X 2) Storm drainage facilities shall be separate from sewage disposal transport facilities and include provisions to prevent uncontrolled and untreated direct entry of surface water runoff into receiving waters. Storm drainage facilities shall include, but not be restricted to vegetated swales, retention ponds and artificial and natural wetlands PROVIDED no adverse impacts to the receiving wetlands would occur and shall be subject to Mason County approval. X 3) Storm drainage facilities are required by the County for residential development projects. Facilities shall include, but not be restricted to vegetated swales, retention ponds and use of artificial or natural wetlands PROVIDED no adverse impacts to the receiving wetlands would occur and are subject to Mason County approval.X �� -.a , 4) Residential developers and individuals shall be required to control erosion during construction. Removal of vegetation should be minim1zgd and any areas disturbed should be restored to prevent erosion and other environmental impacts.X V- 5) Water quality is not to be degraded to the detriment of the aquatic environment as a result of this project. X 6) Emergency veh icle apparatus access roads shall conform with the requirements of the Uniform Fire Code and Mason County Title 16. If the access road cannot conform, special conditions will be placed on any building permit issued on property that is served by a non-conforming access road. Contact the Mason County Fire Marshal for details. 7) All future development of the proposed site will be subject to the conditions that are listed. PAC WO# 00-008 SUBJ: Grading Plan Review NAME: Jack Johnson GRD2000-00001 A plan sheet for Jack Johnson's proposed car wash access has been received and reviewed by Public Works. Three issues come to my attention. (1) The access as it presently exists appears to serve a single family residence. A Washington State Department of Transportation access permit should be acquired by the applicant for a change to a multi use or commercial access. (2) The earthwork quantity shown on the plan sheet has a 1 foot thick surfacing volume subtracted from the total volume to finished grade. No cross section of the road has been provided to indicate the character of the surfacing. Mason County's grading ordinance makes no distinction in the character of graded material, so there is no justification for subtracting the surfacing from the total grading volume. Placement of fill material should not proceed until the receiving ground has been cleared of unsuiteable materials. Clearing of the fill receiving area could add an additional volume to the proposed grading that is not addressed on the plan sheet. Without additional information, it appears the grading will involve at least 750 to 800 cubic yards of material or more. (3) The site plan does not indicate the character of the area to be filled, whether it is bare gravel,brush, or treed. The character of the proposed surfacing is not indicated, but with the development of the site as a car wash and other commercial uses, it might be assumed that the surfacing is intended to be asphalt cement concrete (1 foot thick!). The conversion of 5,000 square feet or more of surface to imperviousness requires a Large Parcel Stormwater Site Plan to be developed, which includes a Permanent Water Quality Control Plan, and a temporary Erosion and Sediment control plan. Any kind of grading activity should require at least a small parcel E&S Plan which protects adjacent neighboring properties from silt and mud migration. Stormwater planning and designing needs to conform to the Puget Sound Water Quality Authority's requirements which can be found in Chapter I-2 of Ecology's Stormwater Management Manual for the Puget Sound Basin. A permit should not be issued until these issues have been addressed by the applicant.
