Jason,
I've reviewed the proposed grading and erosion control plan for ACE Paving
Company's planed re-grading of their Belfair commercial site and though I
dislike the extent of their proposed stormwater detention facilities, I have
difficulty faulting their proposal . Computational analysis of the site reveals
that because the site is already clear of trees and appreciable brush or
ground cover, the affect of after development stormwater run-off is nearly
negligible. The proposed detention facility provides adequate capacity to
address PSWQA water quality standards for detention and infiltration.
If the existing condition of the property was considered to be young or medium
aged second growth timber and underbrush, the detention volume would have to
be substantially greater. This greater detention capacity would be beneficial
to the community of Belfair inasmuch as there currently exist problems
directly downstream from this site that are aggravated by the run-off being
shed from this site and other properties in the immediate vicinity.
There appears to be little justification for encouraging infiltration in the
Belfair area because of a high groundwater table and detention is the BMP
which most directly addresses the existing surface water run-off problem in
Belfair.
