PROJECT DESCRIPTION AND PRELIMINARY DETERMI ATION. R.J. Scuffy Construction
proposes to establish and operate a new asphalt plant a 24943 Highway 3 in Mason County. The
proposed asphalt plant will emit minor quantities of air pollu ants including oxides of nitrogen,
carbon monoxide, particulate matter, sulfur dioxide, and hazardous air pollutants. ORCAA
completed a preliminary review of air quality implications from the proposed asphalt plant, and
has determined that emissions and air quality impacts from the proposed plant will likely comply
with applicable air regulations and standards. On this basis, ORCAA's Preliminary Determination
is to approve R.J Scuffy's NOC application.
DETERMINATION OF NONSIGNIFICANCE: After review of a completed environmental checklist
for the proposed asphalt plant, ORCAA has determined this proposed plant will not have a
probable significant adverse impact on the environment. Based on this finding, ORCAA has
issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules
(Chapter 197-11 WAC).
PUBLIC HEARING NOTICE: On April 9, 2003, commencing at 10:00 am at ORCAA's office in
Olympia, a formal public hearing will be conducted by the ORCAA Board of Directors to hear
testimony regarding air quality implications of the proposed asphalt plant.
AVAILABILITY OF DOCUMENTS AND PUBLIC COMMENTS: Copies of the Preliminary
Determination, DNS, environmental checklist and the NOC application are on file and available
for review at ORCAA's office in Olympia, and at the North Mason Timberland Library at 23081
State Route 3 in Belfair. The Preliminary Determination and DNS are also accessible via
ORCAA's home page at http.lAvww.orcaa.org. Comments on this case may be submitted to
ORCAA in writing at the above stated address, or may be e-mailed to ORCAA at the address
mark �orcaa.org. Comments will be accepted up through the public hearing on April 9, 2003.

DETERMINATION OF NONSIGNIFICANCE (DNS)
Description of Proposal: Establish and operate a new asphalt plant at 24943 Highway 3 in Mason County. The
proposed location is a 47-acre site zoned industrial by Mason County. The proposed asphalt plant is a new
drum mix plant manufactured by Al-Mix(model number 6626). The plant is capable of producing asphalt up to
140 tons per hour and will include a 35 ton storage silo. Both the dryer and the asphalt heater will burn diesel
fuel. The plant will also include a 250 KW Caterpillar diesel generator set for plant electricity needs. The plant
will be equipped with a baghouse as the primary control device for particulate emissions from the drum dryer.
The plant is not equipped to incorporate recycled asphalt feedstock.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement(EIS)is not required under RCW 43.12C.030(2)(c).
This decision was made after review of a completed environmental checklist and other information on file with
the lead agency. This information is available to the public upon request.
