Dear Sirs: After a recent review of this proposal by county engineering staff it was determined that further hydrologic study is needed. Page 4, Item 4 of the SEPA checklist states that no surface water will be diverted. The site in its present condition appears to be the recipient and final destination of runoff from the State's drainage and there is no indication that any of the water reaching the property leaves the property except by infiltration. The proposal intends to "tight-line " the State' run-off across the property and deliver it at a new elevation that would not be attainable in the sites existing condition without impounding a large quantity of water before spilling any over to the 80' elevation. This proposal has potential for adversely impacting the properties between it and the Union River or Hood Canal and further hydrologic and hydraulic investigation of this proposals' impacts is necessary. _ Please submit a drainage report which adequately addresses all these issues.
