Monday, October 31,2011 9:00 A.M. Auditor's Office—Theresia Ehrich Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Theresia confirmed the Board is willing set a budget hearing for November 15 to consider budget transfers to the AFSCME departments and the Sheriff The agenda will be amended setting the hearing. • Cash flow was reviewed. • The 2012 beginning fiind balance has been adjusted down to$6.9 million fi•om$7.9 million. There was discussion of how the beginning fund balance is projected using past experience,trends,and cash on hand. Treasurer—Lisa Frazier Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Lisa Frazier stated she has reviewed the Governor's proposed budget and Ms.Frazier is estimating up to a$1,041,208 reduction from the state in revenues. There was discussion of how this will impact the county's budget. • Cmmr. Ring Erickson brought up the Belfair Water District. She asked if the county is required to issue registered warrants. Lisa Frazier,Treasurer, stated the county will loan the district the money and the district will pay it back,with interest. The daily cash investment policy allows up to$500,000 in registered warrants. This is considered a short-term investment. There was discussion of the process of registered warrants. Ms Frazier reassured the Commissioners that she tracks the revenues and the county is paid first. 9:15 A.M. Central-Operations--Diane Zor-en rescheduled to 11:30 a.m. 9:30 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Ring Erickson, Sheldon and Bloomfield met in Closed Session for a labor discussion fi•om 9:35 a.m. to 10:20 a.m. 10:15 A.M. BREAK 10:30 A.M. Public Works-Charlie Butros/Brian Matthews Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Request approval of the resolution updating the Small Works and Consultant Roster process and procedures with the use of the MRSC Small Works and Consultant Roster. • Request authorization to advertise and hire for the vacant GIS Technician(Engineers Guild)position. • Request authorization to utilize the Post for Quotes/Telephone Bids to purchase a replacement blower for a 1994 Vactor 2100 vacuum unit. l 1:00 A.M. Utilities& Waste Management -Emmett Dobey Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Mr. Dobey met with the Department of Revenue on the recent Board of Equalization audit and an amended letter will be coming. Board of Mason County Commissioners' Briefing Meeting Minutes Week of October 31,2011 • A geological anomaly has been discovered at the bottom of the pond for the Belfair Sewer project. 1 t:15 A.M. Community Development-Barbara Adkins Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Planning Advisory Commission Review of applications received in response to advertisement for Planning Commission vacancy. All applications received were fi-om District#3 and an error in record keeping indicates that representation fi•om that district is not lacking. Board wishes to re-advertise the vacancy. • Fire Marshal Chief Mike Patti and Chief Tim McKern attended the briefing to discuss the County's need to maintain the Fire Marshal authority. The Fire Chiefs Association is charged with fire investigation; however the county needs to maintain its"fire marshal"power and authority. • Research Voluntary Stewardship Program and provide Board with suggestions prior to commitment deadline in January 2012, 1 1:30 A.M. Central Operations-Diane Zoren Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Pacific Mountain Workforce Development Council has three vacancies and they have notified the EDC and local Chambers of Commerce. • Cmmr. Ring Erickson agreed to be in the Christmas Parade scheduled for December 3. • An executive session will be scheduled on Tuesday following the Commission meeting. • The Commissioners discussed the budget information presented by the Treasurer earlier today and asked Diane to prepare a memo to all departments requesting a revised 2012 budget be prepared with a 8.5%reduction in expenditures. The memo will be circulated at today's budget workshop. BREAK-NOON 1:30 p.m. 2012 Budget Workshop Please see separate minutes for this item. Tuesday, November,2011 4-4-:00-A.M. delayed until 1 p.m. Executive Session-RCW 42.30.110(1)(i)-Litigation Commissioners Ring Erickson, Sheldon and Bloomfield met with Mike Dorcy, Prosecuting Attorney, in Executive Session from 1:00 p.m. to 1:25 p.m.for a litigation issue.
