BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES
Week of October 24,2011
According to staff notes,the following items were discussed.
Monday, October 24,2011
9:00 A.M. Auditor's Office—Theresia Ehrich
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Ms. Ehrich asked if there are any questions on the County's 2012 budget or 2011
financials. She will track and process any approved changes in 2012 budget they
approved,there have been none so far. There is a supplement for about$275,000 that the
Sheriff will present for 2012 budget contractual items not included in the budget
presented.
• Budget order for$12,960 for the AFSCME contract is prepared for the Board's approval
in November. The Commissioners agreed that it would be preferable to make any 2011
budget changes in November. Theresia reported that the Sheriffs office would be
requesting a 2011 budget amendment of at least$200,000 in jail medical expenses and
she wasn't aware of any other 2011 budget changes.
9:15 A.M. Central Operations-Diane Zoren
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• 2012 budget workshop @ 1:30 p.m.The supplemental requests are in the Board's
meeting books.
• Skokomish Watershed Action Team briefing on 11/14 at 9:30 a.m.
• Updated list of Commissioner Boards/Committee assignments was reviewed. The
resolution designating Cmmr. Sheldon as the Board of Directors member and Cmmr.
Ring Erickson and Cmmr, Bloomfield as alternates will be on the November l"agenda.
• November 7 Elected Officials briefing will be canceled due to 2012 budget workshop.
• Island Lake Lake Management District. Diane recommended the process be started in
2012 rather than run it during the budget process. It is a lengthy, staff intensive process
and because the citizen's group turned in the petition in September,no revenues would be
collected until 2013.
• Courthouse weapons screening briefing. The committee asked for a follow-up briefing in
November,or if the Board would rather wait until after the budget is adopted, December
would be fine. The Board asked this be scheduled in December.
• Diane will schedule a briefing with the Hood Canal Coordinating Council to discuss the
integrated watershed management plan.
• Cmmr. Ring Erickson shared information on a citizen complaint from Robert Edwards.
9:45 A.M. Sheriff's Office—Sheriff Salisbury/Undersheriff Barrett
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Requested a$265,000 2011 budget supplement for extraordinary medical costs for jail
inmates. The budget hearing will be scheduled in November.
• Will request a 2012 budget change for numerous items that should have been placed in
their operating budget.
• Discussed how the Title III Federal Forest money has been used for search&rescue
efforts.

10:15 A.M. Department of Community Development—Allan Borden
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Discussed the request by CGR Enterprises LLC to redesignate one parcel(38.80 ac.)near
Mission Woods Drive and Sand Hill Road in an Inholding Lands area to Rural Lands;
then zone parcel as Rural Tourist Campground zone for potential recreational vehicle and
camping park. Location is within a large area of Long Term Commercial Forest land
owned by WA. Dept. of Natural Resources. The hilholding Land area(about 80 acres in
size) has 14 other small parcels, several with residences.The public hearing by the
Planning Advisory Commission was held on August 15 and October 17,2011;their
recommendation to support staff findings and for the approval of this request was
adopted by a vote 5 yes;0 no. Staff would like to place a consent agenda item on
November 1,2011 public hearing docket to set hearing for Tuesday November 22,2011
at 6:30 p.m.
10:30 A.M. Public Works-Charlie Butros/Brian Matthews
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• News release for the opening of Lower Elfendahl Road will be issued.
• Authorization for the ER&R Fund Manager to call for bids to furnish Mason County with
a 53,0001b Class Hydraulic Track Excavator for Public Works.
• Request to utilize the Post for Quotes/Telephone Bid Procedures to purchase a
replacement blower for vehicle#402, Vactor truck. Estimated cost is$30,000.
• Hearings for the 2012 Annual Road Construction Program and the 6-year Transportation
Improvement Program for years 2012-2017 will be scheduled in November.
• GIS Tech resignation.
• CRP 1860-Shelton Matlock Road"S"Curves Project was reopened October 20"',
• Voice Mail-support contractor has gone out of business and the manufacturer has
announced the equipment will no longer be supported.
10:45 A.M. Skokomish Flood Control District Briefing
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Request from the Lake Cushman Development to be removed from the Skokomish flood
zone was reviewed. A meeting will be scheduled on November 8.
1 1:15 A.M. Utilities&Waste Management -Emmett Dobey
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Review of Department of Revenue audit for the Board of Equalization.
• Letter of support for Tri-Party application for funding of Potlatch project was discussed.
• Funding for Hoodsport project was discussed.
• Request permission to call for bids for Belfair Sewer Connections.
• Coordinated Water Plan—briefing with the Water Conservancy Board on November 7.
Information was included for review.
• Solid Waste Advisory Board appointment,Wendy Irvin has requested to be reappointed
as a citizen representative.
1 1:45 A.M. Health Services—Vicki Kirkpatrick
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Staff discussed with the Commissioners the food and sanitation rules that apply to
Espresso Stands and the relationship to sewers.
• Staff also briefed Commissioners on the status of the Regional Health Improvement Pilot.
