As I drove to the address— I observed a very black dense column of smoke coming from the site. Fire Dist- 4 personal where on site and starting to pull hose to extinguish fire. The equipment involved was one engine and one tender plus 4 personal+21/2 hrs time. The fire at 25x30 ft consisted of stumps,treated pilings,rail road ties ,wire and other assorted demo debris in the first of two burning piles. The second fire at 20x20 was mostly stumps,demo house insulation and siding material. The whole site was about '/2 to 3/ acre of dumped material.A lot more to burn! This fire is in Smoke Management, ZONE ! I asked the people at the site who was responsible and one came forward (name and address below). We discussed the extreme danger of this burn and why we had to put out. He was very cooperative and wound up putting the fire out himself. This property is a temp dump site for land clearing debris and house demo debris and is on going. The water used to extinguish the burn will work its way to the Mill Creek at some time. Box 186 Shelton, WA 98584 Dear Sir, I have only just now opened your letter. We have had extremely distressful interruptive events happening here and I am behind on all fronts. So I am sorry that my response is so delayed. Your letter does not tell us anything we don't already know. We know and obey the burn rules here. The fire was started without our knowledge and our brother who suffered a stroke last year and is suffering through a divorce and who has been plunked down here by his children to get him out of the area he was living in decided he would just take care of things as he grew up watching his dad do. The polite way is to say that he is not functioning as he should. We had things set aside to haul out of here and he took it upon himself to burn them up. He has lived in eastern Washington for over thirty years and is not up on our rules here. We were trying to pull the fire apart and put it out when everyone arrived. We do not burn illegally as your letter says and we do comply with the regulations. I do thank you for the information in your letter even though it was worded in a rather unnecessarily strong tone. Page two And I am curious as to the definition of jobs of the Fire Warden of the county and the Fire Marshal of the county. You are both in Building III. Why are there two of you?
