On July 9, 1998 Cascade Environmental Service Inc. (CES)under contract with Mason County
Fire Department #2 (MCFD)began demolition and decommissioning of the fueling site at NE 460
Old Belfair Highway in Belfair, Washington.
The site consisted of two 1000 gallon underground storage tanks (UST), one diesel and one
gasoline, two distribution pumps, concrete fueling slab, and metal awning. The fueling site was
located on the east side of the main building adjacent to a parking area. The property layout is
depicted in Drawing 1 within this report.
Richard Verhelst of CES was site assessor, UST decommissioning supervisor, and machine
operator for this project. Sandy Verhelst of CES and Robert Barkley of Barkley Construction
assisted under the supervision of Richard. Machinery used on site consisted of a John Deere 310
rubber tired backhoe, a Melrose Bobcat skidder/loader with a concrete breaker hammer
attachment and a Ford/New Holland skidder/loader.
The first order of business at the site was to explain the safety plan to all parties on site.
Following the safety meeting, Robert Barkley began removal of the distribution pumps,
demolition of the concrete pad and pump island, and of dismantling the metal awning, the portions
of the project his company had contracted to perform. Richard assisted Robert in dismantling the
awning. When that had been dismantled and all of the concrete had been shattered into smaller
pieces, Richard used the backhoe to pull the pieces from the work area and to stockpile them to
be hauled away at a later time. The preceding operations expended the entire day to complete.
On July 10, 1998 operations began at 08:00. The same workers were on site, Richard, Robert
and Sandy. The first area to be addressed was the pump distribution location.
The gasoline and diesel distribution pumps had been mounted adjacent to each other therefore one
soil sample was collected beneath this area. The sample was collected from a depth of 24" below
grade surface (BGS).
A 3" hand auger was utilized for collecting the samples. Throughout the sample collecting
phases, the augers utilized were decontaminated prior to each sample being collected.
Washington State Department of Ecology(DOE) decontamination procedures were followed
throughout the project. Each sample collected was placed into its own 4 oz.jar. The sample jars
were supplied by Transglobal Environmental Geosciences (TEG) Laboratory located in Lacey,
Washington. All samples were placed into a cooler with ice immediately following the sample
collection and labeling.
The next area to be sampled was the gasoline supply line halfway between the pump and the UST.
This sample was collected from a depth of 24" BGS directly below the supply line.

The next phase of the project was to excavate the soil from above both USTs to allow the supply
lines to be drained back into the USTs and removed. Once this was accomplished the supply line
bung on each UST was plugged and the cleaning of the USTs began.
The USTs were cleaned by means of a high pressure washer utilizing a solution of water and
trisodium phosphate (TSP). The TSP was introduced to the USTs through the washer and then
final rinsed with clear water. The residual product/soap solution was pumped from the USTs into
55 gallon drums via a pneumatic pump. Final disposition of all residual product is recycling at
Petroleum Reclaiming Service, Inc., (EPA ID #WAD 980511729) at 33801 7th Ave. S, Seattle,
Washington 98108.
Upon completion of extracting all liquids from the USTs, inerting of the USTs began. Bottled
Co2 was introduced into each UST to displace the oxygen to a safe, non explosive level. A level
of below 6% oxygen was achieved in each UST. Upon completion of inerting both USTs the
remaining piping, (vent pipes)were removed and excavation of the soil surrounding the USTs
commenced.
The soil on the north side of the gasoline UST was removed to a level nearly equal to the bottom
of the UST. Rated steel chains were attached to the UST and the UST was hosted out of the
excavation by the backhoe. The UST was inspected for signs of leakage. None were apparent.
The UST was staged out of the working area on a grassy location and blocked to prevent
movement.
A soil sample was collected from the midway point of the north wall of the excavation at a level
of 55" BGS. Another sample was collected from the bottom of the excavation at a point directly
below where the UST had been removed. The sample was collected from a depth of 95" BGS,
which equates to 6" below the bottom of the UST.
Following collection of the bottom sample of the gasoline UST area the samples from beneath the
midway point of the diesel supply line was collected. This sample was collected at a depth of 24"
BGS. The diesel supply line was removed following the collection of the previous sample (diesel
supply line sample).
The next phase of the project entailed the removal of the diesel UST. After excavating the soil
from around the diesel. UST the same procedure used to remove the gasoline UST was followed
to remove the diesel UST. The diesel UST was inspected for leakage (previously Rich Hienrich
of the MCFD had explained to Richard that the diesel UST had instances of water in the UST but
no record of loss of diesel). The UST showed signs of rust deterioration but not leakage. After
removing the diesel UST the next sample to be collected was the bottom sample from directly
beneath the UST at a depth of 97" BGS which equates to 8" below the bottom of the UST. The
last excavation sample was collected from the south wall of the excavation at a depth of 56" BGS
midway on the wall.
The remaining samples were collected as discreet composite samples from the stockpiled
excavation soil. A total of three composite samples were collected.
Field tests consisting of sheen testing, olfactory presence testing, and dye testing were performed
on all samples collected. All tests proved negative on presence of petroleum hydrocarbons.
Laboratory analysis of samples provided showed non-detect (ND) of petroleum hydrocarbons.
Findings and quality control standards for laboratory analysis are provided within the report.

The USTs and all piping were transported to Airport Auto Wrecking on Highway 3 S, Port
Orchard, Washington for determination of fate. One UST will be transported by CES to Hansen
Farms in Milton-Freewater, Oregon for use as a trailer mounted diesel tank. CES will supervise
the disposition of this tanks future use and shall assure proper identification of the tank for future
use. The remaining tank and all piping was cut up for metal recycling.
Concrete debris from this project was transported to Kitsap Reclamation in Bremerton for
recycling. Backfill for the excavation was supplied by Kitsap Reclamation in Bremerton.
All soil samples were analyzed for levels of total petroleum hydrocarbons (TPH). All results of
laboratory tests concluded levels of TPH to be non-detect. Based upon the results of the
analytical testing (non-detect) it is in the opinion of Cascade Environmental Service Inc. that no
further action is necessary at this site in regards to decommissioning of the subject UST.

UST SYSTEM DATA (cont.)

No hold-downs or deadman anchoring used at this installation.
* History of compliance and performance;
Tanks were registered with DOE and in compliance. Historical records
showed problem with water in the diesel UST but no history of product
loss.
SOIL CHARACTERISTICS
Native soils, clayey gravels, (gravels sand clay mixtures), surrounding the tank and
piping, clay layer encountered approximately 60" BGS on S side of excavation and
clay encountered directly below UST.
ANY APPARENT GROUNDWATER IN THE TANK EXCAVATION
No groundwater encountered during excavation.
BRIEF DESCRIPTION OF SURROUNDING LAND USE
This site is located approximately 1/2 mile north of Belfair on the east side of the Old
Belfair Highway. The surrounding land use is rural homes and farms. Approximately
1/3 mile west of this site is the Union River which flows into Hood Canal. Medium to
heavy density wooded land immediately adjoins the site to the east and on the east half
of the south side. There are no known wetlands within the immediate proximity to the
site.
SUMMARY OF FIELD SAMPLING ACTIVITIES CONDUCTED
There were a total of ten soil samples collected from this site. Sample# 7998-1 was
collected from 1 foot below grade surface(BGS)beneath the distribution pumps.
Sample#7998-2 was collected at the midway point half way between the gasoline
distribution pump and the gasoline UST at 24" BGS beneath the gasoline supply line.
Sample # 7998-3 was collected from a level of 55" BGS from the north wall of the
excavation at the midway point of the gasoline UST. Upon removing the gasoline
UST from the excavation, Sample# 7998-4 was collected from directly beneath the
bottom midway point of the UST. This sample was collected at a depth of 95" which
equates to 6" below the bottom of the gasoline UST. The next sample collected was #
7998-5. This sample was collected from beneath the midway point of the diesel supply
line at a depth of 24" BGS. Sample# 7998-6 was collected following the removal of
the diesel UST from beneath the midway point of the UST at a depth of 97" which
equated to 8" below the bottom of the UST. The final sample from the excavation
was collected from the UST midway point of the south wall at a depth of 56" BGS.

The remaining samples, 7998-8, 7998-9, and 7998-10 were all collected from the
excavation stockpiled soil. The stockpile soil samples were collected as composite
samples to assure proper characterization of the stockpiled soils. All samples were
collected utilizing a 3" hand auger. All soil sampling instruments were decontaminated
between samples using industry standard guidelines. Samples were transported to the
analytical laboratory in laboratory furnished sampling jars. All samples were placed in
a chilled cooler, packed with ice and shipped to the laboratory for analysis.
