Dear Mr.Neff.
Thank you for the opportunity to comment on the mitigated determination of nonsignificance to
grade and fill 25,940 cubic yards of material to install culverts,catch basins, storm retention facility,
a car wash and 800 square feet of retail(Case No. SEP2000-00065)located on SR-3 in Belfair as
proposed by Jack Johnson. Although the following comments will arrive after the comment period,
Ecology would appreciate your forwarding these comments to the applicant to ensure coverage under
required permits. Also,this letter should help the applicant develop a proposal that includes
precautions that will help protect water quality. Ecology appreciates your consideration of this
request and apologizes for the late response.
Water Quality 1:
Proponent must identify the gravel pit. If the pit is not covered by the Sand&Gravel General
Permit,the applicant shall contact Scott Morrison to ensure the gravel pit is considered for coverage
by submitting an Application for Coverage.
Water Quality 2:
After completion of this project,there is a likelihood that stormwater runoff will contain increased
levels of grease,oils, sediment, and other debris. It is recommended that stormwater treatment
devices be installed so that any discharge will be appropriately treated to remove these substances.
Dumpsters and refuse collection containers must be leak free with close fitting covers. The drainage
for refuse containers and dumpster areas adjacent to or over the water must be connected to the
sanitary sewer or otherwise designed to prevent leachate from being discharged to surface waters.
On-site septic tank and drainfield systems are designed to treat and dispose of domestic wastewater
or its equivalent only. Commercial and industrial operations discharging wastes other than domestic
wastewater to on-site systems may result in ground water contamination and could cause the facility
owner or operator to incur severe liabilities.
Coverage under the General Baseline Stormwater Water Permit is required for construction sites
greater than five acres.

For protection of aquatic resources within the immediate area, an on-site sewage system operation
and maintenance program should be developed and implemented.
Commercial/recreational shellfish beds are located within this immediate drainage basin. To
preserve these resources all conditions of required permits should be strictly adhered to.

Attached please find two copies of an amendment to the Stormwater Site Plan(SSP)prepared for
Jack Johnson's proposed Belfair Car Wash and Laundromat project in Belfair. The amendment
changes the primary stormwater control from attenuation to retention.
The amended proposal includes a second stormwater pond that is sized (approx 60' x 60')to
retain stormwater runoff from the developed site after it has received treatment as required by
Ecology. The first pond, which provides flow attenuation, is not dimensioned on the plan sheets,
but needs to be constructed with roughly 4,700 square feet of floor area, with no steeper than 3:1
(H:V) sideslopes. Similarly, the infiltration pond sideslopes should be constructed no steeper
than 3:1, and needs to be constructed with a minimum top width of 6' instead of the 3' width
indicated on the plan sheets.
An issue overlooked in this department's first review of this project is the creation of a new
access to the Roy Boad Road on the westerly side of the Johnson property. One or two accesses
currently exist off of the Roy Boad Road, but neither one has ever been approved as a
commercial access. The proponent should contact Charell Holcomb ((360)427-9670 ext 450)
regarding making application to Public Works for a commercial access.
The cover letter accompanying the amendment indicates that the O&M Covenant is being
created. I feel this proposal can be allowed to proceed with the changes promoted in the
amendment, and request that Public Works be notified upon completion of the proposed
stormwater control features so that an inspection and acceptance of them can be made.

CONDITIONS OF THIS DETERMINATION
1) A Stormwater Site Plan (SSP)will be created and implemented prior to development, clearing, grading, or
construction of any portion of the proposed segregation. X
2) Storm drainage facilities shall be separate from sewage disposal transport facilities and include provisions to
prevent uncontrolled and untreated direct entry of surface water runoff into receiving waters. Storm drainage
facilities shall include, but not be restricted to vegetated swales, retention ponds and artificial and natural
wetlands PROVIDED no adverse impacts to the receiving wetlands would occur and shall be subject to Mason
County approval. X
3) Residential developers and individuals shall be required to control erosion during construction. Removal of
vegetation should be minimized and any areas disturbed should be restored to prevent erosion and other

treated and discharged to subsurface chambers per the Department of Ecology guidelines
for vehicle and equipment wastewater discharges:

The completed project's sewage treatment needs will be met by an onsite septic systems.
Design is currently in progress for a laundromat 6,000--gpd waste treatment system and a
separate treatment system for the restaurant/deli wash. The restaurant waste will be
pre-treated with"Nibler"treatment system prior to subsurface discharge using low
pressure distribution.The car wash proposes to reusra large majority of its water to cut
back on water use and discharge. Water overflow and water that is not reused from the
carwash will be piped to an infiltration chamber,which will provide a discharge and
treatment location for the wastewater created by the cxrwasb.
c. Water Rua-off(including storm water):
1) Describe the source of tun-off(including stoma water)and method of collection and disposal,if
any(include quantities,if known). Where will this water flow? Will this water flow into other
waters? If so,describe.
Run-off from upstream area pass through the project site. The majority of up-stream flow
entering the site will be intercepted and piped through,or Around the site and discharged
downstream beyond the main project area. Run-off created by new impervious surfaces
will be collected and directed to a detention pond,via a system of pipes and catch-basins.
Overflow from the detention pond will flow into a bio-swale and then flow through the bio-
swaie and continue downstream beyond the project area.
2) Could waste materials enter ground or surface waters? if so,generally describe.
Pollutants such as automotive fluid drips from vehicles visiting and using the services at the
completed project may enter into stormwater run-off..Additionally,detergents and soaps
used in the laundry mat and at the carw.ash may enter groundwater if not treated property.
As well,the sewage from the project could enter ground water if not collected and treated
properly in the ou-site septic system.
d. Proposed measures to reduce or control surface,ground,and run-off water impacts,if any:
Proper treatment of overflow and unused water from the carwash as part Of infiltration
chamber to avoid groundwater impacts.

The proposed project will access directly onto State Route 3 with secondary access to Road
