The precast work will be accomplished on a 120 foot long by 10 wide concrete slab. Concrete is brought to the site by concrete mixer trucks.There is no concrete batch plant on site. Quantities of materials are: May through October-, 16 CY of premixed concrete a day, 5 days a week:November through April, 10 CY of premixed concrete a day for 5 days a week. Work on site is terminated during heavy rainfall. There is potential contamination of storm water from the wash down of the delivery shuts and,other external parts on the concrete trucks and the wash down of the precast forms and tools. There will be trucks and fork lifts on the site which creates the potential for fuel and oil spills from heavy equipment. The trucks will back up to the South end of the precast slab to wash down. The wash down water will be conveyed to a lined sedimentation pond via the storm water conveyance piping. The sedimentation pond will be 70 feet long, 10 feet wide at the bottom, and have 2:1 side slopes. The pond will be lined with a 30 mil PVC pond liner. 6"of gravel will be placed over the liner to protect the bottom. Water depth in the pond will be 4 feet. The sedimentation pond will overflow to an infiltration pond that is designed to infiltrate storm water runoff from a 24 hour, 100 year recurrence interval storm. The native soils will be left in place in the infiltration pond. The storm water will infiltrate through 3 feet of organic soils(with vegetation) to a hard pan layer. Potential contaminants: High PH from the cement in the concrete wash down, dissolved solids from the cement, sand, and gravel used in the concrete mix. PH of outflow should be above 6.5 and below 8.5.Total Dissolved solids of outflow should be below 500 mg per liter. Visible Oil Sheen—none. Monitoring Plan: Monitor the outflow from the sediment pond: Measure PH on a monthly basis. Total Dissolved Solids--monthly basis. July 19, 2005 EXISTING CONDITIONS The project is located north of Belfair Washington, Section 20, Township 23, Range 1 W in Mason County off Log Yard Road NE. A topography and Vicinity map are included with the submittals. The average grade of the existing site is approximately 4%. The existing soils are Alderwoo4 Gravelly Sandy Loam per the Mason County SCS Soils Survey. There is approximately 3 feet of weathered sands and gravels over hard pan. There is no standing water on the site. The site has been cleared but before the land was cleared the ground cover was small second growth trees and brush. The soils were classified as Type C. PROPOSED DEVELOPMENT The.proposed development consists of clearing and grading, construction of a gravel ingress and egress road, a piped storm drainage system,a storm water infiltration system, industrial fabrication and lay down area for concrete precast products, and a new potable water well. At this stage of development of the 4.99 acre site development will include 0.7 acres of gravel road,0.38 acres of gravel covered,product staging and storage area, and 0.27 acres of product development area(this area includes a 10' wide by 120' long concrete fabrication pad). The remainder of the site will be graded and hydroseeded to await future development. Water supply will be by potable water well on site that has yet to be drilled. Additional permits will be applied for when development proposals are developed for the remainder of the site. The site, grading and temporary erosion and sedimentation control drawings are included with this submittal. DESIGN PARAMETERS Design Storm 6-rnonth: 2.1 inches, 2 year: 3.5 inches, 10 year: 5.0 inches, and 100 year: 6.5 inches • The existing onsite soils are Class C soils and were assigned a uniform CN number of 81 with an assumed time of concentration of 10 minutes. • Post developed soils were assigned a composite CN number of 89 with a proposed time of concentration of I0 minutes. • Post developed storm water will be directed to a piped storm drainage system and then to a 5.5-foot deep infiltration facility located in the far southern corner of the site (the natural low area). Infiltration will be through native sandy,gravelly soils with a 12"+top layer of organics that has an infiltration rate of 1-inch per hour(conservatively estimated). The volume of the drainage basin is such that it will retain the post developed 100-year storm event for the current development of the site at a pond elevation of 331.91 feet, or 0.5 feet below the overflow weir. The site of the proposed drainage infiltration pond has been cleared but will be otherwise left undisturbed so as to optimize water quality treatment by the organic top layer of soil. • Most of the post developed storm water will be directed to the infiltration system. Areas not directed to the facility are considered bypass. The total bypass discharge is less than the allowable 2, 10, and 100-year predeveloped discharge. 07/29/2005 08 : 15 FAX 3602773187 ESA Z008/012 • Pretreatment will be required in the form of a settling basin. BMP T6.10 was used.The volume of the basin is 30% of the 6 month storm hydrograph. The water depth of the basin will be 4 feet. The sediment basin will be lined with a 30 mil PVC pond liner. 6"of gravel will be placed over the pond liner to protect it during cleaning. The basin is 70 feet long and 10 feet wide with 2:1 side slopes. It will be sealed with compacted clay soils. The overflow elevation will be 332.0. Discharge elevation will be 229.0. DOWNSTREAM ALALYSIS A downstream analysis was not required at this stage of development of the site due to the excessive capacity of the proposed infiltration facility. The infiltration facility was designed to allow the 100-year storm event to infiltration into the existing soils. EROSION CONTROL Erosion will be controlled during construction by the use of silt fences,construction entrance and if necessary, sedimentation ponds as required with the State's Best Management Practices. An erosion control drawing is included with the submittal. HYDRAULIC COMPUTATIONS The latest version of the Engenious Systems Storm Shed 20 was used to analyze the existing and proposed conditions and to size the infiltration facility.
