The attached Status Report (04/03/01) summarizes the changes. The increase in import material is attributed to the following reasons: ■ The undulating existing topography made estimation of the original earthwork quantities difficult. The actual excavation is running less than anticipated. It appears that additional yardage will be required to complete the grading as designed. ■ The compaction factor used in the initial grading calculations was not conservative enough. The on-site and imported materials are compacting more than anticipated, requiring additional import to meet the design grades. The recently completed storm sewer trunk line will allow commencement of the final fill in the northeast corner of the site. Eventually this will negate the need for the north sediment trap, since site runoff can be directed southerly as the area comes up to grade. To import 40,000 cubic yards from a project at a WDOT job site near Port Orchard. 2. Approximately 10,000 to 25,000 cubic yards of the total 40,000 cubic yards will be "stock-piled" at the Corbet site, for eventual transfer to another site, for which you have a separate grading permit. That will result in a net quantity of fill from the WDOT site to the Corbet site of between 15,000 and 30,000 cubic yards. Your request is approved, with the following conditions(s): 1. At the completion of the import of the fill from the WDOT site to the Corbet site, we are requesting that you arrange for a site inspection by the Mason County Planning Department and the Mason County Public Works Department, for the purpose of assessing the total fill brought to the site under Grading Permit GRD95-0033. 2. Tahja MASONOUNTY PUBLIC WORKS DIRECTOR COUNTY ROAD ENGINEER Shelton, Washington 98584 DATE: June 30, 1995 INTER-DEPARTMENTAL COMMUNICATIONS TO: ALLAN BORDEN, Planner - DCD FROM: RICH GEIGER, Office Tech. - PW SUBJ: GRADING PERMIT APPLICATION, CORBIT SITE, JACK & STEVE JOHNSON I have reviewed the drainage report prepared by Olympic Engineering, have visited this site, and have collected and analyzed soil samples from the proposed infiltration pond sites . It is my opinion that the drainage plans for Basin A (Southern end) and Basin C (middle of site) are adequate. Basin B at the Northern end of the site deserved detailed analysis for the following reasons : - This basin drains directly onto an adjacent lot which is the location of a gravel pit operation. There is risk of property damage and personal injury should the proposed design fail . - The design includes the construction of an earthen embankment which will retain a storm pond reaching over 2 ' in depth. - The infiltration pond design is based on the native, sandy soil which should reach a infiltration rate of 0.34 feet per hour. The specific findings of the site visit are as follows : - The surface soil at the infiltration pond location is highly cohesive and tests show the presence of clay. The subsurface soil at an approximate 3 ' depth is a sandy soil which should easily provide the design infiltration rate. - There is evidence of an old septic system in the infiltration pond area. My recommendations for this permit application are as follows: - The landowner should enter into a standard Operation and Maintenance agreement with Mason County (attached) for all storm water systems included in this application. - The land owner should certify whether or not septic systems are under any of the proposed infiltration pond areas (especially in Basin B) . If any system is present and is abandoned, the holding tank should either be pumped and removed - or - filled with soil before construction of the infiltration pond. If any septic system is present and will not be abandoned, then this office and environmental health should be notified. - The storm water infiltration system for Basin B should be constructed and inspected before commencing clearing and grubbing operations in that basin . In addition, a silt fence should be erected along the Northern edge of Basin B to prevent excavation sediment from flowing out of the site. Both the Basin B infiltration pond and the silt fence should be inspected and approved by the Mason County Hydraulic Engineer or his designated representative. - The design for drainage basins A and C (Southern and Middle) should be accepted. - The design for the Northern basin, Basin B, should be accepted with the following conditions: 1 . The cohesive surface soil should be stripped to expose the sandy soil layer. I would recommend pushing this material from South to North and using it for the embankment material , as it is a better for this purpose than the sandy material . 2. The land owner should be given the option of building the embankment as designed or excavating an suitably-sized infiltration pond. Should the land owner chose to build a water-retaining embankment, the design engineer should do the following: - Size the embankment per DOE guidelines (6 ' top berm for a pond depth up to 3 ' , and a 12 ' top for depths over 3 ' ) . - Provide a soil analysis of the embankment material which show resistance to hydraulic displacement and resistance to saturated liquefaction due to seismic activity - or - incorporate an impermeable layer (e.g. geomembrane) into the embankment design to prevent embankment saturation . Should the land owner elect to excavate an infiltration pond, the above requirements would be waived if the pond is deep enough and has adequate volume to eliminate the need for a water-retaining embankment. If at any time Mason County reasonably determines that maintenance or repair work is required to be done to the existing, approved storm drainage facilities installed on the property described above and located outside of any public right-of-way (which will mean repair and or clean out of the existing system only to the same standards as originally installed and approved) , the Director of the Department of Public Works shall give the current owners seven days notice that the County intends to perform such maintenance or repairs, or to have them performed by others. If the current owners have not completed or are not diligently pursuing the repair or maintenance of the system and it becomes necessary for Mason County to perform the work, the current owners will assume responsibility for the cost of such maintenance or repair and will reimburse the County within thirty days of receipt of the invoice. Overdue payments will require payment of interest at the current legal rate for liquidated judgments, and any costs or fees incurred by the County, should any legal action be required to collect such payments, will be borne by the parties responsible for said reimbursements. 2 . If at any time Mason County reasonably determines that the existing and approved storm drainage system on the property poses a hazard to life and limb, or endangers property, or adversely affects the safety and operations of a public way, due to failure, damage or non-maintenance of the existing on-site storm system, and that the situation is so adverse as to preclude written notice to said owners, the Director of the Department of Public Works may take the measures necessary to eliminate the hazardous situation (which will mean repair or clean out of the existing system only to the same standards as originally installed and approved) provided the Director has first made a reasonable effort to locate said owner before acting.
