DEPARTMENT OF PUBLIC WORKS: No comments because this is a single family access driveway. The driveway was certified by a professional engineer. DEPARTMENT OF HEALTH (ENVIRONMENTAL HEALTH) : No comments because the property is currently undeveloped without a septic system. FIRE MARSHALL: No comments because this is a single family driveway. COUNTY BUILDING OFFICIAL: A Land Modification Permit will be required by the Building Department is there is over 50 cubic yards of landfill used. OTHER COMMENTS: A Mitigated DNS was issued be Mason County on September 17, 1996 . Comments were received from the Dept. of Ecology stating that a Short Term Water Quality Modification Permit may be required. Ecology also recommended that the mitigating measures specified in the wetland consultant ' s letter be required, in order to maintain the hydrologic functions of the wetland. CONCLUSIONS: Based upon the above review and comments, the Department of Community Development shall issue this Mason Environmental Permit with the attached conditions. These conditions are attached so that the applicant will assure the Public of Mason County that potential impacts are addressed in the installation of the landfill in the wetland for their access road. On this date, Mason Environmental Permit #RLC96.-0344 is approved with the attached conditions . Page No. 1 CONDITIONS/CORRECTIONS FOR CASE NO.: RLC96-0344 JAMES & VIRGINIA PAULSON ............... 10/04/96 1) HYDROLOGIC FLOW DISTURBANCE -- Hydrologic flow disturbance should be minimal by installing four 12" culverts 20 feet long, and spaced every 50 feet along the length of the driveway. The first culvert should be placed in the low spot which was approximately 25 feet in from the east edge of the wetland. The last culvert should be placed in the low spot which was approximately 25 feet in from the west edge of teh wetland. The remaining two culverts should be placed on grade, in other words, set on top of the existing ground level, not dug in. 2) EROSION CONTROL -- Upon completion of the driveway the side slopes should be seeded heavily with annual rye grass and mulched with straw (not grass hay). The mulching will help prevent erosion when the rains come and also will give the rye grass seeds a protective cover while germinating. Annual rye grass is chosen because it will basically germinate and grow through the Fall where the driveway is built. 3) SIZE AND VEGETATION -- The impacts can be Lessened by building a minimal driveway leading into the single residence. No vegetation should be disturbed outside of the area where the driveway is built. 4) "S" Shaped driveway -- Place a slight "S" or curve in the driveway rather than a straight line. This will lessen the impacts to the wildlife corridor. 5) LAND MODIFICATION PERMIT -- A Mason County Land Modification Permit will be required if the grading involves over 50 cubic yards of fill material. Contact the Mason County Building Department with any questions regarding this permit. 6) DOE WATER QUALITY STANDARDS -- A Short Term Water Quality Standards Modification Permit is required for the construction project. Please contact Washington State Department of Ecology, Loree Randall - (360)407-6294. 7) EXPIRATION -- This permit is valid until such time that County Regulations affecting Wetlands may change. Mason County requires the use of the 1987 Corps of Engineers Wetlands Delineation Manual when completing wetland delineations and determinations. This manual stipulates the use of the three wetland parameters of hydric soils, hydrophytic vegetation, and wetland hydrology and the determination was completed using these parameters in conjunction with the Routine On-Site Delineation Methodology, as outlined in the manual. We determined there to be a large scrub/shrub wetland system where the proposed driveway will be located by upgrading an existing old logging road. The road will cross the wetland at the narrowest portion with approximately 175 feet of disturbance. We flagged the wetland edge at each end of the proposed driveway, and placed 3 more flags at the recommended center line (see enclosed drawing).
