The following is a partial list of items that we have-compiled through correspondence with your consulting engineer. 1)Heat Pump - to be a York B3CH06A06 with a SEER of 10.0 and HSPF of 7.0. The alternate specified would not meet minimum efficiency requirements. 2) Lighting-All lighting and switching installed is to be done in accordance with the most recent submittal dated October 12, 1993. NOTE: Fixtures "A" -31 fixtures- 108 watts per -with three F40 low wattage tubes -tandem wired(2 fixtures, 3 ballasts). 3)Pipe Insulation(water lines) to be done per WSEC specifications refer to Section 503.11. Correspondence had indicated that all piping runs greater than 12' shall be insulated. This is incorrect. All piping installed to serve buildings(and within)shall be insulated in accordance with Table 5-12. 4) The Touch & Flow Faucet specified for installation in the public restroom is not acceptable. You have two requirements to meet with this fixture. The first is WSEC Section 504.8. The second is WAC 51-20 Section 3106 (E). Please provide information to the Building Department as to how you will comply to this requirement. 5)Entry Doors-Single glazed store front doors will be acceptable. Heat loss calculations done by this department indicate that the structure envelope would compensate for the area of single glazed doors. There has been a lot of"code clarification"going back and forth on this project.I thank you for your responsiveness and patience in the process. Please be sure that your contractor and his/her sub-contractors have all the applicable addendums to plans. I will be performing all energy code and ventilation code related inspections beginning with slab insulation.Please call to schedule inspections with a three day lead time in mind. Dear Mr. Jensen: The Mason County Department of Community Development is taking this opportunity to respond to your request as to the progress of said project. Enclosed you will find copies of the status sheet from the county's permit tracking database, which give an approximate chronology of departmental actions, a copy of the SEPA threshold determination and mitigation measures, and storm management guidelines. The engineer has submitted plans which meet the intent of the stormwater guidelines. The Washington State Department of Ecology has stringent guidelines for the type, installation and monitoring of USTs (Underground Storage Tanks). The contractor has supplied the county with detailed information regarding the proposed USTs. If you have questions regarding the regulation of USTs please contact Wendy Bolender at 459-6352. The plans for the proposal are available for inspection at Mason County Building III in Shelton. We understand that the Washington Department of Transportation will be requiring traffic mitigation in the form of a tapered right in/right out only ingress and egress. It is customary for the County to hold the permit until DOT has approved the plan. As of September 15 the proposal had not received review for water adequacy and there were still some Washington State Energy Code concerns that needed to be met. The applicant has proposed an alternate location for the drainfield reserve area which may meet the requirements of the Environmental Health Department. In your letter you state that the Department of Community Development issued a mitigated determination of non-significance on July 30, 1993. The correct date of issuance was July 13, 1993 with the fifteen day public comment period ending on July 28, 1993. Any subsequent appeal of mitigation measures or of a threshold determination must be made within thirty (30) days of the end of the comment period pursuant WAC 197-11-390 (2)(a), Mason County Environmental Policy Ordinance 99.84.8.3(i). The County has issued its threshold determination. In response to the concerns you have listed we offer the following: 1) As was stated in the previous letter it is customary for the County to hold a permit until DOT has approved the plan. It is our understanding that DOT has requested an access design change from the applicant. 2) Your concerns regarding the potential location of the septic system should be addressed to the Mason County Environmental Health Department. In your letter you state that "... storm water issues have not been adequately addressed;." This department respectfully requests that information be provided which shows how the storm water issues have not been addressed. In regard to the statement about proximity to a stream, at the time of application the County did not have an ordinance which addressed development adjacent to seasonal drainages. y .
