as depicted and described in this proposal.

11. Give a brief, complete description of your proposal, including the proposed uses and the size
of the project and site. There are several questions later in this checklist that ask you to
describe certain aspects of your proposal. You do not need to repeat those answers on this

The proposed development consists of clearing and grading, construction of a gravel
ingress and egress road, a piped storm drainage system, a storm water infiltration
system, industrial fabrication and lay down area for concrete precast products, and a
new potable water well. At this stage of development of the 4.99 acre site
development will include 0.7 acres of gravel road, 0.38 acres of gravel covered,
product staging and storage area, and 0.27 acres of product development area (this
area includes a 10' wide by 120' long concrete fabrication pad). The remainder of the
site will be graded and hydroseeded to await future development. Water supply will
be by potable water well on site that has yet to be drilled.
Additional permits will be applied for when development proposals are developed for
the remainder of the site. The site, grading and temporary erosion and sedimentation
control drawings are included with this submittal.
12. What is the location of the proposal? Give sufficient information for a person to understand the
precise location of your proposed project including a street address, if any, and section,
township, and range, if known. If a proposal would occur over a range of area, provide the
range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and
topographic map, if reasonably available. While you should submit any plans required by the
agency, you are not required to duplicate maps or detailed plans submitted with any permit
applications related to this checklist. The project is located north of Belfair Washington,
Section 20, Township 23, Range 1 W in Mason County off Log Yard Road NE. A
topography and Vicinity map are included with the submittals.
B. ENVIRONMENTAL ELEMENTS:
1. EARTH:
a. General description of the site (circle one): 4.99 acres of flat, rolling, hilly, steep slopes,
mountainous, other A topography and Vicinity map are included with the submittals. The
average grade of the existing site is approximately 4%.
b. What is the steepest slope on the site (approximate percent slope)? 5%
C. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)?
If you know the classification of agricultural soils, specify them and note any prime farmland.
The existing soils are Alderwood Gravelly Sandy Loam per the Mason County SCS Soils
Survey. There is approximately 3 feet of weathered sands and gravels over hard pan.
There is no standing water on the site. The site has been cleared but before the land
was cleared the ground cover was small second growth trees and brush. The soils were
classified as Type C
d. Are there surface indications or history of unstable soils in the immediate vicinity: If so,
describe. No
e. Describe the purpose, type, and approximate quantities of any filling or grading proposed.
Indicate source of fill. The cut and fill quantities will be 7,200 CY. The site will be balance
graded. There will be no import or export of soils from the site. However, approximately 1624
CY of gravel and crushed rock will be imported for the gravel roadway. 305 CY of gravel will be
imported for the precast concrete product storage and lay down area, 220 CY of gravel will be
imported for the precast products fabrication area.
f. Could erosion occur as a result of clearing, construction, or use: If so, generally describe. No
—the site if relatively flat.
g. About what percent of the site will be covered with impervious surfaces after project
constructions (for example, asphalt or buildings)? Only 1,200 sq. ft of the site will be
impervious if the gravel lay down areas and fabrication areas are excluded.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: An
erosion control and drainage plan has been prepared and included with this SEPA
Checklist for review.
2. AIR:
a. What types of emissions to the air would result from the proposal (i.e. dust, automobile, odors,
industrial wood smoke) during construction and when the project is completed? If any,
generally describe and give approximate quantities, if known. There will be some dust from
the gravel road — it will controlled by watering down the road during the summer use.
The only other emissions from the site will be those related to auto and truck traffic. The
only traffic to access the site will be the 5 person crew and approximately 10 concrete
trucks a day.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,
generally describe. No
C. Proposed measures to reduce or control emissions or other impacts to air, if any: Use a water
truck to reduce any dust from the gravel road if dust becomes a problem.
3 WATER:
a. Surface:
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe
type and provide names. If appropriate, state what stream or river it flows into. No
2) Will the project require any work over, in, or adjacent to (within 200 feet) the described

a 5000 gallon per day well to provide potable water to the site. Very little water will
be used for the precasting operation. Concrete is trucked in. Water is used on site
to clean tools and for drinking.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example; domestic sewage, industrial, containing the following
chemicals..., agricultural, etc.). Describe the general size of the system, the number of
such systems, the number of houses to be served (if applicable), or the number of
animals or humans the system(s) are expected to serve. None. Sanicans will be used
for crew toilets.
C. Water runoff(including storm water):
1) Describe the source of runoff(including storm water) and method of collection and
disposal, if any (include quantities, if known). Where will this water flow? Will this flow
into other waters? If so, describe. See the drainage report included with this ECL.
2) Could waste materials enter ground or surface waters: If so, generally describe. No

12" organic layer of top soil will be left intact to treat storm water before it infiltrates into

manufacturing, etc. No permanent buildings are planned at this time. There will be work
trailer. Power will be required to run tools and provide lighting and heat for the on site
work trailer.
b. Would your project affect the potential use of solar energy by adjacent properties: If so,

equipment, operation, other)? There is very little noise associated with the
precasting operation. Concrete trucks and concrete vibrators are the most
common.

short-term or a long-term basis (for example: traffic, construction, operation, other)?
Indicate what hour's noise would come from the site. Working hours are normally
from 7AM to 6 PM. The area is industrial and the site is surrounded by industrial
uses. There are no residences nearby.

DRAINAGE REPORT

EXISTING CONDITIONS

Yard Road NE. A topography and Vicinity map are included with the submittals. The average grade of the

PROPOSED DEVELOPMENT
The proposed development consists of clearing and grading, construction of a gravel ingress and egress road, a
piped storm drainage system, a storm water infiltration system, industrial fabrication and lay down area for
concrete precast products, and a new potable water well. At this stage of development of the 4.99 acre site
development will include 0.7 acres of gravel road, 0.38 acres of gravel covered, product staging and storage area,
and 0.27 acres of product development area(this area includes a 10' wide by 120' long concrete fabrication pad).
The remainder of the site will be graded and hydroseeded to await future development. Water supply will be by
potable water well on site that has yet to be drilled.
Additional permits will be applied for when development proposals are developed for the remainder of the site.
The site, grading and temporary erosion and sedimentation control drawings are included with this submittal.
DESIGN PARAMETERS
Design Storm
6-month: 2.1 inches, 2 year: 3.5 inches, 10 year: 5.0 inches, and 100 year: 6.5 inches
• The existing onsite soils are Class C soils and were assigned a uniform CN number of 81 with an assumed
time of concentration of 10 minutes.
• Post developed soils were assigned a composite CN number of 89 with a proposed time of concentration of
10 minutes.
• Post developed storm water will be directed to a piped storm drainage system and then to a 5.5-foot deep
infiltration facility located in the far southern corner of the site (the natural low area). Infiltration will be
through native sandy, gravelly soils with a 12"+top layer of organics that has an infiltration rate of 1-inch
per hour(conservatively estimated). The volume of the drainage basin is such that it will retain the post
developed 100-year storm event for the current development of the site at a pond elevation of 331.91 feet,
or 0.5 feet below the overflow weir. The site of the proposed drainage infiltration pond has been cleared
but will be otherwise left undisturbed so as to optimize water quality treatment by the organic top layer of
soil.
• Most of the post developed storm water will be directed to the infiltration system. Areas not directed to the
facility are considered bypass. The total bypass discharge is less than the allowable 2, 10, and 100-year
predeveloped discharge.
DOWNSTREAM ALALYSIS
A downstream analysis was not required at this stage of development of the site due to the excessive capacity of
the proposed infiltration facility. The infiltration facility was designed to allow the 100-year storm event to
infiltration into the existing soils.
EROSION CONTROL
Erosion will be controlled during construction by the use of silt fences, construction entrance and if necessary,
sedimentation ponds as required with the State's Best Management Practices. An erosion control drawing is
included with the submittal.
HYDRAULIC COMPUTATIONS
The latest version of the Engenious Systems Storm Shed 2G was used to analyze the existing and proposed
conditions and to size the infiltration facility. The results of the computer analysis are included in this report.
