Monday,October 10,2011 9:00 A.M. Auditor's Office—Theresia Ehrich Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. • September financial reports were reviewed. 9:30 A.M. Indigent Defense Briefing—District&Superior Court Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. Also in attendance were Judge Toni Sheldon, Charles Lane,Judge Amber Finlay,Patsy Robinson,Robyn Lockwood, Karen Jackson, Susan Sergojan,Theresia Elu•ich, Karen Herr,Michelle Bell. The following topics were reviewed: • Discussion regarding indigent defense,caseloads and budget. The proposed budget involves shifting$54,260 within Superior Court's budget,using District Court's$48,000 supplemental budget request in lieu of a third contract position,and$13,850 in OPD funds. Distribution of OPD funds is on hold pending the State budget. If OPD funds are not available, additional funds may be shifted to make up the difference and/or may not be necessary if the position is not filled until February/March. • Karen Jackson will follow up on her concerns re contractor vs. employee status,the organizational chart and who the person would report to. Chuck Lane will begin advertising for the District Court contract,which expires at the end of December. Chuck Lane will contact contract counsel to determine if their malpractice insurance is limiting caseloads. • No additional information is needed from the courts at this time. The matter will be handled through the budget process. 10:00 A.M. BREAK 10:15 A.M. Department of Community Development—Barbara Adkins Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following topics were reviewed: • Status of updating the Resource Ordinance to address more flexibility in requirements for geotechnical reports. • Status of notifying dispensaries within Mason County to cease and desist operation. 10:30 A.M. Public Works-Charlie Butros/Brian Matthews Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following topics were reviewed: • Request the Board reject all bids for the used Hydraulic Track Excavator. • Project updates on Lower Elfendahl Pass Road,Harstine Safety Projects,Grapeview Loop Road, Weaver Creek Bridge, and Shelton Matlock"S"curves. 1 1:00 A.M. Utilities&Waste Management -Tom Moore Commissioners Sheldon and Bloomfield were present. Commissioner Ring Erickson was absent. The following topics were reviewed: • Belfair Sewer update. Discussed the connections to the system, construction delays,dispute resolution process and the treatment plant start up. • Explained the Action Agenda item by ER&R on behalf of Utilities. Board of Mason County Commissioners' Briefing Meeting Minutes Week of October 10,2011 11:30 A.M. Health Services—Vicki Kirkpatrick Commissioners Sheldon and Bloomfield were present. Commissioner Ring Erickson was absent. The following topics were reviewed: • Debbie Riley explained that Vicki Kirkpatrick was in Olympia participating in the final interviews for the Executive Director of CHOICE Regional Health Network so would not be attending the briefing. • When asked who would be taking over as the chair of the Board of Health,the Commissioners replied that they had not discussed that yet. • Debbie reported that Mason County Public Health was hosting a regional meeting of local health jurisdictions and the Washington State Health Department this Thursday, October 13,from 10 am- 1 PM at the Public Works Building. Public Health Directors and senior staff from Mason County, DOH,Thurston County,Pacific County,Grays Harbor County,Lewis County,Jefferson County and Clallam County will be present. • Commissioner Sheldon asked about progress on the property on Highway 101—damaged by the slide and the Riverhill situation.Debbie explauied.that Barb Adkins with DCD was working on the Highway 101 situation since it was now a building demolition. Public Health had taken care of the solid waste and boarding up of the unsafe structure a couple years ago.The property on Riverside Place is still posted. Sheriff's Deputies have been driving by when they are in the area and each time an Enviromnental Health Specialist is in the area we take a look.Jess was recently out there as the new solid waste person and in an unannounced visit observed a family friend helping with the solid waste cleanup. Jess explained the necessity of receipts so we know the waste was properly disposed of. We have been informed that Mr.Lazard is several months behind in his house payment, so may be losing the property soon. BREAK—NOON 1:30 P.M. Closed Session—RCW 42.30.140(4) Labor Commissioners Sheldon and Bloomfield met with Karen Jackson,Human Resources,Mike Dorcy, Prosecuting Attorney and Tim Whitehead,Chief Deputy Prosecuting Attorney in closed session for a labor issue from 1:30 p.m. to 2:20 p.m. Commissioner Ring Erickson was absent.
