All construction and demolition debris must be removed from the site after project comple' n. Proper disposal of construction debris must be on land in such a manner that debri n t enter or cause water quality degredation. x 2.) Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained until u mz�r ation has become established. x 3.) All upland areas disturbed or newly created by construction activities shall be seeded, vegetat ive an equivalent type of erosion protection (silt fencing or straw matting). x .7, 4.) Proper erosion and sediment control practices must be used on the construction site and adjacent areas to prevent upland sediments and slurry from entering shoreline waters. Erosion control measures must be in place prior to any clearing, grading or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Any discharge of sediment laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW Water Pollution Control and WAC 173-201 ater Quality Standards for Surface Waters of the State of Washington and is subjec oement action. x 8.) Disturbance to the wetland buffer should remain at the minimum extent possible. Wiltermood study(6-2-2003)determined that the shoreline of Catfish Lake on subject property was not a wetland per the Washington State Wetlands Identification and Delineation Manual MEPA920 Miscellaneous Action 6/19/2003 None DONE 7/16/2003 DMJ Site inspection of subject property was done by DMJ and Department of Ecology wetlands specialist Anne Boehoh. It was determined by DOE that wetlands do exist along the shoreline at this property. Note letter dated 6-26-2003.Letter states,"'This wetland area is rated as a Category II wetland area,along with the other wetland fringe areas along this lake."The letter continues to explain,"Catfish Lake is not recognized as a shoreline of state because it covers less than 20 acres.Wolcott(1973)identifies this lake as covering 7.1 acres. When rating wetlands along the fringe of bodies of open freshwater less than or equal to 20 acres one is instructed by the Washington State Wetlands Rating system...to rate the entire area including all of the open water and any other wetlands that are contiguous with the open water together as one wetland. This means that those portions of the shoreline of Catfish Lake that support wetlands are all to be considered together for the purpose of the wetland rating.The area of the well and to berated includes the 7.1 acres of Catfish Lake plus the area of all of these wetland fringes." Per the Mason County Resource Ordinance Wetlands Chapter,the proposed project activities are allowed,using the administrative review process per Section 17.01.070 D 1 a,e and f. Based on wetland studies,Wiltermood,DOE and Aquatic Restoration Consultants and discussions by staff with wetland consultants and DOE staff regarding Catfish Lake,although designated wetland,it was advised that subject property has Alderwood soils that are not classified as hydric per se. (See notes regarding classification of Catfish Lake as wetland above).The proposed well site consist of upland mixed conifeous deciduous forest with moderate dense shrub. With conditions determined by Wiltermood assessment and DOE assessment project will not have significant impact on shoreline and vegetated buffer of Catfish Lake.
