Box 578 Shelton, Washington 98584 (206) 427 9670 Re: Environmental Impact Checklist comments concerning the Ace Paving Co. Commercial Site in Belfair Washington Mason County Public Works Engineering review of the Environmental Impact Checklist for the above referenced facility raises the following concerns; (1) On page 3 of the EIC item B-1(e) the proponent declares that approximately 8000 cy will be balanced on site. Analysis of the cross sections provided by MAP LTD (Mark Eisses, P.E.) indicate that. approximately 16,000 cy of fill and 72,000 cy of excavation will be required to achieve the proposed topography. (2) On page 3 of the EIC item B-1(f) the proponent declares that erosion could occur as a result of clearing, construction or use. The proponent continues and states that "an erosion control plan has been proposed which includes silt ponds, etc." The property in it's current existing condition is nearly entirely denuded of vegetation and discharges unmitigated stormwater into state and county conveyances. The result has been increased ditch flows and overtopping of conveyances in some locations. A permanent stormwater plan should be prepared and incorporated into the proposed grading plan that addresses water quantity as well as water quality. A plan meeting Puget Sound Water Quality Authority Downstream Erosion Control Standards would help alleviate the stormwater impact this site is imposing on downstream receiving properties. Under Puget Sound Water Quality Authority Downstream Erosion Control Standards, the proponent would be required to reduce the developed property's 2 yr 24 hour stormwater release to half the runoff generated by the site in a forested condition and the proponent would be allowed to match the pre-development runoffs for the 10 through 100 year 24 hour events based on forested lands.
