by the Planning Department. The parking
exceeds the requirements of the Mason County Parking Standards,
Ordinance #815 for both amount of spaces and handicap requirements.
The conditions to be imposed on the development per our discussion
are as follows:
1 ) All lighting to be hooded and directed downward so as not to
disturb adjacent residents.
2) Fencing to be used as buffer - slatted cyclone fence is
acceptable. Evergreen trees and/or shrubs to be used as much as
possible along buffer. Vegetation used as shading for parking to
be determined by owner.
3) Recommend sound barrier wall located on north side of loading
areas of north west side of market to buffer sound generated there
from adjacent residences on Roy Boad Road.
We also discussed the local Fire District's need to review the
current site plan and I understood that the District was to be
consulted after our meeting. If you have any questions or I can be

Dear Mr. Moore,
Following are the items that were discussed during the meeting on
January 12, 1990 regarding the proposed Belfair Center. These
items need to be submitted and/or shown on the submitted plans
before a final determination can be made:
1 . Nine handicap parking stalls located closest to the entrances
of the buildings. Nine handicap parking stalls is the minimum and
it is suggested by the Planning Staff and the Public Works
Department that this number be increased to include 1 to 2
additional handicap parking spaces in front of each of the large
stores.
2. Additional loading zone behind the proposed drug store designed
to accommodate vehicles at least 45 ' in length and at least 8' in
width. The ingress and egress from Roy Boad Road must be able to
accommodate large vehicles with a large turning radius.
3. Buffer zone to separate the proposed commercial development
from the residential area, north and northeast of the site,
especially adjacent to the loading areas. According to the Mason
County Parking Standards "screening of parking and loading areas
from adjoining residential uses shall ba required . Screening from
adjoining residential areas shall be sight obscuring . " The buffer
zones are to include fences and shrubs closest to the ingress and
egress with thin evergreen trees located away from the ingress and
egress areas as discussed during the meeting .
4. Storm drainage plans, including oil separators, retention ponds
and outfall from same.
5. Clarification of the easements that have been secured for the
location of the drainfield and reserve and the proposed detention
pond .
6. Copies of access permits from the State Department of
Transportation .
7. A written reply to the comments received •by Mason County
regarding the Determination of Nonsignificance that was issued on
December 13, 1989. The written reply will become part of the SEPA
document.

I have recently received a copy of your letter of January 30 ,
1990 directed to Geoffry V. Moore, Director of Planning for Pac-
Tech . At this time I would like to respond to the initial three
items listed in your letter.
1 . I believe that at the January 12 meeting you had requested
that nine handicap parking stalls be located near the
entrances to the buildings . These handicap parking stalls
have been inserted in our site plan and at your request we
will add an additional two spaces bringing the total number
to 11.
2. The loading zone behind the proposed drugstore can be design-
ed to accomodate vehicles of 45 feet in length and at least 8
feet in width . Should it happen that a vehicle of this size
be utilized for the drugstore , the egress would occur on
State Highway 3 by driving around the east side of the build-
ing and out through the main parking lot. Our present tenant
who will utilize this space on a very long term lease, how-
ever, will be using 27 foot trucks which can easily egress
onto Roy Boad Road.
3. During our meeting of January 12 there was an informal dis-
cussion pertaining to obscuring the loading areas from adjoin-
ing residential uses . Consequently we propose that a chain
link or cyclone fence with slats will best serve all parties
concerned . A structure of this type affords instant and com-
plete screening as well as flexibility for providing proper
height in the driveway areas.
We have been in constant contact with Mr. Mark Dorsey of Pac-Tech
who will soon be submitting the necessary plans for the storm
drainage system which will include oil separators, detention pond
and outfall from same. Items 5 thru 7 of your January 30 letter
will be handled by this office in concert with Pac-Tech.
