BELFAIR AM/PM CONVENIENCE STORE ENGR.-BOVAY I I have reviewed the site plan with Stormwater Detention Facility & Drainage Control plan for the proposed AM/PM Convenience Store in Belfair and the following concerns have been raised; (1) An Erosion & Sediment Control Plan should be submitted and i implemented prior to commencement of earth disturbing activities. (2) The proposed stormdrain layout does not appear to provide adequate provisions to ensure that any spills occurring at the gas island will be directed to the Oil/Water Separator and the area north and westerly of the gas pumps is not directed towards the Oil/Water Separator, but appears to by-pass the Oil/Water Separator. (3) Hydrographs, Basin Information and Storm Event Data for the developed site has not been provided. Infiltrate at least the excess runoff volume generated by the proposed development for the 2-year , 24-hour design storm, provided that site conditions are appropriate and ground water quality will not be impaired. Release any residual runoff from the 2-year, 24-hour design storm at no greater than 100% of the peak runoff rate for that storm for existing site conditions. 2. If infiltration is precluded because of site conditions then detain and release runoff from the 2-year, 24-hour design storm at no greater than 50% of the peak runoff rate for pre- existing site conditions. 3. Detain and release runoff from the 10 and 100-year, 24-hour design storm at no greater than 100% of the peak rate for existing site conditions. (Lenhart, Little Deli Mart) The Washington Department of Transportation has recently reviewed your Stormwater Detention Facility and Drainage control plan. They were concerned that as proposed in the submitted drainage plan there would be an increase in runoff for the 10 year and 100 year storms and that the existing drainage system along State route 3 is not able to accommodate increased flows. To address these issues please re-submit drainage plans that adequately address on-site detention for the 10 year and 100 year storm events. The existing vegetation is light grasses; portions of the area are bare gravel due to traffic usage of the site. Drainage patterns for the existing condition flow from south to north, mostly as sheet flow since there are no defined channels. Most of the existing drainage outfalls into the ditch along the state highway at the northern boundary of the parcel. Current USGS quadrangle maps of the area, dated 1968, show an unnamed creek running through the parcel boundary. However, the actual location of this channel is south and west of the property; it does not bisect any of the parcel boundaries. Native soils are composed of fine glacial till. These soils would typically provide good infiltration; however the level of the water table in the vicinity precludes the use of infiltration as a method of dispersing storm water. The native soils were assumed to belong to hydrological soil group Class-B for storm water calculations. A curve number (CN) of 83 was used for the intermixed grass cover/bare gravel over the existing site, for the storm flow calculations. Drainage Area (Impervious) = 0. 06 acres CN = 98 Drainage Area (Pervious) = 0.87 acres CN = 83 Time of Concentration = 14 .0 minutes 1 Proposed Conditions A new gas station/convenience store is proposed for the site. This development will convert approximately 60% of the parcel area to impervious surfaces: pavement and roof area. The remaining pervious areas will be improved to sod lawn and landscaping, therefor a CN of 80 is used for the pervious areas of the developed site. Drainage Area (Impervious) = 0.56 acres CN = 98 Drainage Area (Pervious) = 0. 37 acres (Grass) CN = 80 Time of Concentration = 12 .5 minutes Storm Flow Modeling Storm flows were calculated using criteria documented in the "Stormwater Management Manual for the Puget Sound Region" provided by the Washington State Department of Ecology. Storm water volumes were predicted using HYD software developed by King County, using the SCS-lA rainfall pattern. Hydrographs for the before and after condition were run for the 2-Year, 10-Year, and 100-Year storms, and are attached. - (Hydrographs for the "after" condition are included as inflow in the reservoir routing report. ) Precipitation rates used are from the DOE Puget Sound manual for 24-hour storms in the Belfair vicinity. 2-Year 3 .50" 10-Year 5. 00" 100-Year 6. 50" The calculated flows for the before and after condition are summarized below. However, where infiltration is not possible, the 2-Year storm must be released at 50% of the peak of the existing condition. 2 Various iterations of different detention pipe diameters (for standard pipe sizes) , orifice sizes, and elevations were run on the HYD software to size the system economically within the ordinance peak flow recommendations. The configuration selected surpasses the ordinance requirements for the 2-Year, 10-Year, and 100-Year conditions. Detention Design The proposed below-grade detention facility is a 48-inch diameter pipe, 200-feet long. The outlet structure provides a 2" opening at elevation 0.01 , a 5" opening at elevation 2 .51' , and weir overflow at elevation 4. 01 . The outlet structure is designed so that the 2-Year storm is entirely discharged through the 2" opening, the 10-Year storm briefly discharges through the 5" opening, and the 100-Year storm discharges through both openings. The system is also designed so that the top of the overflow weir at elevation 4 .0' is only breached in events greater than the 100-Year storm. Water Ouality In accordance with Department of Ecology best management practices, the storm water system will include an oil/water separator sized for the 6-month event. Due to the configuration of the outlet structure, all flows up to the 10-Year storm will completely flow through the separator. A trench drain will be installed at the northwest highway approach to intercept any remaining flows not captured by the normal storm water piping. The trench drain will be able to contain any spills that occur at the pump island or at the underground storage tanks. The trench drain is connected to the detention system prior to the outlet weir, therefore any water reaching the drain will flow through the oil/water separator. Outfall The outfall of the detention system will be to the highway ditch fronting the parcel. All drainage from the developed site, except as noted below, will be collected through the use of curbing and storm piping to flow to the detention system. 1. Infiltrate at least the excess runoff volume generated by the proposed development for the 2-year , 24-hour design storm, provided that site conditions are appropriate and ground water quality will not be impaired. Release any residual runoff from the 2-year, 24-hour design storm at no greater than 100% of the peak runoff rate for that storm for existing site conditions. . 2. If infiltration is precluded because of site conditions then detain and release runoff from the 2-year, 24-hour design storm at no greater than 50% of the peak runoff rate for pre- existing site conditions. 3. Detain and release runoff from the 10 and 100-year, 24-hour design storm at no greater' than 100% of the peak rate for existing site conditions.
