PAC-WO# 00-029 SUBJ: Gradiniz Plan Review NAME: Jack Johnson GRD2000-00007 A grading plan prepared for Jack Johnson's proposed car wash/laundromat in Belfair has been received and reviewed by Public Works. During the review, the project engineer was contacted, and requested to provide an estimate of the amount of the proposed grading along with an explanation as to how the quantity was arrived at. Attached please find a copy of the engineer's response to my request for the additional information. The information indicates that the project will entail approximately 2,048 cubic yards of excavation (cut), and 25,939 cubic yards of borrow (fill). Since the excavated material is intended to be used to provide part of the fill required for the site, I agree with the project engineer's approach of claiming the amount of fill (25,940 C.Y.) as the total site grading quantity, which should be the basis for establishing permit fee amounts. The grading plan sheets include stormwater control features, which appear to be conceptually acceptable, but a formal Permanent Stormwater Quality Control Plan (PSQC) still needs to be developed for the completed site. The Erosion and Sediment (E&S) Control details included in the grading plan appear acceptable as the E&S element of a Stormwater Site Plan, but without PSQC Plan, stormwater planning is only partially finished. Guidance for completing the PSQC Plan can be found in Ecology's Technical Manual in Chapter I-3. An additional requirement of Public Works' approval of SSPs is the creation, recording,and delivery of an Operation and Maintenance (O&M) Covenant to Public Works. This requirement is expected to be fulfilled prior to completion of the site's development and final approval. Though I consider the grading features well presented and complete, a Stormwater Site Plan has been requested (Pub Wrks IDCs dated 1/26/00 & 3/24/00) and is still needed to be developed for this property before clearing and construction proceeds. Since the proposed grading includes construction of most of the proposed stormwater control features, the PSQC Plan should be completed, reviewed and approved before construction proceeds. DCD WO#00004 SUBJ: Stormwater Site Plan Review NAME: Jack Johnson Carwash 2 SR3 Belfair GRD2000-00007,PRJ2000-00149, SEP2000-00065 Attached please find two copies of the Stormwater Site Plan(SSP)prepared for Jack Johnson's proposed Belfair Car Wash and Laundromat project in Belfair. This plan was required under the original SEPA determinations for the site, and was one of the projects being handled by Randy Neff. The SSP in my opinion conforms with Puget Sound Water Quality Authority BMPs, and I feel is acceptable with three issues left to be addressed. Plan sheet 3 of the plans shows the discharge structure which meters the water quality storm into the project's proposed bioswale treatment ditch. The orifice size has been specified, but its location is not shown on the plan. The detail for catch basin#13 which houses the discharge controls should show the location of the orifice. The second issue, which is a little more involved, is the collection of all runoff from the project itself and upland discharges which are conveyed to the property. The discharges from most of the basin which this project is located in, are proposed to be discharged from the property at a single location which is proposed to be a 24" culvert installed beneath the Roy Boad Road. Presently, these combined flows are conveyed in sheet flow and interflow(below ground) courses,with their ultimate destination a wetland area to the west of the property. The proposed discharge would deliver the concentrated flow to a private property lying between the Roy Boad Road and the wetland which lies easterly from the Old Belfair Highway. The property which would receive this.runoff, I believe is owned by Mr. Joseph Pedeferri, who also owns the parcel of property lying immediately north of the subject parcel. The change in flow regime may be allowable if this project's proponent(Mr. Johnson) can procure approval and possibly an easement from Mr. Pediferri. I believe such a solution would be beneficial to everyone involved, but it is not this department's responsibility to provide or procure such easements for private undertakings. The proposed SSP could be considered acceptable to Public Works if the required easement could be procured. Without the easement, the SSP will need to be revised to provide after project discharges and locations closer to what presently exists without the proposed project. Mason County employs an Operation and Maintenance Covenant requirement to address the ongoing operation and maintenance of privately owned and operated stormwater control facilities. I will forward a copy of the O&M Covenant form to American Engineering Corporation. The form is required to be completed, signed, notarized, recorded with Mason County's Auditor's office, and a copy of the recorded covenant delivered to Public Works for monitoring and administration. I've contacted Einar Gundersen at American Engineering Corporation to discuss these issues. Once these issues have been satisfactorily addressed, I will be able to express completion of the SSP for this proposal. The SSP does not contain any information pertaining to the car wash facility or laundromat, so I am assuming discharges from the restaurant, laundromat, and car wash are being reviewed by the County's Environmental Health Department.
