Monday,November 28,2011 9:00 A.M. Central Operations-Diane Zoren(rescheduled from 9:15 a.m.) Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • Finance Committee will meet on Monday,December 19 at 8:30 a.m. • Charles Lane will brief the Board on December 19 regarding the District Court Indigent Defense contract. • Request to increase the 2012 budget for the Risk Pool premium by$16,337,which is the 2011 premium increase. The Commissioners signed the change form and Diane will forward to Theresia. 9:10 A.M. Auditor's Office—Theresia Ehrich(rescheduled from 9:00 a.m.) Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • Theresia distributed the November revenue report,Current Expense November 2010 vs.2011 comparisons. • Theresia gave the Board a 2012 Current Expense Preliminary Budget recap showing the changes made to date. The budget difference is$1,181,437 at this point. 9:20 A.M. WSU Extension Office -Bob Sinnrnons&Dan Teuteberg(rescheduled fi•om 10:15 a.m.) Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • Discuss signing a$25,000 DSHS contract with Mason 4-H to continue the Youth N Action Program in partnership with Youth Empowerment Strategies. Bob Simmons described the use of the proposed DSHS funds provided by the contract for the Mason 4-H Program to continue the local Youth N Action Program started May 2010.The agreement will a]low Mason 4-H to partner with the Youth Empowerment Strategies Program based at the Transit Center to provide that program. Commissioner Ring Erickson was concerned that the program be offered in other areas of the county as well.Bob explained that this program has provided a limited amount of programs in the Belfair area over the past year and will work to provide more opportunities county-wide in 2012 with this contract. Dan commented that he is doing a county-wide assessment of youth programs in the coming months,which will help direct our youth programming efforts,including this program.The Extension Office will place the item on the December 6 Action Agenda. 9:30 A.M. Sheriff's Office—Sheriff Salisbury/Undersheriff Barrett Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • A$17,301 JAG grant has been applied for and will be placed on the December 6 Commission agenda for acceptance. This is for portable computers for the patrol deputies. • Traffic policing and the road diversion were discussed. 10:00 A.M. BREAK 10:15 A.M. Public Works-Charlie Butros/Brian Matthews(rescheduled from 10:30 a.m.) Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: Bard of Mason County Commissioners'Briefing Meeting Minutes Week of November 28,2011 • Authorization to advertise for Letters of Interest for 2012 for: Construction Project Inspector Services,Contract/Fee Appraisers,Negotiators and Title Research Services, Geotechnical Lab Services,Utility Franchise/Permits and Stormwater. Will be placed on agenda for action. • Authorization to call for bids for culverts will be placed on agenda for action. • Bid awards for the Vactor Truck and Hydraulic Track Excavator will be placed on agenda for action. • 2012 Road Diversion amount was discussed. The Commissioners asked the diversion amount be reduced by the ER&R loan payment because the loan,which was established to purchase equipment for the traffic policing, is paid off in 2011. Public Works will draft the road levy resolutions that will be placed on a December agenda for adoption. 10:45 A.M. Utilities&Waste Management -Emmett Dobey Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • Reviewed the Department of Revenue audit report on the Board of Equalization. Emmett will write a response to the Journal. • Emmett will bring forward an agenda item to hire a collection agency for collection of past due utility bills. • Reviewed information for the November 29 North Mason meeting. H:15 A.M. Parks&Trails—John Keates Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • Facilities management: John Keates informed the Commission that a facilities renovation and replacement fund is needed.He explained some examples fiom other County's and requested permission to proceed with possibly implementing a like program for Mason County. Commissioners agreed. • Informed the Commissioners he has shown the church rectory to a group looking at the building for possible use as a youth shelter. • Asked for permission to advertise for citizen help to update the park plan update.Permission was granted. • Asked for permission to investigate using outside assistance to help with cost estimates for the facilities renovations and replacements.Permission was granted. • Informed Commissioners of possible jobs package in legislature this year and possibly getting Memorial Hall on a list for consideration. • Asked for approval to surplus the file carousel in WSU extension office.Permission was approved. • Gave project updates for MCRA,Oakland Bay,Latimers Landing,Jail Transfer Switch,and the Courthouse. 11:30 A.M.
