Meeting Minutes
July 18, 2024
The regular meeting was called to order at 5:00 p.m. by Chairperson Sue Ickes.
Attendance: Sue Ickes, Chair; Mark Nault, Vice-Chair; and Mel Ferrier, Commissioner
Others: Mary Ransier, Trevor Clark, Danielle Drogmund, and Becky Rogers
Business:
1. Public Hearing - Consider revisions to Civil Service Rule 5.4A Recruitment and
Eligibility Qualifications relating to citizenship.
Chair Ickes opened the public hearing and called for public comments. No comments
were received.
Cmmrs. Nault/Ferrier moved and seconded to close the public hearing. Motion carried unanimously.
Cmmrs. Nault/Ferrier moved and seconded to approve the revisions to Civil Service Rule 5.4A
Recruitment and Eligibility Qualifications relating to citizenship. Motion carried unanimously.
2. Approval of Minutes: June 20,2024, regular meeting minutes.
Cmmrs. Nault/Ferrier moved and seconded to approve the June 20, 2024, regular meeting minutes as
submitted. Motion carried unanimously.
3. Open Forum for Citizen Input - No public comment.
4. Human Resources Recruitment Update - Mary Ransier, HR Director, touched on
recruitment events and application workshops attended the last month. HR is
starting a communications plan with a weekly rotation within the month. Law
enforcement and corrections are scheduled for week two. Announcements will be
pushed out on social medial during this time. The $10K hiring bonus for corrections
deputies is good until December 2024. HR is working to get into the transition
assistance program through the local Veterans Advisory Board. A recruiter is
working to secure an enhanced driver license to get access on Joint Base Lewis-
McChord (JBLM) and Bangor Base to attend recruitment events.
Cmmr. Nault asked if HR will attend the Chamber of Commerce event in Shelton on
July 19, 2024. Ms. Ransier stated that if HR is unable to attend, typically
recruitment materials and swag will be sent with another agency that is attending.
Cmmr. Ickes questioned what type of responses are received from recruitment
events. Ms. Ransier replied that they are getting positive responses. For law
enforcement and corrections, there is an opportunity to tap into veterans. HR is
working on developing partnerships to get invitations to attend recruitment events.
5. Chief Examiner Update

5.1. Position Tracking - 14 vacant funded positions: Community Service Officer-3,
Corrections Deputy-5, Deputy Sheriff-3, Financial Assistant-1, and Support
Specialist-2
5.2. Corrections Corporal - Promotional Announcement - Informational
5.3. Approval of revised position descriptions: Animal Control Officer, Corrections
Corporal, Corrections Deputy, Corrections Sergeant, Evidence Technician,
Financial Assistant, Support Specialist I, Support Specialist II, and Support
Specialist III.
Mary Ransier explained that the nine revised position descriptions are related
to negotiations with the corrections group. As part of the standard
negotiations process, they update all the position descriptions as necessary
before they comp them in the market. Changes are mostly formatting as they
standardize the format to upload to the website easier. The command staff
and union have approved these and they are being presented to the Civil
Service for approval.
Cmmrs. Nault/Ferrier moved and seconded to approve the revised position descriptions for
Animal Control Officer, Corrections Corporal, Corrections Deputy, Corrections Sergeant,
Evidence Technician, Financial Assistant, Support Specialist I, Support Specialist II, and
Support Specialist III. Motion carried unanimously.
5.4. Patrol Promotional Testing Process - Detective Drogmund was in attendance
representing herself. She stated she sent an email to Civil Service just prior
to the meeting expressing concerns regarding the patrol promotional testing
process and suggestions for a better process.
Mary Ransier stated HR received a previous complaint which will be forwarded
to the Commission. They have attempted to talk with the command staff and
the complainant and have not settled on a date and time to discuss this.
There is a lot of misunderstanding about the how the testing process is
conducted. She felt there is a better way to doing testing and utilizing Public
Safety Testing. She expressed concerns about accusations of anything
improper that has gone on in HR or in the Civil Service process. She wanted
to note that this is not true. After talking with complainants, she would like to
come up with a process that is easier to understand on how the list works.
The Board stated they would like to know what the complaints are, if the
complaints have been reviewed, and what the actual issues are. If it is a
misunderstanding, how can that be cleared up. If it is confusion over the
process, what can be used to clarify.

6. Sheriff's Office Update - Corporal Clark was in attendance. A report will be brought
forward at the next meeting regarding corrections, patrol, and support staff.
