Work Order: BLD-03 SUBJ: Grading& Stormwater Plan Review NAME: Cooper g Log Yard Road-Belfair COM2003-00149 Tami, The grading plan sheets, and Stormwater Site Plan (SSP)prepared for the proposed Cooper Fuel Transfer Station to be developed on Lot# 5 of the Overton Log Yard Road Large Lot Subdivision in Belfair,have been received and reviewed by Public Works. Included in the plan sheets is an estimation of quantities,which indicates that roughly 900 cubic yards of material will be graded,requiring neither wasting material or importing borrow material.In addition to the grading quantity of onsite materials,an estimated 500 cubic yards of surfacing material(1'/4"minus crushed surfacing top course)is proposed to be imported from a commercial source, bringing the total anticipated grading quantity to roughly 1400 cubic yards. Sheet 2 of 5 contains the temporary erosion and sediment control plan which appears acceptable and should be implemented during the course of construction. Sheets 3 &4 of 5 contain the permanent stormwater quality protection plan and details which appear acceptable and should be constructed in conformity with the plans. The permanent stormwater quality protection plan has been compared with CPR 40(Code of Federal Regulations)for compliance, and determined to be structured to eliminate or avoid the need for a formal Spill Control and Countermeasure Control Plan. The County requires that an Operation and Maintenance(O&M)Covenant be created to cover privately owned and operated stormwater control facilities. The SSP contains an unsigned copy of the covenant form which has been filled out,and appears acceptable.The applicant should be directed to sign&notarize the completed form,recorded the signed document with the County Auditor's Office,and deliver a copy of the recorded instrument to Public Works for monitoring and administration. Public Works requests that we be notified when construction begins so that compliance with the temporary erosion and sediment control features be verified.Notification is also requested when the stormwater control features are completed so that their conformity with the designs and plans can be verified.
